The regular meeting of the City Council of the City 0£ South San~Francisco
was held in the city hall Monday evening, February 19, 1940.
The meeting was called to order at eight o'clock p. m. by Mayor A.J.Eschelba6h.
~. roll call found all members of the council present, as follows:
Councilmen V. Boido, Rod Tibbetts, A. J. Eschelbach, D. W. Ratto, M. Minucciani.
The reading of the minutes of the previous meeting was dispensed with.
A communication was received from the Santo Christo Society of~ South San Fran-
cisco asking permission to hold their annual celebration starting with a dance
Saturday evening, April 13, 1940, from 8:30 p. m. to I o'clock a.m., a parade on
Sunday, April 14, Fireworks display on ~iller Avenue Sunday morning an~d a dance
Sunday afternoon from 2 to 6 p. m..Permission was also asked to have the city
flags displayed on Grand Avenue four days before the celebra~tion. On motion by
Councilman Boido, seconded by Councilman Tibbetts and regularly carried, permission
was granted.
Fire Chief Welte submitted his report on Acceptance Tests for the new ~erican LaFrance
pumping engine which was delivered February 13. -His letter stated that all tests proved
satisfactory to the Underwriters as well as his department. On motion by Councilman
~inucciani, seconded by Councilman Hatto and regularly carried, the pumping engine was
accepted.
A communication was received from the City Planning Commission advising the city of its
acceptance of the map and specifications of the new subdivision on Hillside B~uleva~i,
known as Paradis Valley. City Attorney Coleberdwas requested to prepare a resolution of ~
accept ance ·
The Moon Raiders Social Club of Colma asked permission to hold a dance in Fraternal Hall,
Saturday evening, April 27, 1940. On motion by Councilman Minucciani, seconded by ~
Councilman Boido and duly carried, permission granted.
The application of Silvio Fambrini to engage in a service station business at California
Avenue and Bayshore Boulevard was presented to the board. On motion by Councilman
Minucciani, seconded by Councilman Tibbetts and duly carried, permission was granted.
A communication was received from Assemblyman Harrison W. Call in reply to the city's
letter asking him to endeavor to induce the Bivision of Highways to permit the install-
ation of a stop and go signal at Bayshore and Butler Road. He said he would use every effo?t
to have this permission granted. The reply from Larry Barrett, Chairman of the California
Highway Commission stated that the city's letter regarding this permission was referred
to State Highway Engineer C. H. Purcell. In this connection a petition was filed by
Hugh McNellis containing about 85 names of employees of the Edwards Wire Works, together
with the name of E. B. Stookey, for, the E. H. Edwards Company, asking that some action
be taken and stressing the need for a Stop and Go Sisal, overhead pas~ or a tunnel at
this intersection and asking the city council to com~unicate with the Division of High-
ways with a view of having this dangerous condition relieved. Emilio Cortesi also
presented two petitions signed by about 85 citizens and taxpayers and by Mr. Rooney for
the ~estern Pipe and Steel Company, also asking for relief at this intersection. Logan
Franklin' stated the matter was taken up with the ~.~anufacturers Association and the Traffic
Safety Commission with no replies as yet. He presented an article he had written for
publication in the vmious peninsula newspapers pointing out the traffic conditions in
South San Francisco on the Bayshore Highway. All councilmen agreed that the matter
should have immedi~ attention, and after much discussion as to whether a signal should
be installed with/p~Mnission or not, it was agreed that the proper authorities should be
contacted with a veiw of getting proper permission. Mayor Eschelbach asked Logan Frank-
lin to have a report of progress by next meeting.
A communication was received from Rue R. Clifford, Secretary of the South San Francisco
Library Board asking the council to set a definite date when the library addition might
be started. C~uncilman I'~inucciani stated that $9000.00 was promised~ for this addition
with the balance to be taken care of under the P. W. A. Councilman Ratto said that the
money was promised and should have been bu~eted, but this was never done. [~ayor Eschel-
bach said that as the Federal Government did not approve the application the matter was
not taken up further. He suggested putting the matter on the April ballot, asking the
people to vote on a special tax for this purpose, or that there may be a possibilty of
renewing the P. W. A. application. City Engineer ~arshall suggested contacting the
regional officer in San Francisco rather than Washington, and see what could be done.
He was inStructed_to contact the P. W. A. office in San Francisco aud report his findings.
Councilmen Boido a~d Tibbetts suggested calling a meeting of the library board to discuss
the financing of this project. The clerk was instructed to write the library board ask-
ing them to meet with the city council Wednesday evening, February 21, 1940, at 8 o'clock
p. m. in the city hall.~
A communication was received from Irma Giannecchini offering her garage for election
purposes for the coming election, or for a Job on the election board, communication
ordered filed. Communications were received from the following for work on the
election board: Alice Young, Margaret~ Brown, Wilma Stireman, 0. W. Sheerin, Stella A.
Amith, Dorothy Cohen, Anita Zucco, Mary Lonati, Elaine McLean and Virginia Lencioni.
Communications ordered placed on file.

The claims having been approved by the finance committee, Councilman Bofdo moved they
be paid. The motion was seconded by Councilman Tibbetts and duly carried.
Under unfinished business, Councilmau Minucciani asked Engineer Marshall what had been
done about the sidewalk on Bayshore Highway near Peck's Lots. Marshall advised that a
number of property owners wanted to do this work themselves t~ereby saving the cost of
advertising, etc. He said he had the plans smd specifications ready. After discussion
as to the imperative need of the sidewalk in this area for the benefit of Peck's Lots
residents, E~gineer Marshall was instructed to contact property owners in the area
affected with a view of having the work completed at an early date.
Councilman Ratto asked Engineer Marshall about the fire house property survey. Marshal
said he would have to wait until the land dried before the work could be done.

Councilman Ratto stated that on inspecting the Paradise Valley sewer he found/two inch
stream of water passing through at the lower end of the sewer.~ He asked the engineer
for an explanation, since the sewer was not connected, He also suggested that Marhhall
get hold of the contractor in o~der to have the sewer fixed. ~,.iarshall reported that
the caps on the outlets were not put on very tight as it was expected to have the
connections made to the streets in a short time. He stated that the wohk was well done
and that all sewers should be flushed occasionally. He said he would make another in-
spection of the sewer.
Cotmcflman. Mfnucciani stated 500' of 2~" hose was needed for the fire department.
Councilman Ratto recommended that the purchase be made through a local me~chant. In
this connection Arthur Giffra appeared before the council and asked for the business.
Fire Chief Welte stated that it has been the practice to purchase ttzrough the local
merchan~~ ~in.°rder~.^_ of its turn. He said the price would be about 75~ per foot. He was

There appearing no further business before the board Councilman Ratto moved to
adjourn to Wednesday evening, February 21, 1940, at 7:00 o'clock p. m. The motion
was seconded, by Gouncilman Minucciani and duly carried.

Councilman Minucciani introduced a resolution of the city_ of ~outh San Francisco
providing for holding a general municipal election, April ~, 1940, naming the
voting precincts and election officers. The resolution was adopted by ~the following
members of the city council: Ayes, Rod Tibbetts, A. J. Eschelbach, D. W. Ratto,
M. Minucciani. Noes, Councilmen None, Absent, Councilmen V. Boido

City Attorney Coleberd brought up the matter of the financing of the new fire
engine. He said the contract with the American LaFrance people called for $1000.00
down and the balance over a period of years. After discussion the city council agreed
on A dowh payment of *1000.00 and the balance in payments of $250.00 per month or mcr.
plus 4% interest. The city clerk was instructed to write the Bank of South San
Francisco suggestiFr~ arrangements be made to assign the LaFrance contract with the
city of South San rancisco to them, as previously arranged.
The five members of the library board, as well as librarian Edna Broner, appeared be-
fore the council as previously arranged, to discuss the library addition. ~ayor
Eschelbach said there was a thought of calling for a special t ax at the coming electi.
but thought possibly that would be a little dangerous at this time. He pointed out
that the 3~ that is being set aside each year wou~d increase to about ~i$12,000.00 in
about 4 years. City Engineer Marshall having to leave the meeting early left the
message that he talked with W P A officials in San Francisco and they would be glad
to discuss the matter with us. He said a ~J~r. Shipley would come down and meet with
the council and the library board. After much discussion with the members of the
library board it was decided to arrange a meeti~ng with ~,.Ir. Shipley. The City Enginee~
was instructed to arrange this meeting.
There appearing no further business before the council, CounciLman l~inuccisni moved
to adjourn to the next regular meeting, l.~onday evening, March 4, 1940. The motion
was seconded by Councilman Tibbetts and duly carried.

The five members of the library board, as well as librar~ _-u Edna Broner, appeared be-
fore the council as previously arranged, to discuss the library addition~ ~ayor
Eschelbach said there was a thought of calling for a special t ax at the coming electi¢
but thought possibly that would be a little dangerous at this time. He pointed out
that the ~ that is being set aside each year would increase to about ~i~12,000.00 in
about ~ years. City Engineer ~arshall having to leave the meeting early left the
message that he talked with W P A officials in San Francisco and they would be glad
to discuss the matter with us. He said a ~.~r. Shipley would come down and meet with
the council and the library board. After much discussion with the members of the
library board it was decided to arrange a meeti~ng with ~r. Shipley. The City Enginee~
was instructed to arrange this meeting.
There appearing no further business before the council, CounciLman ~inuccisni moved
to adjourn to the next regular meeting, ~onday evening, ~,~larch ~, 19~0. The motion
was seconded by Councilman Tibbetts and duly carried.
