The regular meeting of the city council of the city of South San Francisco was held in the city hall, .~onday evening, ~arch 4~ 1940. The meeting was- called to order at 8 o'clock p.m. by ~ayor A. J. Eschelbach. Roll Call found the following members of the council present: Councilman V. Boido, Rod Tibbetts, A. J. Eschelbach, D. W. Ratto, M. M~nucciani The minutes of the meetings of February 19th and February 2.1st were read. There being no errors of omissions they were approved as read. The application of Dave Tyson to engage in tire '0~sio_ess at ~03 Bayshore Boulevard was read. On motion by Councilman Tibbetts, Seconded by Councilman Boido and duly carried permissionw as granted. The application of Dolly Cumber and Marie Balbi tb open a Waffle Shop at 102 Grand Avenue was read. On motion by Councilman Minucciani, seconded by Councilman Ratto and duly carried permission was granted. The application of J. K. Hardies to engage in the service station business at Bayshore and Linden Avenues was read. Oh Motion by Councilman Ratto, seconded by Councilman Boido and duly carried permi'ssion was granted. The application of Joe Fernandez to have the business license of ~ Ramos and F. Alcalde of ll5 Grand Avenue t~ansferred to himwas read. On motion by Councilman Ratto seconded by Councilman ~inucciani and duly carried the permission was granted. A communication was received from Congressman John Z. Anderson advising the council that W~ P A project No. 40090 was approved in the amount of $33,839.00. Councilman Ratto suggested that Engineer Marshall get in touch with the WPA and ascertain Just what work was to be done under this project, as there was some misunderstanding as to whether all the work as originally set forth was included. A communication from the Italian Catholic Federation for permission to hold a dance in Fraternal Hall April 6, 1~40, was read. On motion~by Councilman Boido, Second- ed by Councilman Ratto ~nd duly carried permission was granted. The letter incl~ed a $5.00 check for police protection. A cormaunication was received from Albert Fedele asking the council to have removed the two rock pillars on Chapman Avenue and Bayshore Boulevard for the reason that they were hazardous-to motorists entering Peck's Lots. On motion by Councilman Ratto, seconded by Councilman ~inucciani and duly carried,- the rock pillars are to be removed. An application was received f rom Peter Zervas for any job that may be available in the street or park department. Mayor Eschelbach stated that there was no job open at this time, but referred the matter to Councilman Tibbetts should there be any work available for ~r. Zervas at a later time. Communications were received from Ve]~na R. Murray and Geraldine D'0rsay for work on the election board for the April 9th election. The city clerk was instructed to write that all position for this election had been filled, but that there names would be kept on file for consideration in the event a member of the present board was unable to serve. Conm~unicatiorswere received from the League of California Cities and the State Hign~ay Engineer regarding the installation of a stop and go signal at Bayshore Blvd. and Butler Avenue. Logan Franklin presented a letter from the San ~.~ate~ County Traffic Comm~.ssion and also a copy of a letter received by them from the State Highway. ~r. Purcell of the State Hig~vay stated in this letter that the matter was being referred to J. H. Skeggs, District Engineer. After much discussion it was decided that inasmuch as the San Mateo County Traffic Comuission was l~terested in the matter that that ~r. G. Clifford, in which he gave the number of joints 'in the sewer, number of manoles, and the number of ~allons of water oer minute entering the sewer, and the fact that the sewer now has ¥0~$ more capacity than the greatest possible number of houses to be built can produce. ~,~ayor Eschelbach said he asked ~'.~arshall to put an inspector on the job but that I'~arshall could not get~ a man so did the work himself. The Mayor stated that he thought the city got a 10~$ sewer, also ~that he did not like the remarks of Councilman Ratto to discredit the city e~ineer. 'Cou'ncilman Ratto stated that he was not making exception to ~,~Arshall but to the job, which he felt was not properly constructed. He suggested the city call in a disinterested engineer to go over the work. ~r. Kennedy of the Clifford Company appeared before the council and answered questions put to him by Cbuncilmau Ratto. He gave his views on the con- struction of the sewer, stressing the point, tha~t the wye branches, 60 in number, had ~ temporary seals in order not to damage them when the connections were made into the subdivision. Councilman Ratto again s~ggested the calling in of an engineer to in- spect the job. ?',layer Eschelbach said he had no objection to this provided Klassen or Kneese were not called in. was read. The motion was seconded by CoUncilman Tibbetts and duly carried. Under unfinished business ~,,,~ayor Eschelbach said t~mt at the meeting of the Library Board and City Co~]ncil with Mr. Shippey of the WPA, Mr. Shippey suggested that reapplication be made for the addition to the Library. In this connection Engineer Marshall was to work with Architect C-utterson and an estimator hired by Mr. C-ut;terson. Marshall reported ttmt the architect was to prepare a statement separgting the labor costs from material. After discussion as to the amount of money to be paid the estimator by the city for his work, it was decided not to set a definite figure. On motion by Counciln~an Minucciani, seconded by Councilman Boido, Mr. ~}utterson was to hire an estimator to present the projec, t to the WPA. Councilman Mfnucciani reported ttmt the sign which Eugene Mflani asked the city have removed on -~ayshore Highway was still in location. The city clerk was in- strutted to call Foster J~: Kleiser to ascertain the correct address of the Burktiart Sign Co., owners of the sign, so./~that they may be contacted with a vie~ of having same removed. The city clerk was in- strutted to call Poster a Kleiser to ascertain,the correct address of the Burkl~art Sign Co., owners of the sign, so.,that they may be contacted with a vie~ of having same removed. Councilman ~inucciani asked Engineer IZarshall about the progress made on the sidewalk on Bayshore Highway. L~arshall 'reported that he could not set all the owners lined up and thought best to advertise for bids. Ernest Bonalanza said he was willing to put his share of the sidewalk in and thougjat perhaps the Engineer and City Clerk could contact the rest of the owners, aN~ that a time limit be set when the owners could do the worm themselves. The city clerk was instructed to write to the owners involved telling them of the city's plans to complete this work and bill each owner for same rather th~n to advertise for bids a~d have it go to bonds. A report was to be ready by the next ~egular meeting' so that the work could proceed. Councilman ~Iinucciani asked Engineer ~Sarshal! if he had surveyed the land that was needed for beac~ purposes. ~r. I~.~arshall said he did not know just what land was to be used for the ~eason that he could find no maps relating to the previous survey· Cou~cilman Ratto said that six acre& of solid land and 50 acres of tide lands was considered, but with the making of the yacht harbo~ additional land would be needed. Councilman Boido said the Park ~ku~d was overdrawn and suggested a transfer from the general fund $10,000.00. On motion by Councilman Boido, seconded by Councilman Tibbetts and duly carried the sum of ~10,000. was ordered transferred from the ©eneral Fund to the Park ~Wtu~d. Councilman Minucciaui asked Engineer Marshall what could be done about the water ~unning down Randolph Avenue. Marshall~ said that the sewer comes down Randolph Avenue at a steep grade and-that the manhole is about l~' deep and the sewer about 6 or V feet deep] but that if the down spouts were removed from the house~ the condition would be somewhat re- lieved. Councilman Tibbetts suggested a connection with the storm sewer. The matter vas takenunder advisement. Councilman Ratto asked Engineer lilarshall about the removal of the small building on Butler Avenue. ~.,~ar~hall said the building was on Southern Pacific Co. property and that he discussed the matter with the roaSEaster, who seemed to be in favor of its rem~val~ but nothing further was done. Councilman Ratto discussed the condition of the street on ~Talnut Avenue near ~'~aple, stating that the water settles in this spot. Ernest Bonalanza also stated that water settles in front of his residence at ~ Pine Terrace· The matter was referred tS the city engineer. ~,~Iayor Eschelbach discussed the settling of water each year at Linden Avenue and Bayshore. Engineer ~,~arshall said the catch basin is 0k. but the pi~e is too small to carry off all the water. Councilman Ratto su.~gested that the State Hi?jaway be contaced a?~ain tg×~-~ee what could be done about the grade of the hig~uway at this point. City Attorney Coleberd reported he had received a reply from ~:!r. Stoven of the United Packing Company in answer to his letter to Hr. Freeman regarding ~ the conditions ~ist- lng at the United Plant.
