ROLL CALL Present: Boardmembers Gonzalez, Mullin and Penna, Vice
Chair Fernekes and Chair Matsumoto
Absent: None.
AGENDA REVIEW
Agency Counsel Mattas directed the Agency to postpone Item No. 5 for consideration with City
Council Agenda Item No. 13 (joint public hearing).
CONSENT CALENDAR
1. Motion to approve the minutes of the May 24 regular meeting
Item pulled from Consent Calendar, see below for discussion.
2.Motion to confirm expense claims of June 14, 2000 in the amount of $706,069.59
3. Resolution approving first amendment to owner participation agreement (OPA) with Bay
West Cove and approving the sale and transfer of interests under the OPA to Hines
Development
Item pulled from Consent Calendar, see below for discussion.
4. Resolution awarding construction contract to Hipsher Construction, Inc. for the 306
Spruce Avenue Exterior Improvements Project in the amount of $328,861 and approve
the project budget in the amount of $411,077

Boardmember Penna requested Item Nos. 3 and 4 be pulled from the Consent Calendar
and Boardmember Gonzalez requested Agenda Item No. 1 be pulled.
Motion-Fernekes/Second-Penna: To approve Consent Calendar Item No. 2.
Unanimously approved by voice vote.
Consent Calendar Item No. 1: Boardmember Gonzalez stated he was abstaining from
voting on the May 24 minutes.
Motion-Mullin/Second-Fernekes: To approve the May 24, 2000 minutes as presented.
Approved by voice vote. Abstain: Boardmember Gonzalez.
Consent Calendar Item No. 3: Boardmember Penna discussed with staff the transfer of
all interests, responsibilities and obligations. Redevelopment Project Manager Beyer
indicated that all concerns expressed at the June 8 joint meeting will be addressed.
Motion-Penna/Second-Fernekes: Resolution No. 10-2000, approving the sale of property
and transfer of interests pursuant to that certain owner participation agreement between
the Redevelopment Agency of South San Francisco and Bay West Cove, LLC and
approving an amendment to that owner participation agreement to allow for additional
time for construction of improvements. Unanimously approved by voice vote.
Consent Calendar Item No. 4: Boardmember Penna questioned the cost of the exterior
improvement work and staff detailed the work that is to be performed. Boardmember
Penna felt the cost was excessive and suggested the work be delayed until a future date
for readvertising the bidding process. Other Boardmembers agreed the price was high,
but felt the work needed to proceed in order to keep the center operating, although staff
stated there is no guarantee that the center will remain open.
Motion-Mullin/Second-Fernekes: To approve Resolution No. 11-2000, awarding the
construction contract for the 306 Spruce Avenue exterior improvements project to
Hipsher Construction, Inc. in the amount of $328,861 and approving an amendment to
the 1999-2000 Capital Improvement Project Budget (C1P-00-10) to add $61,000 to the
306 Spruce Exterior Improvement Budget
ADMINISTRATIVE BUSINESS
(The order of considering Agenda Item Nos. 5 and 6 were reversed.)
6. Resolution approving a disposition and development agreement between the South San
Francisco Redevelopment Agency, City of South San Francisco and Robert and Kathleen
Giorgi
Staff report and visual presentation given by Project Manager Beyer.
Boardmember Gonzalez verified with staff that the concerns of the Village Way residents
have been resolved.
Mayor Matsumoto asked if residents concerns regarding the height of the building, and
noise from trucks loading and unloading have been addressed. Project Manager Beyer
stated that the issues were discussed at the Planning Commission meeting and
modification to the plans were made; he stated that he is not sure if the residents are
completely satisfied.
Motion-Fernekes/Second-Gonzalez: To approve Resolution No. 12-2000 authorizing the
execution of a disposition and development agreement between the Redevelopment

Agency of the City of South San Francisco, the City of South San Francisco and Robert
and Kathleen Giorgi. Unanimously approved by voice vote.

PUBLIC HEARING
5. Conduct a joint public hearing on the proposed Second Amendment to the E1 Camino
Corridor Redevelopment Plan and consideration of the following:
a) Resolution approving Final Supplemental Environmental Impact Report as the
Responsible Agency
b) Resolution finding the provision of low- and moderate-income housing outside of the
E1 Camino Corridor Amended Project Area is of benefit to the amended project
c) Resolution approving proposed Second Amendment to the E1 Camino Corridor
Redevelopment Plan and recommending City Council approve and adopt the Second
Amendment
(Refer to City Council minutes for public hearing testimony and discussion.)
Upon completion of discussion, Agency Counsel Mattas advised the Agency to take
action on the following resolutions:
Motion-Mullin/Second-Fernekes: To approve Resolution No. 13-2000, approving Final
Supplemental Environmental Impact Report as the Responsible Agency, including the
statement of overriding considerations. Unanimously approved by voice vote·
Motion-Femekes/Second-Mullin: To approve Resolution No. 14-2000, finding that the
provision of low and moderate income housing both inside and outside of the amended E1
Camino Corridor Redevelopment Project Area is of benefit to the El Camino Corridor
Redevelopment Project as amended. Unanimously approved by voice vote.
Motion-Mullin/Second-Femekes: To approve Resolution No. 15-2000, approving and
adopting the Second Amendment to the E1 Camino Corridor Redevelopment Project.
Unanimously approved by voice vote.
ADJOURNMENT
Motion-Fernekes/Second-Gonzalez: To adjourn the meeting at 9:33 p.m. Unanimously
