HomeMy WebLinkAboutMinutes 1937-06-21 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO,HELD MONDAY, JUNE 21, 1937. The regular meeting of the City Council of the City of South San Francisco was held in the City Hall, Monday evening, June 21,1@37. The meeting was called to order at 8 o'clock P.M. by Mayor D.~¥.ratto. ROLL CALL. Roll call found all members of the City Council present, as follows;- Councilmen, V.Boido, A.J.Eschelbach, J.F.Mager,M.Minucciani,D.W.Ratto. The minutes of the two previous meetings were read. There being no errors or omissions they were approved as read. An application 'for a business license to open an auto and trailer court in the Town of Baden was received from Theodore Mulkey on a two acre parcel of land of So.S.F. Land ~& ImProvement Company's lll. 6~tract in Zone "E". Laid over. An application for a business license~was made by Mrs. Soledad Navarro, for the Joe Franko Apartments,282 Grand Avenue. Moved by Councilman Boido seconded by Councilman Eschelbach that the application be granted. Carried. William Holmes applied for a business license to open a wrecking plant for autos on Lot 2,Block 140, on Baden Avenue,north side,near Cypress Avenue Laid over for investi- gation. H.C.Soper applied for a permit to erect an advertising s~gn on S.P.leased ground. Permit Granted . A communication was received from the Italian-f~erican Citizens' Club requesting in connection with their 4 of July Celebration, that Grand Avenue from Spruce Avenue to the Bayshore Boulevard be kept free from parked cars during the parade. After discussion Chief of Police Belloni was directed to take care of the situation. Another communication from the Italian American Citizens' Club requested the City Coun- cil t° disregard a recent communication to the city withdrawing their application for a permit ~ to hold"an amusement show"for the Fourth of July Celebration for the reason that at the last meeting of the club it was agreed that they might wish to add the"amusement show" to their Fourth of July Celebration, or a little later in the year. Accepted and ordered placed on file. The J.D.Cohin Manufacturing Company, having inspected the Air Compressor Pump in the City Hall reported the compressor far beyond economical repair, and quoted a new compressor of adequate size for the sum of $220 with an allowance of $25 on the city's old compressor. This to include all labor and material necessary. Councilman Boido moved the proposition be accept-~ ed~ Theft'motion was seconded by Councilman Eschelbach and regularly carried. Fire Chief Welte reported the present compressor 18 years old, in bad condition and in danger of blowing up. A communication was received from Judge W.H.Dinning enclosing a'~request thathe be not re-appointed a Library Trustee of this city, which te.l~_~ expires June 30,1937. Laid over. A communication was received from Ned Corradet~t-i, owner of a restaurant in the BethlehSm Steel Corporation, refusing to pay a license for the operation of the restaurant on the groun~ he was not in competition with restaurant keepers in the city,merely handling his restaurant for the accommodation of steelworkers only. It being apparent there was some merit in his con~en- tion the matter was referred to the City Attorney. A communication was received from Mr. E.W. Stephens,President of the South San Francisco Union Stockyards Company, stating his company had installed a new hydrant at a total cost of $181.64, of which $62.80 was for the hydrant, and wished to know if the city would re-imburse the company for the hydrant, which would be city property. ~oved by Councilman Eschelbach, seconded by Councilman Minuccianl that the city re-imburse the company for the price of the hydrant and secure a bill of sale for the same. Carried. The Pacific Gas & Electric Company made request for permission to open a fourteen"trench in First ~ane East of ~range Avenue to place fifty feet of gas m~in. Referred to Councilman Eschelbach and the desired permit granted. A communication was received from the Youdall Construction Company, referring to a bill of $253.19 for construction work in connection with re-locating Orange Avenue and building a concrete sidewalk paralleling Orange Avenue Park~ the same not having the approval of the City Engineer. After long discussion over some features of the work Councilman Eschelbach said he felt partly responsible for the sidewalk improvement to make a proper concrete walk from the city to the Town of Baden, at no great additional expense, instead of gravel. Cottnci~mAn Boido moved the payment of the bill. The motion was seconded by Councilman Eschelbach and on roll call · Councilmen Boido, Eschelbach,Mager and Ratto voted Yes, and Councilman ~inucciant No. This being the date set i~r the opening of bids for the cutting of weeds in the city Councilman Boido moved they be opened. The motion was seconded by Councilman Minucciani and regularly carrte~. But two bids were received, that o~ Angelo Monettini and .~alli & Barrateri~. Angelo Monettini bid to do all the cutting of weeds in the city under the specifications and under the directions of the street department for the sum of $.02~ cents per lineal foot. ~Galli & Barrateri proposed to due to do the same work for $.02 per lineal foot. ~ A certified check in the sum of ~0 and $40, respectively accompanied the bids. Galli & Barrateri appearing the lowest responsible bidders c0uncilmani~!~Mimucciani~?ln~r~~ duced a resolution of the City of South San Francisco awarding them the contract. The resolution was adopted by the votes of all the members of the City Council present,as follows;- Ayes, Councilmen, V.Boido,A.J.Hschelbach,M.Minucciani,D.W.Ratto. Noes, Councilmen, None. Absent, Councilmen, J.F.Mager. Attest Daniel McSweeney. City Clerk. Recorded in Book of Resolutions, Vol.3,at page ll3. This. being the date set for the opening of bids for the purchase of a new Buick car for~. the Police ~epartment Councilman Minucciani moved that the bids be opened. The motion was sec- ended by Codncilman Boido and regularly carried. But two bids were received,one from M.Belli and Company and one from the Howard Buick Company. M.Belli & Company submitted a bid according to all specifications for a Model 37/61 in the sum of $1588.26,and agreed to purchase the city's Buick car for the sum of $750.00, net to the city ..... $8S8.26. The Howard Buick Company submitted a bid carrying a 10% discount on a model S7/61, according to all specifications in the sum of and offered to purchase the city's Buick car for the sum of $~76.50, net and another bid on a model buick Sadan 67, for the sum of-- -~-- and allowing the sum of $676.50 to purchase the city's Buick car, net $1431,44 $ 754.94,~ 1407.23, ~ 730.73. The motion was sec- onded by Cottncilman Boido and regularly carried. But two bids were received, one from M.Belli and Company and one from the Howard Buick Company. M.Belli & Company submitted ~ bid according to all specifications for a Model Z7/61 in the sum of $1§88.26,and aoreed to purchase the city's Buick car for the sum of $~50.00, net to the city $8~8.26. The Howard Buick Company submitted a bid carrying a 10% discount on a model $7/61, according to all specifications in the sum of - ~ and offered to purchase the city's Buick car for the sum of $~76.50, net and another bid on a model buick Sadan 6~, for the sum of--- and allowing the sum of $676.50 to purchase the city's Buick car, net $1431,44 $ 754.94 1407.23, 730.73. The Howard Buick Company appearing the lowest responsible bidder for a 1937 Model 61 car, Councilman Botdo introduced a resolution of the City of South San Francisco awarding the contract to them at the net price stipulated in their bid,to-wit $754.94. The claims having been audited by the finance committee Councilman Minucciani moved be paid. The motion was seconded by Councilman Eschelbac~ and regularly carried. Mayor Ratto announced that any person wishing to look over the claims my do so. Under the head of unfinished business Mayor Ratto for the playground committee stated · he could secure Lot 33 in Block D ,Pecks Subdivision, £o~ ~he sum of $275 and Lot 34, next lot,for the sum of $200. Together making fifty foot front by 100 deep, on Braden Avenue. On motion by Councilman Minucciani, seconded by CoUncilman Boido and regularly carried he was autl ized to proceed with the purchase of the lots for the childrens' Playground in Peck's Subdivi The Mayor also secured an option to lease Lot 50'xl~0' on the N.E.Corner of Pine and Linden Avenues from Joe Hearne for the amount of the taxes,and was authorized to proceed with the transaction. In the matter of playground equipment for these proposed locations Counci~ Boido thought bids should be called for. ~ayor Ratto explained that the amount of equipment required would not reach $500, and should be purchased from the San Jose firm which furnished durable and satisfactory equipment for the other city playgrounds. After discussion the matte was laid over till a later meeting. Under the head of new business Councilman Eschelbach requested permission to purchase six new sanitary waste receptacles. He was authorized to make the purchases. Mayor Ratto stat. the ~ity Council had meet with the California Water Service Co on rates,and progress was bein made. He also reported the City Council had met with the San mateo Co~nty Board of Supervisor on the raising of South Linden Avenue, the Colma Creek ditch sand and sanitary conditions at northwest end of the creek in the city limits. No result of the meeting has been received. Emilio Cortese ~opeared before the council and stated the blasting in Peck's lots had cracked windows and Elas~er in his buildings there. The matter will be looked into. City atto~ Coleberd stated a man saw him with regard to selling decorations for windows and store for t~ Fourth of July Celebration, about the license.
