A regularly adjourned meeting of the City Council of the City of South San · rancisco was held in the city hall, Monday evening,~August 8th,1938. This meeting was called to o~der at 8 o'clock,~.m, by Mayor A.J.Eschelbach. ROLL CALL. Roll call found all the members of the council present,as follows;- Councilmen, V.Boido, A.J.Eschelbach, M.Minucciant, D.W.Ratto, Rod Tibbetts. The reading of the minutes of the previous meeting was dispensed with. This being the date set for the opening of bids to construct sewers in Ciby~Park addition, Councilman M inucciani moved the bids be opened. The motion was seconded by Councilman Ratto and regularly carried. Six bids were submitted~ as follows;- Martin Murphy, O.G.Ritchie E.J.Treacy Eaton & Smith Louis Angelus Harvey E.Connor items ~ to E, complete $2353.50 " A to E complete $259V.00 " ~ to E complete $3059.00 " A to E complete $2481.05 " A to E complets $2V90.60 " A to E complete $2139.00 Harvey E.Connor appearing the lowest responsible bidder, Councilman Minucciani introduced a resolution of the City Council of the City of South San Francisco awarding him the contract. Theresolution was adopted by the votes of all the members of the council, as follows;p;- Ayes, Councilmen, V.Boido, A.J.Eschelbach, M.Minucciani, D.W.Ratto, Rod Tibbetts. Noes, Councilmen,None. Absent, Councilmen, None. Attest Daniel McSweeney City Clerk. Recorded in Book of Resolutions, Vol.3, at page 1V4. An application for a business license was received from Anthony S.Lewis to conduct a gasoline station at S.W.Corner of Bayshore And California. On motion by Councilman Minucctani seconded by Councilman Hatto and regularly carried the permit was granted. A communication was received from the Pac Tel ~ Tel ~i~o stating the amount due the City of South San Franciso on their franchise was $923.~6~ and emclosed a check for the ~ amount. Sociedad Mutualista ~exicana Morelos, Ina. applied for a permit to hold a dance in Fraternal Hall and literary exercises in Grammar School ~uditorium on Saturday, September 10,19~8 from V;45 p.m. to 2 a.m. Moved by Councilman Hatto and seconded by Councilman Minucciani that the permission be given, and regularly carried. F.C.Thomas submitted a bid to install linoleum on the fl~or of the Tax ~ollector's office for the sum of $195.80. Councilman Ratto stated that other matters than the placi of linoleum on the Tax Collector's floor needed attention , such as painting the city hall ORDINANCE NO. Councilman Boido~ introduced au ordinance of the City Council of the City of Sou San Francisco creating a planning commission for the city. The ordinance had its first r~ading and was laid over to come up under the head of regular business at the next meeting of the City Council. Discussion ar~.se as to the duties of plannin~ commissioners, the amount of attentio to be given the .office, their powers, etc. Architect Rowe on the proposed new fire house explained to the city councilman that the govern~ent would require t~e city to be the owner of the land on which the fire house might be placed, or to h~ve a genuine option on the s~me, but would inquire from the gove ment office the exact situation. Mayor Eschelbach said not to proceed until this was sett Mr. Rowe would let the city attorney know Tuesday morning, in time for a resolution for th Tuesday evenin~ meeting, tle stated banks must certify as to the source of city funds for projecEngineer Klassen requested that tl~e city write the Board of Supervisors in re~erence Colma Creek Channel cleaning. He had a talk with SuperVisors Ber, Hatch and Smith. He stat they intimated the county's share of liability in the ~itch was 50~o, while the cit~ engine contended the same should be 90~ and the city 1~/~. ~ e advised callin' for bids, for the cleaning of the ditch, and submit the bids for the co~uty's action. Co~ncilman Minucciani moved that the city write the Super~tsors a letter explaining the city,s intention and specifying that the cat y considered tLe count2 ~ liable for the cost and the city 10%. The motion was seconded by Councilman Tibbetts and regularly carried. City Attorney Colebe was instructed to write the letter. Councilman Tibbetts z~eported that many complaints had co~e in from Peck's Lots against the contractor hauling dirt through their ~treets, causing dust and noise from 5 A.M. to 7 p.m. Man~ citizens of the tract appeared before the council and added to the com laints. It was decided that Councilman Tibbetts and Chief of Police Bellont call on the Superintendent in the morning and have the nuisance stopped. Councilman Hatto advised that the city is entitle~ to re-bating by the insurance companies, and requested that the clerk so write .them. So ordered. On motion by Councilman Hatto, seconded by Councilman Tibbetts and regularly carri the checks of the unsuccessful bidders on the City Park sewer were ordered returned. City attorney C oleberd asked the councilmen about the duration of the bonds on th proposed new issues. All agreed that twenty years was the most satisfactory.
