ABSENT: None. PLEDGE OF ALLEGIANCE Mayor Garbarino. AGENDA REVIEW No changes. PRESENTATIONS • Presentation of Safety Procedures and Information by Ken Anderson, Fire Department. Ken Anderson gave a safety procedures and information presentation to highlight appropriate storm warning measures for South San Francisco residents. • Presentation of new employees by Mich Mercado, Human Resources Manager. Human Resources Manager Mich Mercado introduced the following new employees: Kara Wheeler, Adult Reference Services Librarian Rich Wallace, Emergency Medical Services Captain Brandon Campbell, Firefighter Paramedic Martin Chavez, Firefighter Paramedic Manny Lara, Firefighter Paramedic Wayne Ferrens, Associate Planner Rosalind Thompson, Associate Planner Nicholas Talbot, Plant Mechanic at WQCP Melanie Shannon, Communications Dispatcher Lisa Klausmoore, Communications Dispatcher Lindsay D'Andrea, Assistant City Attorney, Meyers Nave Attorneys Anne Baptiste, Assistant City Attorney, Meyers Nave Attorneys. • Farmers Market Presentation by Jorge Vega of the Pacific Coast Farmers' Market Association. Market Manager Eden Olson introduced Jorge Vega, the Regional Manager of the Farmers' Market Association, and proceeded to detail the variety of products, events, and activities that were included in this year's successful Farmer's Market Season. • Presentation regarding South San Francisco's receipt of award from the League of American Bicyclists- Bronze Level Bicycle Friendly Community Designation. Social Media Coordinator Simon Kwong announced the City's receipt of the Bronze Level Bicycle Friendly Award from the League of American Bicyclists. League representative Emma Shiaes provided background information on the organization. PUBLIC COMMENTS HIP Housing Executive Director Kate Comfort Harr presented HIP's 2015 calendar to Council. She thanked Council for its support and briefly explained the success of HIP's Home Sharing Program. COUNCIL COMMENTS/REQUESTS Councilwoman Matsumoto stated that she attended the Mosquito Abatement District Facility Tour and thanked Safety Inspector Carney for his attention to blight on Junipero Serra Boulevard. She proceeded to request that Council receive copies of presentations in the meeting packet. Councilwoman Matsumoto requested that the meeting be adjourned in honor of Bruno Venturini and Donna Ochoa's father, William Rayo. Councilman Gupta spoke of the Oyster Point Lighted Boat Festival event and mentioned the County's Community Choice initiative. Vice Mayor Addiego requested that the meeting be adjourned in honor of John Bacon and Mary Eliades. Mayor Garbarino requested that the meeting be adjourned in honor of Darlene Venturini and Lito Giusti. CONSENT CALENDAR 1. Motion approving the Minutes of meetings of May 14, 2014; June 11, 2014; October 28, 2014 and November 12, 2014. 2. Motion confirming payment registers for December 10, 2014. 3. Motion to accept the 2014 Street Scrub Seal & Micro-Surfacing Project (Project No. st1201) as complete in accordance with the plans and specifications. (Total construction cost $1,894,556.71). (Brian McMinn, Director of Public Works/City Engineer). 4. Resolution No. 124-2014 authorizing the acceptance of $12,000 in grant funding from United Way of the Bay Area to support the Volunteer Income Tax Assistance (VITA) REGULAR CITY COUNCIL MEETING DECEMBER 10,2014 MINUTES PAGE 2 Program at Project Read and at the Community Learning Center, and amending the Library Department's 2014-2015 Operating Budget. (Valerie Sommer, Library Director). 5. Resolution No. 125-2014 authorizing the filing of a grant application for Community Development Block Grant (CDBG) funds allocated through the City of Daly City for FY 2015-2016 in an amount of $20,000 to support Project Read; and authorizing the Finance Director to adjust the 2015-2016 revenue budget upon receipt of a grant award. (Valerie Sommer, Library Director). 6. Motion supporting a grant application for a Downtown Parking Study through the C/CAG Priority Development Area (PDA) Parking Policy Technical Assistance Program. (Brian McMinn, Director of Public Works/City Engineer). 7. Resolution No. 126-2014 accepting state grant funds for the replacement of E911 telephone equipment; authorizing execution of a Purchase Agreement with Intrado, Inc. for the purchase of E911 Telephone Equipment; and amending the Consulting Services Agreement with Telecommunications Engineering Associates for services to integrate the Intrado E911 System. (Jeff Azzopardi, Chief of Police). 8. Resolution No. 127-2014 authorizing the acceptance of$71,500 in grant funding from San Mateo County Office of Education to implement Safe Routes to School Programs and amending the Parks and Recreation Department 2014-2015 Operating Budget. (Sharon Ranals, Parks and Recreation Director). 9. Resolution No. 128-2014 authorizing the acceptance of$10,500 in grant funding from Get Healthy San Mateo County to support the Motivating Others Via Exercise (MOVE) Program and amending the Parks and Recreation Department 2014-2015 Operating Budget. (Sharon Ranals, Parks and Recreation Director). 10. Resolution N. 129-2014 approving the Annual Impact Fee Report for FY 2013-14 and making findings as required by the Mitigation Fee Act. (Jim Steele, Finance Director). 11. Resolution No. 130-2014 authorizing the acceptance of $14,159 in grant funding from Pacific Library Partnership to support a Multimedia Content Creation Lab at the Main Library and amending the Library Department's 2014-2015 Operating Budget. (Valerie Sommer, Library Director). 12. Resolution No. 131-2014 authorizing the City Manager to execute a second amendment to the Services Agreement with Group 4 Architecture Research + Planning, Inc. of South San Francisco, California, in an amount of$75,917 for additional services on the Grand Avenue Library Renovation Project, for a total agreement amount not to exceed $187,677. (Brian McMinn, Director of Public Works/City Engineer). 13. Resolution No. 132-2014 approving the Britannia Cove at Oyster Point Parcel Map (PM 12- 0002); authorizing the City Clerk to record the map and related documents; and accepting various easements. (Brian McMinn, Director of Public Works/City Engineer). 14. Resolution No. 133-2014 awarding the construction contract to Alpha Bay Builders, Inc., of San Francisco, California, for the Four Parks Playground Renovation Project (Project No. REGULAR CITY COUNCIL MEETING DECEMBER 10,2014 MINUTES PAGE 3 pk1203) in an amount not to exceed $687,404, and authorizing the City Manager to execute Purchase Agreements in a combined amount not to exceed $230,000 for procurement of play structures. (Brian McMinn, Director of Public Works/City Engineer). 15. Resolution No. 134-2014 approving the Compensation Plan for the Public Safety Managers dated July 1, 2014 through June 30, 2016. (Mich Mercado, Human Resources Manager). 16. Motion supporting two Transportation Development Act (TDA) Article 3 grant applications for the Linden Avenue Pedestrian Improvements Project and the Hickey Boulevard and Junipero Serra Boulevard Pedestrian Improvements Project through the Metropolitan Transportation Commission (MTC) Pedestrian and Bicycle Program. (Brian McMinn, Director of Public Works/City Engineer). 17. Acknowledgement of Proclamation issued to Elaine Porter in honor of her retirement from her position as Recreation and Community Services Supervisor after over 27 years of service to the City. (Sharon Ranals, Director of Parks and Recreation). Motion — Vice Mayor Addiego/Second — Councilman Gupta: to approve Consent Calendar Items Nos. 1, 2, 9, 11, 13, and 15. Unanimously approved by roll call vote. Item 3 - Director of Public Works Brian McMinn addressed Vice Mayor Addiego's question regarding the decrease in square footage related to the 2014 Street Scrub Seal & Micro-Surfacing Project by explaining that there is less need for a two coat pavement treatment since a one coat system was sufficient for streets in better condition. Item 5 —Vice Mayor Addiego asked Library Director Sommer the number of South San Francisco residents that were accessing programs like Project Read. Director Sommer stated that last year 55% of participants were from South San Francisco and that the Community Learning Center has ramped up programs to help approximately 200 more residents. She further stated there are 450 core users for a variety of programs offered for basic services. Item 6—At the request of Councilwoman Matsumoto, Public Works Director McMinn clarified that the application for the parking study was on the agenda, not the parking study itself. Item 7 — Councilwoman Matsumoto requested the original contract, specific numbers, and amendments pertinent to the Intrado Consulting Services Contract. Chief of Police Azzopardi noted this would be a one-time add on and agreed to research and provide the requested details to Council. Item 8 — Councilwoman Matsumoto encouraged interdepartmental communication with respect to the Safe Routes to School Program. Item 10—Councilwoman Matsumoto queried how the impact fee revenue would be made up. Senior Financial Analyst Martin responded that it would be through new developments. Item 12 - Councilwoman Matsumoto expressed concern about the Group 4 contract dollar amount. Public Works Director McMinn stated that the expanded scope of the project was not included in the original contract. REGULAR CITY COUNCIL MEETING DECEMBER 10,2014 MINUTES PAGE 4 Item 14 — At Councilwoman Matsumoto's request Director McMinn confirmed that the renovation would include updated equipment and ADA compliant specifications. Item 16 — Director McMinn confirmed that BPAC's input was incorporated in the grant applications. Item 17 - Mayor Garbarino presented the Proclamation to Recreation and Community Services Supervisor Elaine Porter. Council congratulated Elaine on her retirement after over twenty-seven (27) years of service to the City. Elaine thanked Council and her fellow employees for their support and friendship over the years. Motion — Councilman Gupta/Second — Councilman Addiego: to approve items 3, 4, 5, 6, 7, 8, 10, 11, 12, 14, 16, 17. Unanimously approved by roll call vote. PUBLIC HEARING 18. Britannia Cove at Oyster Point HCP Oyster Point III LLC/Owner Project Mgmt Advisors, Inc. /Applicant 101 OYSTER POINT BLVD P12-0061: DA 12-0003, DAA 14-0001 Britannia Cove at Oyster Point Development Agreement Amendment - First Amendment to the Development Agreement between the City of South San Francisco and HCP Oyster Point III, LLC ("First Amendment") for the previously entitled Britannia Cove at Oyster Point project to make minor modifications to the hotel use at 101 Oyster Point Boulevard in the Bay West Cove Specific Plan Zoning District in accordance with SSFMC Chapters 19.60 & 20.110. (Alex Greenwood, Director of Economic and Community Development) Public Hearing Opened: 8:20 P.M. Director of Economic and Community Development Alex Greenwood presented the staff report detailing the Britannia Cove at Oyster Point Project. He specifically discussed the existing development agreement, phasing renderings, and the recommended amendment. The amendment included the following revisions: reduction in the number of hotel rooms required, revision of the total area to a range rather than a specific number, amendment of the description from "full service" to "upscale boutique style," reduction of the meeting space requirement, revisions to restaurant service, and amendment of the required hotel services to be offered. Jonathan M. Bergschneider, Executive Vice President - Life Science Estates for HCP discussed the project's background with a PowerPoint Presentation and introduced the select service AC Hotels by Marriott product. Steve Peters of OTO Development, LLC went over the firm's development experience, product examples, accolades and the proposed hotel concept. In response to comments by Councilman Gupta, Mr. Peters confirmed OTO's belief that the product is suitable for the market/location. REGULAR CITY COUNCIL MEETING DECEMBER 10,2014 MINUTES PAGE 5 Councilman Addiego expressed appreciation for the simplicity of the hotel and its beautiful aesthetic appeal. He opined it would find favor with the upcoming millennial generation and European business persons visiting the City's Biotech companies. Councilwomen Matsumoto and Normandy sought points of clarification with respect to parking, TOT, and the potential effect on local businesses, all of which were addressed by the developer. Motion — Councilman Addiego/Second — Councilwoman Matsumoto: to waive reading and introduce an ordinance approving the first amendment to the Britannia Cove at Oyster Point Development Agreement Amendment. Unanimously approved by roll call vote. 19. Sign Revision City of South San Francisco-Owner/Applicant Terrabay Specific Plan Area-South Slope of San Bruno Mtn. P07-0136: ZA14-0008 Zoning Text Amendments to revise Temporary Sign Regulations for the Terrabay Specific Plan District in accordance with South San Francisco Municipal Code Chapter 20.550. (Alex Greenwood, Director of Economic and Community Development) Public Hearing Opened: 9:14 P.M. Senior Planner Rozzi presented the staff report recommending the revisions to the sign ordinance. He explained the amendments were specific to the Terrabay location. He stated the proposed regulations provide flexibility for the location, larger temporary signs, and case by case analysis by the Design Review Board. He continued clarifying that the 30, 45, and 90 day allowances were recommended by staff and that the Chief Planner would handle extensions on an as needed basis. Public Hearing Closed: 9:16 P.M. Motion — Councilman Gupta/Second — Councilwoman Normandy: to waive reading and introduce an ordinance making modifications to South San Francisco Zoning Code related to temporary signs within the Terrabay Zoning District. Unanimously approved by roll call vote. 20. Complete Streets General Plan Amendment City of South San Francisco-Owner/Applicant Citywide P14-0073: GPA14-0002 &ND 14-0002 Complete Streets - General Plan Amendment to the Transportation Element, and associated Initial Study-Mitigated Negative Declaration evaluating the environmental impacts of the Project. (Alex Greenwood, Director of Economic and Community Development) Public Hearing Opened: 9:24 P.M. Associate Planner Gross recommended an amendment to the General Plan Transportation Element to comply with the Complete Streets Act of 2008 and meet the requirement to be eligible for One REGULAR CITY COUNCIL MEETING DECEMBER 10,2014 MINUTES PAGE 6 Bay Area Grant funding. The goal is to provide safe, comfortable, and convenient routes for walking and bicycling to help reduce environmental impact which was unanimously recommended by the Planning Commission. Councilwoman Matsumoto objected to the lack of specificity with respect to streets and sidewalks. Public Hearing Closed: 9:44 P.M. ITEMS FROM COUNCIL—COMMITTEE REPORTS AND ANNOUNCEMENTS • Provide direction to Mayor regarding City Selection Committee Appointments. Council provided direction to Mayor Garbarino regarding the Council of Cities appointments. Councilwoman Normandy announced that the Airport Land Use Committee meetings are being increased from four(4) to ten (10) annually to accommodate compatibility plan reviews. Councilman Addiego requested that the meeting be adjourned in honor of Gwendolene McGovern and Jim Serrata.
