CITY OF SOUTH SAN FRANCISCO, HELD MONDAY,
JUNE l~TH,1940.
The regular meeting of the city council of the City of South San Franciso was held in the
City Hall Monday evening, June 17th,1940.
The meeting was called to order at 8 o'clock P.M. By Mayor George W.Holston.
ROLL CALL.
Roll call found all members of the council present, as follows;-
Councilmen V.Boido, George ~V.Holston, Reese Lloyd, D.W.Ratto, Rod Tibbetts.
The minutes of the previous meeting were ~e~fl. There being no errors or omissions they were
Approved as read.
A communication was received from the Pacific Gas &. Electric Company requesting permission
to extend their 2' gas main in the nort~erly sidewalk area of Cirmle Court west of Eucalyptus Ave.
to supply six new residences. Referred to Councilman Tibbetts~ and granted.
Two communications were received from Earl R.Potter,secretary of committee in charge of ded-~
icating the new United States Postoffice on June 29 next asking for financial assistance to de~ray
part of the expenses of the program committee, and asking that the streets be decorated a few d~ys
ahead of the celebration. Postmaster Quinlan appeared for the committee and urged that the city
assist in some manner in a financial way. It was suggested that the city could pay for some of the
iSems of expense, up to ~fifty (~$S0) dollars. Councilman Tibbetts moved that the city take this
course, and that the city be decorated for the occasion as reque~ted.The motion was seconded by
Councilman Boido and regularly carried.
Pacif~ic Coast Ouilding Officials Conference submitted a statement in the amount of $~0 for
dues in the Conference ending June ~0,1941, stating that the by-laws and constitution had been
amended by the Executive Committee and the present Active membership eliminated. On motion by
councilman Ratto, secomded by councilman Tibbetts and regularly carried the new menmership was taken
~aising the dues from $10 per annum to$80. City attorney Coleberd will ~raft the necessary ordinance.
Ethel Hennessy and Katheriae Kerlee were granted a· hotel license to operate a hotel at ~9
Bayshore Highway.
San Francisco Peninsula Incorporated submitted a request to the city to take another years
advertisement in their community advertising, and made an offering to accept SVS0 for the 1940-
1941 program. The matter was laid over for consideration.
A communication was received from the Railroad Commission of the ~tate of ~alifonia stating
a conference of of the commission will be held in San Jose Auditorium on Friday, June ~l,at 9;8C
A.M. and hear matters pertaining to gas rates or service affecting $®~- communities, and if the
~ity of South San Francisco had such conditions a representative of the city should attend the
session and speak for his community. Mayor Holston asked if anyone knew of any complaints . ~±here
were none and the communication was filed.
A communication was receive~ from the planning commission of this' city recommending that
a children's playground be established on property at the west end of Grand Avenue belonging
to the local school distriot~ that the city council contact the school board for permission and
the cost of equipment and installation to be borne by the City of South San Francisco..The communi-
cation was accepted and contact will ~e made with the school 'ooard in the matter.
In another communication from the city planning commission the propsed"Southwood Subdivision
on the west side of E1 Camino Real was approved with l~ recommendations for the city council to
act upon. The matter will be taken up Thursday evening,June 20, at an informal meeting at V o'
clock P.M~ and further action taken up at an adjourned regular meeting on the same evening at 8
o'clock P.M.
Southern Pacific Company answered the city's letter of request to abate certain mosquitoe
nuisances along their property by filling in spots and laying oil in stagnant pools, saying they
are placing oil in the various places mentioned and would be pleased to fill in the holes if the
city had some material that could be used for filling in purposes. Communication filed.
An application for a music studio license with the privilege of canvassing the city for pupils
was received from the National Institue of ~usic,Los Angeles, California, On motion by Councilman
H~tto,seconded by co,mcilman Beido and regularly carried the license was granted subject to the
approval of the Chief. of Police.
Acommunication was received from H.H.Smith,Chairman of the Board of Supervisors of San Ma~eo
County , by Mayor George W.Holston ,inviting the Mayor and cit~ council to a meeting of a get-to-
gether organization by the city officials,cities and county ,press association,school officials,
Patriotic and Fraternal orgamizations,etc to meet with the Board of Supervisors Tuesday June 18, at
ll o'clock A.M, for the bebeftts and best interests of the county as a whole. Mayor ~olston staoed
he would attend and invited the other city councilman to be in attendance.
A petition signed by 61 persons of the e~ty requested the cit~~ council to establish a ch£1d-
ren's ~Playground on school p~operty in the western end of the city, if consent from the school
board can be secured. Petition accepted and the matter will be taken up with the schoo~ board
and a report will be submitted to the cit~ council Thursday evening,June ~0, ~,~ ~
The report of the cit,b' treasurer for the month ending May 31,1949, was received from T~easur~r
Ed.P.Kauffmann, and on motion by councilman Lloyd,seconded by councilman Botdo, accepted.
ORDINANCE NO.
An ordiNance entitled "AN ORDINANCE CREATING T~iE OFFICES OF CAPTAIN OF POLICE,LIEUTENANT 07
POLICE, AND SERGEANT OF POLICE IN THE CIT~' OF SOUTH SAN FRANCISCO AND PRESCRIBING THE DUTIES
OF EACH 0F SUCH 0FFICEHS~ was introduced by councilman Bgido, had its first title reading and was
laid over to come up again at the next meeting of the council.
This being the date set for the opening of bids for the construction of an addition~to th~
library,councilman Hatto moved that the bids be opened. The motion was seconded by councilman
Boido and regularly carried. Previous to motion to open bids Con~ractor D.J.Daley asked for a .
postponment to allow some local contractors to bid, who had not had time to prepare their bids.
Councilman Lloyd was in favor of giving the local men further time to submit their bids, but ths
bidders, supported by the architect did not agree to a postponement and he withdrew his motion.
Five bids were submitted,as follows$- H.H.Larsom $25,~2I'.00, Carrico & Gautier $25,564,
Peter Sartorio.$29,900, G.W.Willi~ms $24,978., Emil Person, $23,535. For the purpose of
checking up the various items and alternate numbers , deductions,additions,etc, it was decided to
postpone the awarding of the contract, and Thursday evening at @ o'clock P.M was set for f~rther
consideration of the bids at an adjourned meeting.
Secretary Walker of the Planning Commission reported the commission had not sufficient tim~
to consider the application of the S~uto Cristo Society for permission to construct a picnic grounds
and celebrations headquarters on ~lecE 14 amd a portion of Block 13 in Town of ~aden, but stated
the matter would be given consideration at the next meeting of the Commiasio~.
Application was made by Senn'& Kay to construct a fireproof building at a cost of $V300 on
Lot 1V. Block 140. Moved by councilman Lloyd thet the permit be granted. The motion was seconded
