REGULAR MEETING OF THE CITY COUNCIL OF THE
CITY OF SOUTH SAN FRANCISCO,HELD MONDAY,
APRIL 2'2,1940.
A regularly adjourned meeting of the city council of the City of South San Francisco was
held in the City Eall Monday evening, April ~,1940. Mayor Holston being absent on aocount of illness

Councilman Boido and regularly carried. Councilman Ratto then took the chair as ~ayor pro tem~,
and called the meeting to order at 8 o'clock P.M.
ROLL CALL.
Roll call found the following members Of the board present;
~Councilmen~ V.Boido, Reese Lloyd,D.W.Ratto, Rod Tibbetts.
Absent, Mayor~George W.Holston.
The minutes of the previous meeting were read. There being no errors or omissions they were
approved as read.
A ~OmmUnication was received from the Southern Pacific Company, in answer to the city's letter
of March 26,1940, calling their attention to stagnant pools of water laying on their property
between their tracks and Division street,and California and Lux Avenues. ~Mr. Jordan of the S.P.
Company stated they had poured oil on the pools and believed this would prevent the breeding of knats
and mosquitoes there. Mayor pro tom Ratto announced there were more pools back of Kauffmann Broz.coal
yard. Councilman Lloyd suggested the street committee look into the situation and report back to
the city council. So.ordered. The City Clerk was instructed to write the Southern Pacific again and
request that they fill in the holes in their property along their tracks to eradicate the knat and
mosquitoe ~uisance.
An application for a building permit to build an addition to his store was received from
Randall L.Joh~son, V18 Bayshore Highway. Permit granted.
Mrs. Charles Curtis applied for a permit for a rooming and apartment house at 351 Grand Ave.,
Permit granted.
An application for a business license was received from Jack G.Overcast, to operate a Jewelry
store at 308 Linden Avenue. Permit granted.
Sociadad Mutualista Mexicana"Morelos" , Inc. invited the city councilmanto attend their
celebration of the ~8 Anniversary of the Battle of Puebla, on Saturday evening, May 4th,next, at
eight o'clock p.m. at the Grammar School Auditorium. Invitation accepted.
A communication was received from Charles Lema , stating it was in answer to criticism of
him by Councilman Ratto in regard to the street sweeper~ not having been used at Baden ,his hours
of work on the Job,or lack of hours of work,Mr.Hatto's animosity toward him on account of politics
eminating four 2ears ago when he was on the loosing end that Mr. Hatto was sticking him with a knife
e~er since then,otc,etc. Councilman Lloyd requested that the letter be not accepted and laid on the
table indefinitely. But Councilman Ratto advised that the letter become a part of the meeting's records,
He stated that Mr. Lema had a quilty conscience, that he worked one hour Saturday,and that his
hours of work should be looked into. Councilman Tibbetts stated the sweeping machine goes over to
~aden for work there about once a month when the brooms are worn down,as the rough streets there
are hard on the brooms. Councilman Boido stated there was several hours a day work on the machine
itself,to keep it in order,and that Mr. Lema does this work. Charlie Lema said for himself that
he swept the st~eets of Baden about once a month,and that the people of the district could bear
out his statement. Engineer Marshall stated there is considerable mechanical work to be done on the
machine, and the operator does this work, oesides sweeping.

The claims having been audited by the finance committee Councilman Tibbetbs moved they be
paid. The motion was seconded byCouncilman Boido and regularly carried.
Under the head Of unfinished business city attorney Coleberd reported that several courses
were open to settle the matter of the city sidewalk being over on. land company's property some nine
feet on Parkway near the high school. He suggested leaving the matter to the ~arty buying the property
next to it. Councilman Lloyd moved that the matter be further inveztigated. The motion was seconded
by Councilman Boido and regularly carried.
Councilman Ttbbetts reported the request of Angelica Simonini to remove two trees had been taken
care of. Engineer marshall reported having met with Mr. Mead of the W.P.A,and others connected with
the department,and believes the W.P.A. will impro'~,~e East Grand Ave and Industrial Way. The city clerk
was instructed to write the °ethleham Steel Corp. in the matter of Industrial Way and state the city
would require a right of wa~ to 60 feet for the improvement. ,
The application of nine barbers for the repeal of the license section of the ordinance affecting
i them was laid over. The matter of ~the city's application for a right of way to the extension o~
Eucalvotus Avenue.if extended.w~Al was laid over until Mayor Holston's return.

in positions in the'vari~us factories of the city was taken up. Also the employment by the factories
of other people of the city ,taxpayers,citizens, etc. .tto believed the city sho
help the jobless in this matter by establ~.dhing some headquart ~or registration,meet with
the heads of t~e companies,etc, Councilm~n BoidO stated all he union help now,and they a
from out of town people sent in by the unions. CoUncilmen Llo in appointing a com
ttee, the committee to contact the unions for a conference on the subject. He suggested the
manufacturers be requested to meet with the city council to -talk the situation over. Councilma
Tibbetts believed this to be for the goo~ of the people and offered to go with a committee
at any time ag~reed upon. Councilman Ratto urged that action be taken at once. Accordingly the
81erk was instructed to write the manufacturers inviting them to meet the whole board of City
CoUncilmen at their earl~ convenience, they to set the date of the meeting.
Councilman Lloyd inquired fromthe ci-ty attorney as to the ownership of land vacated o
abandoned by the street railway company. The city ~attorney stated that the land. r~verts to th
South San Francisco Land & Improvement Company.
Councilman Boido introduced a resolution of the City Council of the City of South
San Francisco calling for bids for an automobile for the police department,specifying a Buick
Sedan,Model No.40-61; a Lincoln Zepher Sedan; an Oldsmobile ~ustom 8 Cruiser Touring Sedan,
series ~0. Each of such automobiles to be fully equipped. One to be selected. Sealed propos
or bids to be opened at the regular meeting Monday evening,ma2 6th, l~40 at 8 o'clock P.M. in
City Hall. The motion was adopted by the votes of all the members of the board present,as

There being no Further business before the council, councilmen Tibbetts moved to
adjourn until Monday,May 8,1~0 at 8 o'clock p.m. The motion was seconded by Councilman Bold
