A regularl~ adjourned meeting of the city council of the City of South San Francisco
was held in the City Hall, ~onday evening, January 8, ~1~40.
This meeting was called to order at eight o'clock P.~. by ~ayor A.J.Eschelhach.
ROLL CALL.
Roll call found all councilmen present, as follows;-
Councilmen, V.Boido, A.J.Eschelbach, N.Ninucciani, D.W.Ratto and Rod Tibbetts.
The readin~ of the minutes December ~8 and January ~, was dispensed with.
Tkis being the date set for the openin?.of bids for the construction of a sewer in
Hillsdie Bouleverd Councilman Ratto moved that tbs bids be opened. The motion was seconded by
councilman ~inucciani and regularly carried/~TWel~e bids were submitted, as follows;-

After verification of the figures by city engin~er Marshal, R.G.Clifford was declared
the lowest responsible bidder. Accordingly councilman ~inucciani introduced a resolution of th~
City Council of the City of South San Francisco awarding the bid to R.G.Clifford at the price
submitted in his bid, $~81.49. The resolution was adopted by the votes of all the members of
the council,as follows.-

The claims having been audite6 by the fanance committee Councilman Tibbetts moved the2
be paid. The motion was seconded by Councilman Boido and regularly carried.

Councilman Ratto moved that certified checks or bonds be returned to the unsuccessfil bidders
on the Eillside sewer project. The motion was seconded by co~ncilman ~nuccmani and regularly carried.
Under the head O£ unfinished business the matter of the billboard situation was taken up,
notice having been sent, to all interested c,~mpanies to attend this session of the council ~nd present
vheir cases. Eepresentatives of ?oster ~ Klieser,~est Coast Advertising Company,E~pire Adver~is,,
lng an~ some smaller companies, appeared before the council in answer. All representatives stated
the price of .$1.00 per square foot for soace was prohibitory, wo~ld consficate the busine~'s, and
requested revision of t?e ordinance ~ownward. 'lhe ka.wor and council stated there were altogeth&r
too many sign boards along the city's highways and on the city's streets. ~'~ayor Eschelbach and
councilwomen requested t~e co~'.panies to submit a plan of reducing the number of signs held by eack
co~pany by at laast 80 ~er cent and present their proposition at t~e next regular meeting of the
council. ~here was no offer on the part of the city to s~end the ordinance.
Under the h~ad of' new busine~-:s city engineer ~'~arshell reported very bad sewer conditions
at the United 'acking Company's plant,that manure was being washed over East Grand Avenue in the
vicinity of other plants ., that he was tryin~j to 7et a conference with kr. Freeman of the compa ny
and called there many timee but did not locate him. It was agreed that he would accompany all
members of the city council Tuesday morning, who could find the time to attend, and view the
damage and endeavor to locate l~ir. Freeman and demand that he control his sewers.
T~ere being no f~rther business before the board Councilman ~'~inucciani moved to adjourn until
I~onday evening, January 15,1940, at ei?ht o'clock i~.~.~. The motion was seconded by Councilman J~%tto
and regularly carried. -~ ~
