COUNCIL OF T~E CITY OF SOUTH SAN FRANCISCO
HELD TIYESDAY,MARCH 30,1937.
An informal meeting of the City Council of the City of South San Francisco was held
the city hall Tuesday evening, March 30,1937.
This meeting was called to order at 7;30 o'clock p.m. by Mayor D.W.Ratto.
ROLL CALL.
R~ll call found the following named members of the City Council present;-
Cpuncilmen, V.Boido, A.J.Eschelbach, N.Mtnucciani, D.W.Ratto.~
Absent, Councilman, John F.Mager.
The meeting was held for the purpose of considering protests of property owners of
the Town of Oaden, against the establishment of auto or trailer courts in that subdivision.
A petition signed by 69 persons, residents and property ownere of the Town of Baden,
was presented to the City Council by the Town of Baden Improvement Club, protesting against
the construction of any auto or trailer court in their territory and requesting the City
Council not to issue a'permtt for the operation of such auto or trailer court.
Mayor Ratto stated that Mr. Mulkey ~ppeared at a meeting in the city hall March 18 wit
plans and specifications for the construction of an auto court on acreage in the southwest er
of the city, The matter was considered, and approved and the Building Inspecter instructed t¢
issue a permit for the construction work.
The Mayor asked Andy Hynding tostate what he knew about the proposed court. Mr. Hyndir
stated Mr. Mulkey came to him in search of two acres on which to build an auto court. He had
blue prints with him, which on ynspection were acceptlble to the board at their meeting on
March 18, Mr. HyndinE said the construction would be of stucco or wood, be creditable lookiz
places and thought a benefit to the territory. Mr. Mulkey spoke along the same lines, and
said 'a2~er the ten apar~menta were completed and going he expected to build other units.
Mayor Ratto asked City attorney Coleberd for an expression on the subject. Mr. Colebex
stated the transaction was illegal under City Ordinance No.132, in that the applicant for a
permit to build'an auto court must apply in writing to the city council at a regular
meeting of~said council in open session~ and have~ the consent of
Councilman Boido stated that inasmuch as the city attorney's view was clear in statin~
that under the ordinance an applicant for a permit to construct an auto camp must present his
application in writing at an open meeting, and this not having been done,he would withdraw hi~
vote of March 18,~hle~.f~vo~e~ issuance of a permit to Mr. Mulkey.
Councilman Eschelbach stated he thought all persons have a right to choose their
neighbors the best way they can, but that ~ the circ~nstances,as an ordinance allows the
construction of auto camps, the protestant~e for an injunction a~ainst the construction.
Councilman Eschelbach was not at the meeting of March 18,at which a building permit had been
issued.
Attilio Guglielmetti stated the situation places his constituents in an embarrassi~
position, in that some of them had Just built very good homes,others had contracted to pay fox
their new homes monthly, and an auto camp would depreciate the value of their holdings.
Andy Columbani stated he had just built a fine home not far drom the proposed site
an auto camp, and if the proposition went through he figured to loose greatly on his investm~
as the class of people stopping at auto camps of the cheaper variety are not desirable and
many are merely transients,he believed.
John Mangini spoke against the estabilshment of an auto camp so near the city limit~
He believed i~L~ camps of the kind proposed should be away from the cities,at least a half m~
and suggested to Mr. Mulkey that he secure a location further south, where there is plenty of
between South San Francisco and San Bruno. He stated he is after buying a new home himself
an auto camp of the variety contemplated would tend to depreciate the value of his property,
Mt. Paul Dou~s~,Rene ~endot,Mrs.Louise Gottelli and others spoke against the introduct~
of an auto camp i~icinity. Mr. Douste stated a citizen of South San Francisco tried to secu~
a permit to build an auto camp six years ago , but was refused by the city council, and there~
it would not be ~air to give one to an outsider, or stranger.
Counctlma~Minucctani questioned City Attorney C~leberd regarding the proceeding to s~
a permit to build an auto camp. The City Attorney stated the party who desires a permit to b~
must submit his requestor a~Plication in writing to the city council at an open meeting, and
secure the consent of t~e council.
Mayor Ratto asked Er. Mulkey if he could think the matte~aand Mr. Mulkey stated he did
think he could.
~ Councilman Minueciani asked Mr. ~ulkey the cost o$ the ten auto cabins,proposed. Mr.
Nulkey said the estimated cost is $30~9~
Mayor Ratto advised Mr. Mulkey~0 do any work on the proposed camp until after the re~
meeting of the city council next Monday evening, April 8,193~. Mr. Mulkey agreed not to.
Discussions being over Councilman Minucciant moved to adjourn. The motion was seconded
Eschelbach and regularly carried. Time of adjournment 9;30 o'clock p.m.
