The regular meeting of the City Council of the City of South San Francisco was held in the City Hall, Monday evening, May The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston. ROLL CALL. Roll call found all members of the council present, as follows;- Councilmen, V.Boido, George W.Holston,Reese Lloyd, D.W.Ratto, Rod Tibbetts. The minutes of the two pre vious meeting~were read. There being no errors or omissions they were approved as read. Before the beginning of any city business attorney William Ferreter appeared before the board and stated he represented the Rex Club of South San Francisco and aske~to be heard. Thez being no objections he asked the council if any city charges had ever been filed against the P Club, owned by Mrs. Gambero, either by the city or by other persons. Mayor Holston explained he was not a member of the council during the period in which the Rex Club was being investigs by the State Board of. Equalization. Councilman Lloyd also stated he was not a member of the council when any action was taken. Council=:an Ratto stated the city had sent a request to t[ State Board of Equalization asking them to revoke the liquor license of Mrs. ~tionette GambeI of the Rex Club, having heard and read some statements detrimental to the place, and he consi~ ed the place was not of good reputation and should not be allowed the State license. Mr. Ferreter asked if he knew of himself the clnb was an undesirable kind of business to be in t~ city. Mr.~Ra~to.. said no, but he had read enough about it to assure him it was, and Pe~k's Lot residents and others had come to his office and made complaints against the place , o~ a very serious nature. Attorney Ferreter contended that no hearsay was valid in law,and that no unsavory remarks should by made by councilmen of anyone else without proof, against the Rex ¢ and Mrs. Gambero, Mr. Ferreter demanded that if the city had any charges to make against his client,Mrs. Gambero, she was here to defend herself, and should be given a chance to do so an~ clear her record of any false charges and rumors being circulated against her~as the State lam protests persons operating business from slander. City attorney Coleberd spoke for the cOuz stating there was nothing irregular about the proceedings when the matter was brought to the tion of the city council~ that Mr. Ratto made the motion requesting the State Board of Equali~ tion to revoke the license of Mrs. G~bero, which was merely in the form of a recommedation, as no charges had been filed anainst the club. No further action was taken. Pacific Gas & Electric Company applied for permission to extend their 2" gas main in E] Camino Real in a southerly direction 140'from Second Street, Town of Baden. Heferred to Councilman Tibbetts and the desired permission granted. Anapplication for janitor work or watchman, or similar work, was received from Anthony Panagopoulos,stating his length or residence in South San Francisco,and other qualifications. Communication accepted and ordered placed on file. Pacific Gas & Electric Company submitted a statement showing the gross receipts from the sale of gas in this city to be $296333,64 for the year ending December 31,1939,and the amount due this city under ordinance 19V at 1% of the gross, $2963.34. The city clerk reporte~ the check received and the statement was accepted. A communication was received from the Pacific Gas & Electric Compeny in reply to the ct letter of inquiry, stating that lights were placed in Willow Avenue north of Grand,South side of Grand east of Laurel and West side of Spruce,south of Grand Avenue. Communication accepte~ The City Clerk, having been instructed to ascertain the amount paid by barbers in adJof towns for city licenses reported that San Bruno charges $15.00 per annum, Burlingame $~.40 peI chair per annum, San ~ateo $10 for two chairs or more per annum and Hedwood City, $1 per each ..-chair per quarter. Mayor Eolston asked representative Sam Zucco what he thought of the report, and his further attitude in the matter. Mr. Z~cco replied saying,"it looks like othe! towns need money worse than South San Francisco", which apparently automatically withdrew the petition. A RESOLUTION AUTHORIZING EXECUTION OF CEHTIFICATE TO FEDEHAL WORKS AGENCY WORK PROJECTS ADMINISTRATION, No.V59, was introduced by councilman Tibbetts. The resolution asks for assistance in the removal from Grand Avenue , all street railway tracks,including the rails,ties, fish plates, spikes,bolts, tie-bars,frogs, switches and other materials used in the construc tion of said tracks, makes the city sponsor for the removal of the same, and appoints City Clerk Daniel McSweeney representative of the for the purpose of executing any and all documents required in connection with the applicatic The resolution was adopted by the votes of all the members of the council,as follows;- Ayes, Councilmen, V.Boido,Oeorge W.Holston,Reese Lloyd, D.W.Ratto,Rod Tibbetts. Noes, Councilmen,None. Absent, Councilmen,None. Attest Daniel McSweene2 City Clerk. Recorded in Book of Resolutions, Vol.3, at page 253. The certificate of the City Cle! was submitted, and accepted. The South San Francisco Land & Improvement Company filed a deed in favor of the city t¢ a section of land southeasterly from the Southern Pacific Railroad lines, now occasionslly used as a roadway into and from East Grand Avenue. Acceptance laid over till the next meetin~ if accepted. The agreement between Silvio Pianca and the property owners on the West line of Bayshox Highy from the north line of ~rmour Avenue to the Sou~ line of Linden Avenue, to construct a sidewalks the construction of a sidewalk, curb and gutter along the westerly line of Bayshore Highway from the north line of Linden Avenue to the south line of Chapman Avenue, having been signed by all the propert~ owners affected, and by the contractor, Silvio Pianca, the city accepted the agreement and will pass a resolution of acceptance at tho next meeting of the boar~. ? The application of Frank Giffra at a previous meeting for a permit to remove a pitched on a garage in the rear of 2*0 Grand Avenue and replace with a flat tar and gravel roof and install a new door, was granted on motion by Councilman Boido,seconded by Councilman Tibbetts and regularly carried. The motion was seconded by Councilman Boido and regularly carried. City attorney Coleberd announced that Architect Gutterson would be ready with his library work for the city to pass a resolution calling for bids for the work at a meeting on Monday May ~V,1940 at V;ooClock p.~. Under the head of unfinished business Fire Chief Welte reported he was investigating the notice of the Pacific Tel &~ Tel Co.to eliminate a switch installed in Central office in 1915. City engineer ~arshall reported he had not completd investigation of the drainage conditic~ on ~ayshore between Armour & Linden. The application of ¥~alter J.Kerlee for a soldier's free license to sell box lunches on ~utler Avenue near the shipyard was denied on motion b2 Councilman Lloyd,seconded by Councilman ~oido& Carried. On the request of the Northbrae Feed & Fuel Co. to take out lO,000 yards of sand and silt free, from the Colma Creek, engineer Marshall stated they ~needed but 2800 2eards and had not yet secured a conctract to place it in San Bruno,as was understood. In the matter of mosquitoes pest along the S.P.Trac~s ~ayor Holston stated he would see Mr. J.J. Jordan, Superintendent of the Southern Pacific Company ,and request that the matter be attended to. Regarding the proposed extension of Eucalyptus Avenue over the S.P.tracks Mayor Holston stated'he would see the company representative at an early date~ In the matter of the fire house survey Engineer ~arshall .~ was not 2et ready. The proposition to improve the roadway southwesterly from East'Grand Ave. was laid over. As to the extension of Randolph Avenue over the hill to Paradise Valley,Engineer marshal stated a roadway 2§ feet had been dedicated to the city in ~ conjunction with the opening or.the subdivision, givi~g the city a direct street from the Bayshore Highway to the valley. City ettorne~ Coleberd reported that money from the ¼ cent gasoline tax could be used to install signals at Maple & Grand Avenues~ Chief of Police Belloni reported securing an estimate of the cost of installing the signals. City engineer ~arshall reported the Macco Bros.Construction Company had not yet repaird the sidewalk on Grand Ave.in front of their old office, nor restore the channel to its original size. The city council was to look into the matter to ascertain what amount of repair work was to be done. Under the head of new business Councilman Ratto suggested that the Health Officer look iver the city for water hols or pools where mosquitoes might breed ~ud have them taken care of. NQ objections and so ordered. Herman Scampini appeared before the council and inquired if all businessmen had to pay a license,or were some exempt. He stated the ordinance had been ~mended to exempt lawyers and doctors and was discriminating,that if one class of men had to pay all.Classes should pay. City attorne~~ Coleberd explained that the councilmen adopted the present ordinance in its present form, ordinznce no.lVl,the same kind as are in vogue without question ,and in general use. Joe Walker appeared before the council in reference to alleged damage done to one of his buildings by the Macco Bros.' blasing recently near the stockyards,stating he was unable to collect the cost of repairs from their insurance Company,The Travelers' Indemnity .Co., and was considering filing suit against them. He a~ated he was told by fireman Mairani that the blasting had done very considerable damage to No.2 firehouse leaving many cracks in the walls & ceiling,and invited the city councilmen to visit the place and see for themselves,also the fire chief,in case he did not know it. Fireman Mairani protested, saying Mr. Walker walked in and looked over the building himself. Fire Chief Welte said Mr. Mairani had not been in the fire house for three years and could not know whether there were cracks there or not. Theodore Pretzer requested the city to donate some money to buy flowers with to decorate the graves of Veterans of Foreign Wars~ on Memorial Day. Councilman Lloyd moved that the matt be referred to the city gardener and the street committee to procure the flowers. The motion was seconded by councilman Boido and regularly carried. Councilman Boido brought up the subject of some change in handling the night police, by selecting someone to take charge of them, to regulate shifts, rotation etc, such as a seargen captain or otherwise~ by action of the bo~rd, but all to be directly under the Chief of Polic An ordinance was suggested. Councilman Lloyd said he believed rules and regulations for the police department should be adopted, rotation in service should be included,as some officers should be · ~ 14 years without change of hours. Councilman Ratto Oelieved an examination'held to determ fitness for the position. CouncilL~an Boido was of the opinion that a resolution should be adopted defining the name of the position and the duties to be performed by the person in charge of the men. After considerable discussion it was decided to have the city attorney dr up an ordinance covering the matter. Miss Clifford & Mrs.Walker~invited the councilmen to a meeting of the Library Board about 8;30 o'clock, Monday evening,_ay 2~th,19,0.In~itation Ac There being no further business before the board Councilman Eloyd moved to adjourn till Monday evening, ~ay~2Vth, 1940,at V o'clock p.m. The motion was seconded by councilman Ratto and regularly carried.
