The regular meeting of the City Council of the Cit~ of South Ban Francisco was held in the
City Hall Mohday evening, February 18th,1929.
The meeting was called to order at ?;~0 o'clock p.m. by Councilman A.~.Eschelbach, Mayor of
South San Francisco.
ROLL CALL.
Roll call found the following members of the council present; to-wiS;-
Councilmen, R.Lloyd. E.Minucciant, R. Tibbetts, A.J.Eschelbach.
Absent, Councilman A,Hynding. Councilman Hynding appeared after roll call.
The minutes of the previous meeting were. There being no errors or omissions councilman Tibbett~
moved they be adopted as read. The motion was seconded by Councilman Ninu¢¢iani and~regularly carried,
A communication was received from James G.Staffor~ and Associates offering their services to tl
city as scientific assessors. Communication ordered filed.
A communication was received from the Metal & Thermtt Corporation in ~connection with the city'~
request that they pay their taxes as per the ~bills rendered, and requested that the following senten,
added to the second paragraph of the city's letter to them of February 8th,1929;- "And full credit si
be siren to you for the overcharges made in assessment for the year ending June ~Oth.1929", which amt
is $908.48. This arrangement being satisfactory to the City Council, the clerk was instructed to add
the additional sentence to paragraph ~.
A letter of thanks was re~eived from G.Carl Weller for the city's promptness in installing the '
PARKING" sign in Tamarack Avenue near the High School,request for which was made by Mr. Weller at the
previous meeting.Communication ordered filed.
A copy of the City of Modesto Billboard Ordinance ~B02-N-S was presented to each councilmen an,
placed on file. ~he City Clerk of modesto stated in his communication that ne live stock were assess,
the City of Modesto either in corrals or stock Exchanges.
The C.R,Beatty Electric.~Company submitted a bid or offer to install flood lights on the ~oof of
City Hall for the s~m of $~2E~00. Matter laid over for consideration.
Twenty-four answers were received from property owners on the New Ba~ Shore Highway in respons~
the city's '~inquiry concerning their choice in electrically lighting up t~e road. Sixteen favored a ~
lighting system, while six were not in favor of the work.
On recommendation of Councilman Hynding ~ayor Eschelbach instructed the clerk to write to all 1
Boards of Supervisors, city councils, improvement clubs, exchange Clubs, Chambersof Commerce, etc f~
San Francisco to San Jose requesting them to appoint a committee to confer with the City Council of
South San Francisco with a view to endorsing a uniform system of lighting along the Bay Shore Highwa~
from San ~ranoisco southward as far as San Jose.
Application was made by the Pacific uss & Electric Oomp~n2 to construct, maintain and operate a
twent~ inch high pressure gas main in, along aha across the streets of the Cit~~ of South ~an ~rancis
namely, Linden Avenue,and westerly side of the San ~runo ~oad, The work on the ~an ~runo ~oulevard
to be done under the wezterly sidewalk area. Protest was made b~ property owner ~'red Lautze against
the laying of the proposed main under the sidewalk in Tront o~ his property without peoper guarantee
from the gas company that no damage would be sustained by his property. On resolution introauced
by Councilman Tibbetts permission w~s granted the g~s company upon the express condition that the
Pacific ~as & Electric Company will either make possible the removal of an2 gasoline tank now lying
beneath the surface of the sidewalk area affected without damage or ln~ur~ to any such tank, or reim
the owner of any such tank ~or any loss which he ma~ sustain in removing such tank by reason o~ the
existence of the gas main over ~asoline tanks, The resolumion was s~opted by the unanimous vote of
all the members of the city council, to-wit;-

On request of the City of South San Francisco the city clerk of Eodesto forwarded a half domen
copies of their~Billboard ordinance. ~BO2-N.S., for ~.~e councilmen's consideration. The Modesto Clef
stated no livestock assessments were made in the City of Modesto, as there were no stock emchanges t
Communication ordered filed.
A communication was received from the Women's Club of South San Francisco, endorsing the suggest
thectty for a fountain as ~ memorial to the late Mrs. W,J.Martin, to be installed in the Civic Center.
The ~omen's Club's offer of $100 toward the expense to be incurred having been accepted by the c
the balance of cost will be borne by the 8ity of South San Francisco. The club suggested Arbor Day a
an appropriate occasion for the the dedication of the fountain. This arrangement being satisfactor~
the city, the clerk was instructed to so inform the club, and state that Councilman Tibbetts will ac
on their commit~ee and assist them in every way to n~de the dedLcation a success.
Request for a dance permit to hold a dance on the 20th da2 of April,19£9, was made by the Hegina
Elena Circle No.9?, U.A.O.D. Permit granted.
The San Mateo County Sportsmens Association and Fish and Game Preservation League requested perm
to use the Council Chambers or Judge's Chambers of t~e City Hall for their monthly, FebrUary 26th,l~
Permission granted.
The local Fire ~epartment in a written communic~tion invited the ~lty Council to attend their me
in the City Hall,~in conjunction with the Associated Firemen of San Mateo County, Tuesday evening,
February 19th,19Eg. The invitation was accepted and the clerk instructed to answer the communiaation
to this affect.
A communication was received from the Piggly Wiggly of South Ban Francisco stating their sales o
soft,drink did not warrant them in paying a soft drin~ license, as the2 sell only in packages, and h
' no soda fountain, The clerk was instructed to reply stating the license tax of $24 per annum appli
to all stores handling the soft drinks.
Application for a refund of $6?.20 was made b2 John Bertoli for ta~es paid for ~ house on lots
~9 and 6D~ block 97, Map of South San FranciscO, claiming no house existed there during the twelve 2
of hts~wnership. The ~it2 C1 erk's ~tated no house existed there during the time mentioned, and
the refund was granted by the council.
A refund of $2.40 was requested by Mary Sllberto on account of a weed tax paid on her lot ~l
Block~2.Valley Park. Inspector Brawn having 0.K'D the claim the refund was ordered granted.
Ci-ty Engineer George A.Kneese submitted a statement showing the work of constructing the sewex
in Swift Avenue to be completed, and the amount due the contraptor Hugh McGill to be $666.~S, the
statement was accepted and the first payment ordered paid.
Request was made upon the city council for the adoption of a resolution endorsing ~enate bills
6§1 and 6~E on sewage disposal, by the League of California Municipalities. The city attornej was re

Councilman Minucciani introduced a resolution approving the diagram of Assessment No.60, the
construction of alleys, sidewalks and streets by the Hanrahan Company.

ORDINANCE NO. ,
An ordinance entitled
"AN ORDINANCE 0F TH~ CITY OF SOUTH SAN FRANCISCO
ESTABLISHING HEGLLtTIONS FOR THE ACCUMULATION,
COLLECTION ~ND ~OYAL OF GARBAGE"
was introduced by Councilman Tibbetts, had its first reading, and was lald over to come up under
the regular order of business at the next regular meeting of the city council.
The monthly report of Judge'Farrell showing f~nes of $5£35 for the month of January was read and
accepted.
The committe on the improvement of Linden Avenue asked for more time.
The application of James L.Batchelor for a soft drink license was laid over.
Engineer Klassen reported pro~eedin~s for the improvement of Swift Avenue and Industrial Way
not yet ready.
The request of Angelo Genovesi and P.Del Bianca for permission to construct partitions in the
rear of their stores denied on recommendation of the police commission.
Request for a refund of taxes by the So.0.F.~nion Stockyards Co, laid over till next meeting.
Councilman Hynding requested that the city cler~ write to the City of Carmel for a copy of their
billboard ordinance. $o ordered.
Councilman Hynding stated plans should be prepared for the baseball ~rounds. Councilman Tibbet
was authortmed to place A inches of 's~il upon the diamond.
Mr. Nm, Fritz, representative of the marbelite Corporation of America appeared before the counc!

The clerk was instructed to write the ~anufacturer's Association asking if the city councilcoul~
meet with them at an early date to discuss assessments and future development of ~outh San Francisco.

The claims having been audited by the finance committee councilman Minucclani moved they be
paid. The motion was seconded bu Councilman Tibbetts and regularly cerried.
