A regularly adjourned meetingof the City Council of the City of South San Francisco wam held in the City Hall, Wednesday evening, August 31,1938. This meeting was called to order at 8 o'clock p.m. by Mayor A.J.Eschelbach. ROLL 0ALL. Roll call found all members of the City Oouncil present,as follows;- V.Boido, A.J.Eschelbach, M.Mlnucciani, D.W. Ratto, Rod Tibbetts. The reading of the minutes of the previous meeting was dispensed with. City attorney Coleberd announced that he had been in conference with the bonding company of Orrick, Dahlquist,Neff & Herrington, and had been advised that a maximum rate of interest shoul~ be included in the ordinance calling for a special election for proposed projects, not to be over five per cent. Mr. Levy of the Bonding house of Loss, Levy & Willia~s, was introduced by Cashier Fourcans of the ~ank of South San Francisco. Mr Levy advocated a maximum rate of 4~ be specified in the ordinance, citing the possible shift in bond rates between now and selling time. Mr. Rocco of the Bank'of America suggested a rate of 3~ ~, as the maximum, believing .. bids might be much lower. All Councilmen agreed to the 4~ rate, and on a 20 year term. Accordingly Councilman Boido introduced au ordinance of the City of South San Francisco calli~ for a special election in the City of South San Francisco, to be held on Tuesday,September 1938, to vote on two propositions, to bond the city in the sum of $113,000 to construct recree,- tional center buildings,a swimming tank, &ppurtan~'ncesa and equipment, and to construct a central fire. station, ~urnishings and equipment,,land, combination pumping engine and hose wagon and an aerial truck laeeer with a 65 foot ladder, in the amount of $6?,000. The ordinance had its first reading and was laid over to come up under the megUlar order of business at the next regular meet- ing of the City Council. AIl Oouncllmen agreed that the tax rate should be kept at ~he present figure~ $1.26 pe4 each hundred dollars valuation, the rate to Oe set at the next regular meeting of the City Council Tuesday, September 6th,1938. Mayor Eschelbach asked the city officials present who wished to attend the convention of the League of California Municipalities at Santa °arbara, September 6 to 10,1938. Councilman Tibbetts did not think he would be able to make the trip on account of the meeting on the 6th,' in the city. Councilmen Mlnucciani and mayor Eschelbaoh and Councilmen Boido did not care to go for the same reason, Councilman Ratto had left. City Attorney Cole~erd and City Clerk McSweeney a willingness to attend, while Chief of Police Belloni stated he would prefer to attend the Chief of Police's cco~vention in October. Councilman Minucciani then moved that City Attorney C¢leberd and City Clerk M~Sweeney be selected to attend. The motion was seconded by Councilman Boido and regularly carried, introduced Councilman Mlnucciani submitted specifications for painting in the city hal]..<~O.uScilman~Tibbett~ a resolution of the City Council of the City of South San Francisco adoptimg specifications for painting work in the City Hall. The resolution was adopted by the votes of all the members of the Oity Council;present,as follows, ;- Ayes, Councilmen, V.Boido, A.J.Eschelbach, M.Mlnucciani, Rod Tlbbetts. Noes, Councilmen, None. RESOLUTION N0.685 Councilman Minucciani introduced a resolution of the City Courcil of the City of South San Francisco ordering the painting of the COUNCIL CHAMBER ROOM, COURT ROOM AND HALLS in the City Hall,and calling for bids for the work on Tuesday evening, September 19,1938, at 8 o'clock P.M. The resolution was adopted by the votes of all the members of the City Council present, as follows;- Ayes, Councilmen, V.Boldo,A.J.Eschelbaoh, M.Minucciani,Rod Tibbetts. Noes, Councilmen, None. Absent,. CouncilmamRatto.left~befOreroll call. Attest Daniel McSweeney. City Clerk Recorded in Book of ResolUtions, Vol 3, at page 187. A communication was received from Williams Bros & Haas,Inc. requesting the return of their certified check submitted with their bid on the excavation of Colma Creek. On motion by Councilman Mlnucciani, seconded by Councilmen Boido and regularly carried the city clerk was instructed to return the check/ Mayor Eschelbach received a letter from Mrs. Arthur J.Lundburg calling his attention ~t to a condition existing at Eucalyptus and Baden Avenues, She stated cars skidding in the neighborhood make a disturbance, some collide and smash up, some have overturned and many people have been hurt. She requested that the city take action,by installing a stop signal at the co~ner mentioned, Referred to Councilman Tibbetts for investigation. The city clerk reported no signals working at the intersection o~ Bayshore Highway and ~rand Avenue after 7 o'clock,Wednesday evening, though the State Highway Oom~iesion had granted the city the right to operate from 6 A.M. to 11 o'clock P.M. Mayor EshBe~bach and the councilmen thought the signals should be working for the protection of the citizens and visitors Chief ~ellone was instructed to attend to the matter. Claims in the amount of $2022.22 were next presented to the City Council for payment, having been audited atthe Council meeting of August 29. Councilman Ninucciani moved they be paid.
