The regular meeting of t?~e City Council of the City of South San Francisco was held Tuesday evening, July 6,1937. ROLL CALL. Roll call found all members of the City Council present,as follows;- Councilmen, V.Boido, A.J.Eschelbach, J.F.Mager, M.Minucclani,D.W.Ratto. The minutes of the three previous meetings were read. There being no errors or omiss- ions they were approved as read. An application for a permit to hold a dance on July 24,1937 was received from South City Court,No.746, Independent Order of Foresters, for the hours 8;30 p.m. to I A.M. On motion by Councilman Eschelbach, seconded by Councilman Boido and regularly carried the desired permit was granted. ~ The Italian Catholic Federation made application for a permit to hold a Barn Dance in Fraternal Hall for the benefit of the Girls Drill Team and the Boys drum corps,on Saturday evening ...... August 28th, 1937, from 8;30 p.m. to 2 o'clock A.M. On motion by Councilman Eschelbach, seconded by Councilman Boido and regularly carried the desired permit was granted. Bethel #68 of South San Francisco,Order of Job's daughterS, applied for a permit to hold aninvitional dance in Fraternal Hall on Friday evening, July 16,1937,from nine to twelve o'clock p.m. On motion by Councilman Minucctani,seconded by Councilman Eschelbach and regularly carried permission was granted. A communication was received from Mayor Allan F.~unt of Burlingame,secretary of the Peninsula Branch of the League of California Municipalities requesting to knew how many city 2fficials would attend the dinner meeting of the league on Thursday evening, July 15~ next. Ma~or Ratto and councilmen estimated ten city officers would be in attendance, and the clerk was No instructed. Brown &Erye made application for a business license to conduct a feeding establishment for livestock at the plant of the South San Francisco Union Stockyards. On motion by Councilman Minucciani,seconded by Councilman Mager and regularly carried the permit was granted. A communication was received from the Chas.H.Peterson Company, requesting permission to submit a figure on the auditing of the city's books and accounts. Communication ordered placed on file. In a communication addressed to Councilman Jofn F.Mager, Chairman of the Fire Committee, Fire Chief 'Melts requested permission to purchase 250 feet of 3/4 inchchemical hose, and 500 feet ~ of 2-1/2 inch rubber lined cotton jacket fire hose. On motion by Councilman Mager, seconded by Councilman Eschelbach and regularly carried authority was granted. The fire chief was instructed to confer with Councilman Eschelbach, purchasing committeeman, in the matter. Alfred Cerri made application for the position of street sweeper. Application ordered placed on file. A communication was received from Rue R.Clifrord, secretary of the Library Board , stating the te~ns of Library Trustees Dinning and Hickey would expire June 30,1937. Mr Dinning having previously submitted his resignation ~ayor Ratto was informed by several councilmen that Mr. Dinning had the endorsement of Miss Rue Clifford in letters written them. The Mayor believed the resignation sould be accepted and suggested the name of Mrs. Le~with ~or appointment to the position. ~/~ Members of the council.intimated that political animosmty exmsted between the ~ayor and Mr. Dinning. Mayor A~atto stated he had no personal feelings against Mt.Dinning, that Mr. Dinning wrote his resignation to the City Council and he took it that he was resigning. Councilman~ Minucciani b$1ieved some time should be given for consideration, and Councilman Mager stated he was told by Oack Hickey that he did not want to be re-appointed. The matter was laid over for further thought. T~e monthly reports ofthe City Treasurer, Health Officer, Building Inspector, City Judge, Chief of ~olice, Fire Chief and City Clerk were next submitted to the City Council. On motion by Councilman~ Minucciani, seconded by Councilman Eschelbach and regularly carried the reports were accepted. RESOLUTION ENTERING INT0 A LEASE FOR PLAYGROUND. Councilman Minucciani introduced a resolution of the City Council of the City of South .~Francisco to lease lot Nc.lO, and Lot No.ll, in Block No.135, '~ap of South San Francisco for one year at the rental of $60 per annum, for a childrens playground. The resolution was adopted by the votes of all the members of the City Council, as follows, Ayes, Councilmen, V.Boido,A.J.Eschelbach, J.F.~ager, M.Minucciani,D.~.Ratto. Noes, Councilmen, None. ~ Absent, Councilmen, None. Attest Daniel McSweeney City Clerk. Recorded in Book of Resolutions, Vol.3, at page ll4. ORDINANCE NO. 194. An. ordinance entitled "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING THE UNIFORM BUILDING CODE 1937 EDITION AND REPEALING ORDINANCE NO. 189 entitled 'AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING THE UNIFORM BUILDING CODE 1935 EDITION AND REPEALING ORDINANCE N0.148 OF SAID CITY OF SOUTH SAN FRAN* CISC0 ENTITLED "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING THE UNIFORM BUILDING CODE 1927 EDITION ADOPTED BY THE PACIFIC COAST BUILDING OFFICIALS CONFERENCE AT THE SIXTH ANNUAL MEETING 0CTOBER, 1927,ADC~PTED SEPTEMBER 17,1928" had its second reading and was adopted as an ordi~anc of the City of South San Francisco by the following vote;- Ayes,Councilmen, V.Boido,A.J.~schelbach, J.F.Mager,M.Minucciani,D.W.Ratto, Noes, Councilmen,None. The motion was seconded by Councilman Eschelbach and regularly carried. Mayor Ratto announced that all persons desiring to examine the city claims may call and do so. Mayor Ratto requested City Attorney Coleberd to look up the deeds to Playground Lots 33 and 34, In Block "D",Peck's Subdivision and have the title searched for transfer to the city. The Mayor said he was requested by the Richmond Pottery Company for some of the sand that has been blowing over Linden Avenue and asked City Attorney Coleberd if the request could be granted. The City Attoreny said it was O.K. ~ ~ayor Ratto announced that kids had broken the drinking fountain at ~aple Avenue and the playgrounds,and suggeste8 that a good tough boy of the neighborhood be deputized a policeman to protect the city's property. He would be a Junior Policeman~under the control of the Chief of ?olice.~ Councilman Minucciani thought the plan was worth trying, and the Chief of Police was instructed to bring in the toughest boy of the vicinity to the next council meeting. The ~ayor asked if anyone ~ad anything to say for the good of the city.Mrs. Ledwith arose and stated she was heartily in favor of the childrens playgrounds, and wished to see more installed in various parts of the city, including he, own section, and would be pl eased ~o give any aid in the program on request. Referring back to unfinished business Councilman Mager wished to know if the California Water Service Company had communicated with the city in the matter of ~a cut in the water rates. Councilman ~ager inquired of City Attorney Coleberd as to the rights of the city over easements between lots. The City Attorney stated the city has no jurisdiction over such easements, but said the South San Francisco Land and Improvement Company has. Mt. Paul Douste of Baden appeared before the City Council and stated~R.Mulkey had a sign up and appeared to he.doing business without a license. Mr. Mulkey admitted he was doing business. Councilman Minucciani asked the city attorney how a business could be operated without a license. The city attorney said it could not be operated without a license. There being no further business before the Council, CouncilJ~an Minucciani moved to adjourn. The motion was seco~ded by Councilman Eschelbach a~d regularly carried.
