A regularly adjourned meeting of the City Council of the City of South San Francisco.
was held in the City Hall, Monday evening, October ~4,1938.
The meeting was called to order at V;30 o'clock P.M. by Mayor A.J.Eschelbach.
ROLL CALL.
Roll call found all members of the Council present;as follows;-
V.Boido,A.J.Eschelbach, M.Minucciani,D.W.Ratto, Rod Tibbetts.
The reading of the minutes of the two previous meetings was dispensed with~
A communication was received from A.C.Ryan, local taxi man, with reference to
his last application for a bus license to operate between certain points in this city,stating
if the bond were reduced from $50,000 to $~0,000 he could operate from 6 A.M. to 8 P.M. with
~0 minutes service at 5 cents a fare. Councilman Ratto suggested the Railroad Commission should
be contacted in view of the ]~rge investment of the street car company in their lines. [ayor
Eschelbach stated mann people have to leave much earlier from their homes ~n the western part of
the c~t~ to reach the trains in time to get to work on account of the lack of service by the street
car company. City attorney Coleberd was instructed to communicate with the Railroad Com~mission
and inguire into the status of the case. %he City Clerk was instructed to communicate with
the ~arket street railroad and request that they look into the matter of furnishing improved service
at certain hours of the day..
A communication from the City of San ~ateo regarding voting for Proposition No. 8 on the
November 8th,ballot regarding restrictions which govern the expenditure of liquor license, reve~e
and automobile (in lieu)taxes, was referred to City ~ttorney Coleberd for an opinion.
An emergency communication was received from the San Mateo Department of Public Eealth
and Welfare, with reference to the existance of RABIES within ~he County of San Mateo, and
directing that certain regulation be carried out by police and health and welfare workers in the
collection of and impounding of dogs and cats,and the confinement of the same. The communication was
accepted and filed.
Councilman Boido introduced a resolutio~ of the Cit~ Council o:£:~the.'City of South San
Francisco calling for the purchase of two Buick Century four door automobiles for the police
department, and setting tLe date of opening of bids for the same as 8 o'clock P.M., November
Vth,1938. The resolution was adopted by the votes of all the members of the City Council,as
follows, Ayes, Councilmen, V'.Boido, A.J.Eschelbach, ~.Minucciani, D.W.Ratto, Rod Tibbetts.

Councilman Tibbetts introduced a resolution of the City Council of the City of South San
Francisco calling for bids for a truck for the City of South San Francisco , and setting the daze
for t~e opening of bids for the same as 8 o'clock P.E. ~onday, November Vth, 1938.
The resolution was adopted by the votes of all the members of the City Council, as
follows;- Ayes, Councilmen.V.Boido, A.J.Eschelbach, ~.~inucciani, D.W.Ratto, Rod Tibbetts.

Louie ~artinellt.EP.Kauffmann, held their first meeting. Commissioners Klassen and Capitelli were
absent. The commissioners elected Andrew Hynding first chairman of the body. l~e was complinent~
ed on having been elected the first ~ayor of South San Francisco 30 years previously and the first
Chairman of the city's'planning commission. No secretary was elected at this meeting, the
commissioners desiring to look about for a suitable person, who must be outside of the commission.
~inutes books and writing material were supplied b~ the city clerk on the request of the City
Council at the previous meeting of the board. They will meet regularly once a month according
to the ordinance. No.198, or oftener' if necessary.
City Attorney Coleberd reported having been visited by a representative of the Union
Paving 8ompany with regard to the disputed alleged unfinished condition of Linden Avenue,as left
by the paving company,and not accepted by the city engineer. From the representative's conveersation
Cit~ Attorney Coleberd inferred that the paving company might be willing to make a settlement. He
said he expected to hear from them the next day.
The dog and pound situation was taken up. next. After considerable discussion it was decided
to employ Arthur Johnson at ~4.~0 per diem from Tuesday,October ~,to October 31, to act a ~og and
cat catcher for the city.
Claims in the amount of.$1044.46 were next presented to the council for payment;-

The claimd having been audited by the Tinance committee Councilman Ratto moved they be paid.
The motion was seconded by Councilman Minucciani and regularly carried.
There being no further business before the board Councilman Aatto moved to adjourn until ~
