Regularly adjourned meeting of the City council of the Clt3? of ~outh gan
Francisco, Held Monday, January 28th,19~5.
This meeting was called to order at 8 o'clock p.m. by Mayor Reese Lloyd'
ROLL OALL.
Roll call found all'members of the council present, as follows;-
Councilmen, V.Boido, R.Lloyd, M.Minucciani,R.Tlbbetts, Joe P.0uinlan.
The minutes of the previous meeting were read. There being no errors or omissions
they were approved as read. to excavate
Request was made by the Pacific Gas & Electric Company for permission,170' of
trench in the sidewalk area on each side of Baden AvenUe between Spruce and ~,:agnolia Avenues
~Or the purpose of installing new gas mains. Referred to Councilman Ttbbetts.
A communication was received from the Businessmen's Association of
~outh San Francisco, signed by President Frank Robinson,stating that at a regular meeting of the
association held January 9th,19~5, discussion was had concerning the appointment of a
City Councilman in the event Councilman ~ut~an resigns, and that it was the opinion of the
memb,~rs of the association that Mr. D,W.Ratto should be appointed to fill the vacancy when
and if it occurs.. The communication was accepted and placed on file. ..
Another communication was received from the Businessmen's associatfon, oT South San
Francisco recommending that an additional police officer be placed on duty between the hours
E;~0 A.M, and 8 o'clock A.M., and that if one is appointed he should be a taxpayer,young and
energetic, and it further ~ecommended that the job ~. -'..' .... ,~: ~e made part-time, ~vith a view
to becoming a full time officer when conditions warrant, t~ayor Lloyd said the matter was ~eing
given consideration, and the communication was accepted and placed on file.
A communication was received from the South Ban Francisco Chamber of COmmerce,
relative to the mat~er of securing a federal building for '~ ~outh San Francisco,~: thanking
the council for its past efforts in the last campaign to secure this appropriation, u~gins
the city to again make the effort and pass a resolution accompanying the c. ommunic~ti0n, er
a similar one. Councilman Jos. P 0uinlan spoke in favor of the proposition a~d
introduced the resolution submitted by the Chamber. of Commerce. The resolution was adopte~
by the votes of all the members of the city council, as follows;-

This being the date set for the opening of bids for a Dodge car for the police :"'~'
department,Councilman ~iinucciani moved the bids be opened, The motion was seconded by
Councilman Tibbetts and regularly carried. The clerk ~was then instructed to open the
But one bid was submitted, an~ opened. This was the bid of La Mars Garage. The bid off~
to sell the City of South ~an Francisco a 19~5 model 5 passenger ?~Dod~e Sadan, wt~h e.
Sales Tax, etc, for the sum of $10~A.~8, and to purchase from the ~citY of South San
the police Buick Sedan, No. Eodel,~SY-8?, now in use by the city for the sum of $500,
total difference to pay La ~,~ars ~arage, ~B~.AS.

The resolution was adopted by the unanimous vote of all the members of the

A resolution en:ploying John Butler Sr. as a special policeman on the city
any other duties the council might require, was introduced by Councilman Ttbbetts. Ths~
salary specified in said resolution is $~0.00 per month.

OF THE CITY OF SOUTH SAN FP~NCISCO.
Councilma,~ Quinlan introduced a resolution of the City of South San
appointing C.D.Rush a special policeman of the city to perform such duties as may be
assigned to him from time to time by the city council or by Chief of Police of s~id
The resolution was adopted by the unanimous vote of all the members of the

Under the head of new business Councilman Quinlan reported that the ditch of Industrial
Way ~,~as not permitiin? the water to flow through freely,and suggested the city request Engineer
Klassen insoect tha~drain and report back to the cit~ council the conditions found there.
~o ordered.
Councilman ~inucciani reported that the Italian American Citizens'Club recommended that
~ sidewalk of some kind, wood or gravel be constructed on .~o~L~nde~ ~efor the convenience
of workmen employed in that section of the city~ and to clean up the frontof the Stickle Kennel
Engineer _Ulassen will report on the matter after giving it consideration.
Councilman Quinlan brought up the subject of ~he cit~~ employees cut of 10~ of their
salary in July ,19ZY ,which at the time ~as stated to be a temporary cut, and advocated a restora
of five per cent of the cut On February I and the other f~ve per cent on July lst,19~§.
Mayor Lloyd agreed with conuc~lman 0uinlan, stated the geneaal fund had not been str~n~
before this .~ear or he would~have called for the restoration of the pay before, and called for
a motioi~'on the~ouncilman's suggestion to to restore the pay. Councilman ~inucciani stated
some study should be given the question first, as also did councilman Tibbetts.
The matter was laid over for consideration.
Councilman Minucciani stated the blasting operations was creating considerable damage
in the vicinity of the work. City Attorney Coleberd and Chief of Police ~ello~i stated they
~?ere watching ~nd ta'king care of the m~tter, Eayor Lloyd stated trucks hauling dirt from the
hills were paying no attention to Stop signs wA~tever at Peck's Lots , and dirt was falling
from the trucks as they sped through the city C~hi~ of Colics Belloni stated he would check ·
on them and compel them to comp.ly with the law~ ~
Claims in the amount of $7~?.74 were next presented to the city council for payment;-

The claims having been audited by the finance committee councilman Minucciani moved
they be paid. The motion was seconded by councilman Ttbbetts and regularly carried.
There being no further business before the board Councilman Tibbetts moved to adjourn
until ~onday evening, February 4th,19~, at 8.o'clock p.m. The motion was seconded by council,
ma~ ~inucciani and regularly carried.
