A~regutarly adjourned meeting of the City Council of the City of South San Francisco was held in the City Hall Monday evening, August 22,1938. The meeting was called to order at 8 o'clock p'm. by Mayor A.J.Eschelbach. ROLL CALL. Roll call found all members of the City Council present, as follows;- Councilmen, V. Boido, A.J.Eschelbqch, M.Mlnucciani, D.N.Ratto, Rod Tibbetts. The reading of the minutes of'the two previous meetings was dispensed with. This being the date set for the opening of bids for the cleaning of Colma Creek and ' ahannels, Councilman Minucciani moved that the bids be opened. The motion was seconded by Council- man Tibbetts and regularly carried. Ten bids were received, as follows;- Completing all work of cleaning the Colma Creek L.C.Smith, Williams Brothers, & Haas, Inc. Eaton & Smith Bundesen & Lauritzen West Comstruotion Company R.G. Clifford C.Dudley De Velbiss Paris Brothers M.J.Lynch Granfield, Farrar & Carlin and channels as per plans " " ~10,1.5~8' " " {16,975.00 # # Sl~,210.O0 # # Sl?,~IO.O0 " " " " s17,765.00 " " S13,250.00 ' ' s3 ,800.00 L.O.Smith and Williams Brothers & Haas, Inc. were the two lowest bidders. The city not- being desirous of letting the contract at this meeting these two lowest bids were taken under consideration. The Societa ~tpe~a~:~MutuooSoccorso applied for a permit to hold a show and danc$, Saturday evening, September 17,1938, dancing ~ntil 2 o'colck A.M. Permit granted. A commu~cation was received from the Northside Taxpayers~ Protective Association of Sou~h San Francisco notifying the city that its members are unanimously against complete rezoning of Linden Avenue, feelin~ that it would be a penalty on the property owners on Linden, and would, have a detrimental effect upon the whole district. The association~s letter stated that members of the organization have no objection to the erection presentable buildings for resider~ rial purposes, but object to the removal of business zoning. Mayor Eschelbach explained that at n~ time did the City 0ounoil intend to remove the business privelige to be substituted by residential zoning, but said that as the district is now zoned no residential permits can be granted,' therefore retarding the growth of the district. The matter was laid over. Engineer Elassen submitted a statement of two methods of lighting up the TENNIS, Court, soft ball diamond, change and shower room, boy scout's building and hedge, on in the estimated amount of $1371 and the other in the amount of $2~85. After much study and discuss~m':it was decided to lay the matter of installing major light equipment~Ulpmon~.for the time being and connect lighting wires for the use of the tennis court. Benjamin Kost submitted a report of the activities of his department since its opening,June 1, 1918, together with the expense ofhandling the same. Report accepted and filed. Resolution~:no 6??,Vacating RESOLUTION ~C" ADOPTED AUGUST 18,1938. Councilman Boldo introduced a resolution of the City 0ouncil of the C~ty of South San Francisco vacating Resolution #C" , after City Attorney Coleberd questioned Architaet William H.Rowe, Fire Chief A1.J.Welte and Electrician Joe Pacheco as to the amounts and items contained in the propos ed bond issue for a central fire station and appurtenances ther to. All stated that had studieC the costs of materials, land, etc and were satisfied that the amounts specified are in order. The resolution was adopted by the votes of all the members of the council, as follows;- Ayes, Councilmen, V.Boido, A.J.Eschelbach, M.Mlnucciani, D.W.Ratto, Rod Tlbbetts. Noes, Councilmen, None. Councllman JAatto introduced a resolution of the City Oouncil of the City of South San Fran- cisco proposing the bonding the City of South 8an Francisco in the sum of $113,0OO for the purpose of acquiring, constructing and completing recreation ~ee,®a%~e~-center bu~ldlD~s, including a swimming tank,appurtenances and equipment. The resolution was adopted by the votes of all the members o of the City Council,as follows;- Ayes, Councilmen, V. Boido,A.J.Eschelbach, M.Mlnucciani,D.W.Ratto, Rod Tibbetts. Noes, Councilmen..None. Absent, Councilmen,None. Attest, Daniel McSweeney City Clerk. Recorded in SBook of Resolutions, Vol.3,at page 182. RESOLUTION 'D#-679. Councilman Tibbetts introduced a resolution of the City Council of the City of South San Francisco purposing to call a special election to bond the city in the sum of $~?,0OO for the purpose of acquiring, constructing and completing a a central fire station and furnishings and equipment, and the acquisition of land for said station, and ac~uiring a combination pumping engine and hose wagoa and an aerial ladder truck with a 6~ foot ladder.. The resolution was adopted by the votes of all the members of the City Council,as follOws;- Ayes, Councilmen, V. Boido,&.J.Eschelbaoh, M.Minucciani,D.W. Ratto,Rod. Tibbetts. Noes, Councilmen, None. The motion was seconded by Councilman Ratto and regularly carried. Under the head of new business Councilman Nlnucianni asked if the sex~'ence imp, Oecd upon officer Joe Blld~auer at a meeting of thr police commission previously still stands. Informed it does he said he went on record as voting against the sentence and did not consider it fair, and offered his resignation. Mayor Eschelbach stated it ,~ was the verdict of the majority of th committee,and saw no r~ason why thetr oplnion should not be accepted. He advised dropping the matter, considering that the verdict could h~e have been heavier. Councilmen Boldo and Tibbetts stated thay gave the matter a fair trial and believ, the sentence was fair and light. Councilman Ratio and Mlnu~ciani did not agree with them Councilman Ratio stated the board agreed to tr~ the case again, but is not doing so. ~yor Eschelbach and Councilmen Boido and Tlbbetts said the case was tried once and the officer given a'fair and impartial ~rial; and the matter should be dropped, that the office: did not arrest the man if he resisted him, but had beaten him. Mr. Boido said Mr. Bildhauer was given a half a day off every'Friday for ten years when sick, and was not punished m~uch l ~-°~l~s ~f a day a week for three months. Councilman Ratio observed that a permit to had been issued in a restricted district.
