REGUL~MEETING OF THE CITY COUNCIL OF THE
CITY OF SOUTH SAN FRANCISCO,HELD
MONDAY, APRIL ISTH, 1838.
The regular meeting of the City Council of the City of South San Francisco was held in
the City Hall, Monday evening, April 18th, 1938.
The meeting was called to order at 8.~'clock p.m. by Mayor D.W.Ratto.
ROLL CALL.
Roll call found all members of the city council present,as follows;-
Councilmen' V.Boido, A.J.Eschelbach, M.Mtnucciani,D.W.Ratto.
The minutes of the previous meeting were read. There being no errors or omissions they
were approved as read.
A communication was received from the Shafer Manufacturing Company, encloslmg a claim
in the sum of $55.09 for Traffic ~a~kers. The claim was not O.K'd by the Chief of Police and
was laid over.
A communication was received from Walter Ryan of the South San Francisco Yellow Cab
Service asking the city to reconsider his previous application for a permit to operate a JitnE
Bus Service. The City Clerk was instructed to write to him and ask that he re-submit his
application, stating the course to be run, the schedule of departure and arrival, and confer w~
the City attorney on bonds required to be posted.

The first order of business was the canvassing of ballotts of the General ~unicipal
election of April 12,1~38, for the election of two City Councilmen. The election returns
showed that Victor Boido received 1279 votes in the five consolidated precincts,
Emelio Cortesi 92A votes,
George Molinari 199 votes,
Herman Scampini 562 votes,and
Rod Tibbetts 1205 votes.
In the canvass of the absentee ballots the whole Board of Councilmen acted as an
election board~ for all five consolodated precincts.
The result of the count showed the following votes cast;-

Councilman Minucciani introduced a resolution of the'city of South San Francisco
declaring Vict6r Boido and Rod Tibbetts duly elected City Councilmen of the City of South San
F~ancisco, and ordering the City Clerk to issue Certificates of election to said Victor Bolds.
and Eod Tibbetts. The resolution was adopted by the votes of all the members of the City
Council, as follows;-
Ayes, Councilmen, Victor Boido, A.J.Eschelbach, M.Minucciani,D.W.Ratto.
Noes, Councilmen, None,

The CitY Clerk submitted his certificate of the election showing after the count of al~
ballotts in all the precincts and the absentee voters' ballotts, Victor Boido and Rod Tibbetts
were duly elected menbers of the City Council of the City of South San Francisco for the full
term of four y~ars. The certificate was accepted and ordered placed on file.
The City Clerk then swore in the duly elected councilmen Rod Ttbbetts and Victor Boido,
At this Juncture mayor Ratto read the following statement;-
"Before proceeding to the election of mayor to preside for the ensuing term, I would
like to say a few words;- "Two years ago I was elected mayor(and I can assure you it was a
hectic two years).
"In my first talk from this chair, I declared my policy':of administering the affairs of
the citY.Those~of you who attended will recall that my platform was definite and that I did nc
mince words. I promised to live up to my pledges. To-night, after two years, I am proud to sa]
that I have kept every promise I made at that time. I am convinced that the proposals I prese~
were for the best interests of our city;the fact that some have not received~final action,
fault of mine 6r Mr. Minucciani's.
eIt is 6rue that the election did not result to my liking, and in that connection , I
purposely refrain from saying many things, as I do not want you ~o leave this hall with the m~
taken idea tha~ I am a sore loser.
"It is no secret that there has been a lack of harmonY on the 'board, and it

City Council of the

of the board to elect as mayor the councilman polling the highest number of votes at the last

, The selection of a mayor for the ensuing term being next in order, Councilman Tibbetts
moved that Councilman Eschelbach be ~apPoiD~ed~~ to succeed mayor Ratto. The motion was
seconded by Councilman Boido and regularly carried. Thereupon Councilman Eschelbach took the
Chair of Mayor of South San Francisco. In assuming the office Mayor Eschelbach pledged that the
council would strive for harmony, that the board would cooperate as a whole to promote a better
feeling and more harmony so as to command the respect of the people .He said factories should be
encouraged to come to and remain in South San Francisco, to provide employment for the citizens
and residents of the city and pledged to try to economize, in all departments and encourage home
butlding~ and to work to the best~of his ability for the best interests of South San Francisco.
$ communication was received from the Shafer Company, enclosing a claim for $B8.09 for
Traffic ~arkings. As the claim was no~ 0.K'd by the police department it was layed over for
investigation.
~A communication was received from Walter Ryan asking~ the city to reconsider his application
for a permit to operate a jitney bus service in this cit'y. The City Clerk was instructed to
notify him to re-a~ply, stating the route he wished run, time schedules, posting of bonds,etc.
Angelo Genovesio and ~utonellt Julio, having purchased the interets of martin Devocchi
310 Grand Ave., asked for a transfer of the license to their names. On motion by Councilman Hatto
seconded by Councilman Minucciani and regularly carried the desired transfer was granted.
Dario Ramirez, 12~4 Bayshore Boulevard, applied fo~, a r@staurant ltcenseto sell Tamales,
~nchiladas,and home-cooked food at the same address. Referred to the health department.
A petition signed by 18 residents of the vicinity of 489 Commercial Avenue, requested
that a light be placed in that vicinity. The application was referred to Chairman Tthbetts of the
Street Committee~and the light ordered placed as requested.
Mayor Eschelbach annm&uced the appointment of the following committees;,
Police committee, Victor Boido,Chairman, MinuCciani and Tibbetts.
Fire Committee, M.Minucciani,Chatrman, Ratto and Tibbetts.
Street Committee,Rod Tibbetts,Chairmau, Ratto and Minucciani,
Purchasing Committee, Rod Tibbetts, Ratto and Minucciani,
Finance Committee,D.W.Ratto, Chairman, Minucciani and Tibbetts.
The mayor suggested that as an added feature to municipal government it might be well to
establish a Planning Commission to work in conjunction with the city authorities in the matter
rezoning, recreational facilities and improvements for the city in general. He stated the council
might look into the matter and give it earnest thought and bring it up a~ a future meeting.

The claims having been audited by the finance committee Councilman Minucciani move~
they be paid, The motion was seconded by Councilman Raft? and regularly carried.
Engineer Klassen asked fo~ authority to make a place for a soft ball and hard ball
court at an estimated cost of $56.00 Granted. He also recommended that the turf on the
baseball diamond be re-fertilized, at an estimated cost of $185. On motion by Councilman
Ratto, regularly carried, he was authorized to proceed with the work,
There being no further business before the board Councilman Ratto moved to adjourn
until the next regular meeting, Monday,May 2,1938,at 8 o'clock P.M. The motion was seconde(
by Councilman Boido and regularly carried.
