CALL TO ORDER: 7:26 p.m. (Cassette Tape No. 1)
ROLL CALL Present: Boardmembers Datzman, Mullin and Penna,
Vice Chair Fernekes and Chair Matsumoto
Absent: None.
AGENDA REVIEW No changes.
CONSENT CALENDAR
1. Motion to approve the minutes of the December 8, 1999 regular meeting, and December
15, 1999 special meeting and January 3, 2000 special joint City Council meeting
2. Motion to confirm expense claims of January 12, 2000 in the amount of $424,319.19
Motion Mullin/Second Fernekes: To approve the Consent Calendar as presented.
Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
3. Resolution authorizing the execution of necessary documents to secure HUD Section 108
Loan Guarantee for Willow Gardens and the Community Learning Center in the amount
of $3.7 million
Staff report presented by Community Development Block Grant Coordinator Fragoso.
Boardmember Mullin commented on the importance of this loan and how it will improve
the quality of life for many in the community.
Motion-Datzman/Second-Fernekes: To approve joint Resolution No. 1-2000, approving
a contract for loan guarantee assistance with the Department of Housing and Urban
Development for the Willow Gardens revitalization project and the Community Learning
Center and authorizing the City Manager and Executive Director to execute the contract
and related documents.
Staff requested the Closed Session be held at the end of the regular City Council meeting.

4. Pursuant to Government Code Section 54956.8, real property negotiations related to
Copacabana, 201 Grand Avenue. Negotiating party: Redevelopment Agency Assistant
Director Van Duyn.

Reconvened into Open Session: 9:17 p.m. All Boardmembers present.
Report given by Counsel Mattas: Direction given, no action taken.
