OF THE CITY' OF SOUTH SAN FRANCISCO, HELD MONDAY AUGUST 5TH,1940/
The re~ular meeting of the cit~ counQil of the City of South San Francisco was held in
City Hall, ~nday evenin~i, August 5th,1940/
The meeting was called to order at 8 o'clock P.~. by Mayor George W.Holston.
Roll Call.
Roll call found all members of the council present,as follows;-
Councilmen,V.Boido,Oeorge N.Holston,
Reese Lloyd,
D.W.Ratto,
Rod Tibbetts.
The minutes of the previous meeting were read. There being no errors or omissiens thel
were approved, as read.
A communication was received from Postmater QUinlan req~esting the city to supply and
all signs directing.persons to the location of the new postoffice, and also ~sked pe~mission
install a deoository mail box, anchoring the same to tLe sidewalk,directly in front of the.ent
to the new federal building. Permission was granted to imstall and. anchor the depository mail
box,under the direction of the chief of police, but a~ to the city installing signs of direct~
the city counoil felt that the federal government s~Lould attend to suc~ things.
A communication was received from Gordon ~owe Company announcing that they would a~
sit in with t~e citF council budget making ti~e for the usual fee of $~5. The communicatio:
was ordered accepted and ordered filed, with the statement that the company representative mi~
attend the session, but without charge to the cit~.
The South San ?rancisco Chamber of Commerce recommended tt~at the city place lighted Sig:

A communication from the Enterprise requested the~..city t~i~take a full page add represe~
South San PTancisco in its issue describing the launching of~th~ first ship built here since
First World War, on AugUst 8,next. On motion by councilman Boido, seconded b~~ councilman Tibb~
and regularly carried, the subscription was taken. The amount for the full page was stated to
American Homes Inc., asked that the cit~, pass a resolution pertaini~ to the proposed a~
tion of a tract of land called Southwood,mentioning five general points he wished included, c¢
lng the sewer ri?hts,~:izes of lots,st?sets, sidewalks,zones,etc., City attorneF Coleberd stat
a resolution or motion he belived not necessary, that annexation had been granted, but the mat
could be given further consideration at the next ~eeting, if the council so desired.
A communication was received LFrom the League of California Cities requesting the city t¢
the cit?~ council and other members of the qit~. gover~ent to ~: San Diego for the 19~0 conv~
tion. Councilman Reese Lloyd believed these meeting are of great value to city goverments an(
as many as possible should attend, the city to pay expenses as usual for many years. All tol~
it appeared about seven city officials would attend the convention.
The city library board requested the city council to meet with them either on August 8~
or 14th at any ii, our the cit~ mifk, t set to discuss budget. The city accepted the invitation an¢
the ho~r at V p.m.at their next meetins:1.
A communication was received from the State Board of health requesting the city to send
Health Officer to the San Diego convention. Communication placed on file.
Request was made to the cit~ to send the Chief of Police to tl~e International Associati
Chiefs of Police convention at Milwaukee,Sept.9 to l~. Communication filed. I Hall,
Alfred Fambrini reqUested permission to hold a wedding dance in Fraternal, Sept.V,1940,
when open house will be held. Councilman Tibbetts moved permi~..ion be granted.The motion was
seconded by Councilman Boido and regularly carried.
Southern Pacific Company replied to the city's letter requesting them to place warning
lights at least 300 on each side of the Tanforan crossing of their tracks, acknowledging haviz
received the same. Communication ordered filed.
Chief of Police ~elloni appointed Clarence George Laugt~lin and Fred Brown special police
officers. Councilman Boido moved tt_e appointments be confirmed, at no expense of tt:e cit~,. Thc
motion was seconded b2 Councilman Tibbetts and regularly carried.

endmng July 31,1940 were accepted on motion by Councilman Lloyd and seconded by Councilman Bcd
The State Compensation Insurance f~nd submitted a copy of the insurance of Contractor
Person, wLich is for $50,000 oneperson and $100,000 for one accident. Accepted.
This being the date set for the opening of bids to paint certain portions of the city h~
~ouncilmsn Lloyd moved that the bids be opened. The motiQn was seconded by Councilman Ratto
.~egularly carried. The following bids were then opened;-

The bids of those not attaching certified checks were considered out. Councilman Lloyd mc
zhat the certified,,checks of the very high bidders, Baldini,Friedman and Raphael Company be
returned. The motion was seconded by Councilman BeiGe and regularly carried. The bids taken un
advisement are Minucciani & Bertollozzi and Deeme~ · Deemer.
Dnder the head of unfinishad business City Attorney Coleberd reported he was lookin~
up the claim of the United Parcel. ComPany for the refund of $11,O0 vehicle license money.
Under the head of new business City Engineer Marshall reported he believed Contractc
Csmaeatti would take over the construction of the sidewalks on the Bayshore Highway in the Pec
Lots subdivision,untaken b~ S.Pis.ncs, stating he was a first class man. This was agreeable tc
city-council.
Councilman Ratto suggested this would be an opportune time to contact the Federal
government and make requests to dredge the Western Pipe and Steel Company's canal in view of t
possible continuation of building war and other ships. The matter was given favorable conside~
by the city council, and Judge Hardy, manager of the Chamber of Commerce, was requested to get
in touch with the war department and make the request, and also for Redwood ~.City and other pc

Mayor Holston instructed the Cit~~ Clerk to write the California Water Service Compa~

calling for a $1.00 flat water rate for all departments of the city and the school department.
Councilman Lloyd stated it was time to do something about the removal of the rails and wires
and poles from Grand Avenue~ He stated the company should be ~ordered to take up the rails and p
pave the spaces and cover with aspPhaltum, and the wires to be strung in the alleys. The clerk
was instructed to write the Market Street Railway to this effect.

There being no further business before the board Councilman Lloyd moved to adjourn until
