HomeMy WebLinkAboutMinutes 1940-07-01REGULAR MEETING OF THE CITY COUNCIL OF THE CITk' OF SOUTH S~N FRANCISCO HELD MONDAY,JULY 1,1940. The regular meeting of the City Council of the City of South San Francisco was held in the City Hall Monday,July 1,19~0. The meeting was called to order at 8 o'clock p.m. by Mayor George W.Holston. Roll Call. Roll call found all members of the council present, as follows;- Councilmen,N. Boido, George W.Holston, Reese Lloyd, D.W.Ratto,.Rod Tibbetts. The minutes of the three previous meetings were read. There being no errors or omissions,they. were approved as read. Application was made by the Pacific Gas & Electric Company for permission to install gas mains in Paradise Valley. Referred to Councilmen Tibbetts and the desired permission granted. A communication was received from the Tanforan Company stating that as a portion of their property is within the city limits of South San Francisco they would like to avail themselves of the protection of the local Fire Department by having the department respond to all calls in conn- ection with their property. Fire chief Welte explained the city would be obliged to do that, as far as their property in the city limits is concerned, but this city would respond to fires on their other property only when the call came in from the chief, as has been the custom and agree- ment between the two cities. The city clerk was requested to answer the communication explain- lng the working agreement between San Bruno and South San ~ancisco. In re the complaint of Joe and Lillian Walker against the Macco Construction Company for damages alleged to have been done to one of their buildings by the blasting of the companN, Mac,~o Brothers Co,replied to the city's letter requesting them to investigate the complaint,stating thief field of operations was too far away from the Walker property to have caused any damage, but was requesting the indemnity company to investigate the matter further and notify the city what steps they are taking to make a settlement of the complaint. The San Bruno Mushroom Co. requested that a refund of taxes be made them on the ground they i~ave sold their holdings for approximately half of the ~ssessed value. After an opinion by city attorney Coleberd Councilman Lloyd moved the request be fited,; and so ordered. A statement was received by Mayor Holston from the local census supervisor,Mr. Harlan C. Southerland of Santa Cruz. The result of the canvass showed an increase of the 1950 census of 2V6. All councilmen believed the preliminary estimate was far too low. Secretary Hardy of the Chamber of Commerce stated the building records show ~§~ units built in the ten years , and the ~ clerk's office showed a registration of 5~4 voters in April 1940 as compared with 198S in 19~0. Various methods were suggested to secure the right figures of population. The clerk was instrucied to write Mr. Southerland for information as to the method used by the government in arriving at the figures submitted. United Parcel Service wrote a communication to the council stating they are paying a state ~ vehicle license to Sacramento and felt they are entitled to a return of the fee paid South S~ .' ~ Francisco under the Statutes of 1959, section 2,.of Chapter 1098. Referred to city attorney . ~ Coleberd. South San Francisco Chamber of Commerce submitted a communication suggesting that the city donate $500 to the S.F.P.I, advertising campaign and $~00 t~.e t~.e So.S.F.Chamber of Commerce for advertising campaign purposes. The re~ests were laid over for consideration. Ted Pretzer asked to be placed on the mont~.ly list of labomers.0n motion by councilman Lloyd seconded by councilman Boido and regularly carried the commmnication was ordered filed. A communication was received from the S0.S.F.Ptanning Commission requesting that a sign indicating "BLIND STREET" be placed at the entrance to Third Lane at Orange Avenue, the lane ending at the school grounds. Referred to the clerk and street committee. The monthl~ reports of the Building Inspector,Fire Chief, Health 0fficer,cttv Jud~e~ Cb!cf of Police, Poundkeeper and ~ity Clerk for the month ending June 30,1~0, were next submitted.~ · Councilman Ratto moved ~he reports be received and accepted. Recorded in Book of Ordinances Vol. ~,~t page 290~ Under the head of Unfinished business engineer Marshall Stated tke oaden Imp.Club.0.K.'d the proposed picnic grounds on blocks 13 and 14. Clarlie Lema was advised to confer with the Planning commission for their consideration. Councilman Boido inquired from the engineer what could be done with the streets in Baden. Mr. Marshall said it woul~ take about ~1800 to place the streets in good shape. City attorney Coleberd was instructed to prepare papers to call for bids.Referring to the pro- posed sidewalks on ~ayshore city attorney Coleberd stated Mr. Ptanca could sublet the contract to a responsible contractor if he wished to. Mr. Camaretti was approved by the engineer as a cap- a~le man,and he will probably take the contract. ~eferring to the sinking of a well and installing a pump in Orange avenue Park, advised b2 councilman Tibbetts, city attorney Coleberd was instructed to draw up'the necessary papers calling for bids.. Engineer Marshall was authorized to construct a barbecue pit in Orange Avenue for the August 14th,celebration.
