A regularly adjourned meeting of the city council of the city of South San Francisco was held in the city ahll, Nonday evening, August 28, 1940. The meeting was called to order at 8:00 o'clock p. m. by Mayor Geo. W.. Holston Roll call found all members of the council ~present as follows: Councilmen V. Boido, Rod Tibbetts, Geo. W. Holston, D. ~. Ratto, Reese Lloyd The minutes of the meeting of August 19, 1940 were read. or omissions they were approved as read. There being no errors A communication was received from the State Compensation Ins~rance Fund stating they were enclosing a check for $V95.61 ret~rn premimu under the 19~B-39 insurance policy. The cormmun~cation was ordered filed. A communcation was received from td~e Sociedad Mutualista Mexicana, "Morelos" Inc. asking permission to ~ive a concert at the Grand Avenue School Auditorium and a dance at Fraternal Ha~l on Saturday, September 14, 1940 from 8 p. m. to ~.A.M. On motion duly made and carried the request was granted. A communication was also received from this society inviting the City Co~mcilmen to the Concert on the 14th of September. The comunication was ordered filed. A commvmication was received from Henry Gutterson, Architect for the Library Addition~ also two change order sheets to be si&uaed by the city council, one order for the change in the location of the storeroom and the othe~ asking for authorization to use stamped aluminum vents instead of cast lattice aluminum vents. The City Clerk was instructed to answer the communication advising Mr. Gutterson that proper fire insurance had been placed on the library addition; also that City Engineer Marshall would take care of the clogzed sub-soil drains.~ Regarding the letting of contracts for pair~ing, tiling, ~lass and llnole~u~, ~r. Michael ~,~inuccianl appeared before the council and stated that he had not been asked for a bid for painting~ but would like to place a bid. The city clerk was instr~cted to write Mr.'.~utterson that there were painting, tile setting and linoleum contractors in South San Fran- cisco, and all things being equal, the contract should be let locally. There being no glazier here the Board felt it was alright to seek outside bids on this work. The change order changing the type of vents was referred to Engineer Marshall. Councilman Boido introduced a resolution of the c~.ty of South~an ± rancisco author- izing the changing of the location of the library storeroom. The resolution was ._ ~ ~. City Engineer called attention to the need of a retaining wall on three sides of the library~ and that in back it should be at least ~ feet high. The city Council felt that the city could do this work themselves. 0RI)INANCE #209 Au ordinance of the City of South San Francisco approving the annexation of South- wood Addition to the City of So~£h San Francisco, had its second reading and was adopted as an ordinance of the City of South San Francisco by the follow~ng vote: Ayes, Councilmen V. Recorded in Book of Ordinance Vol. 2 at pages ~92~ Before voting yes on this ordinance, Councilman Tibbetts said he thought that since the American Homes Inc. was turning the streets over to the city they should do the same with the wells on the property. City Attorney advised the council that this ordinance covered the annexation of this territory to South San Francisco and matters pertaining to the wells, etc. could be considered when the map of~ the sub- division was introduced~ CounciLman Tibbetts was satisfied with this explanation. Councilman Tibbetts said the Boy ~%couts would like to hold a meeting in the Council Chambers, Wednesday evening AuCust 2~th. There being no objection the permis~bn was grant ed. Mayor Holston congratulated C~ty Attorney Coleberd on being elected President of the Peninsula League of California ~!ties~ at the meeting of the Lea~uue held at the Benjamin ~ranklin Hotel, San ~.~ateo, A~gust 22, 19 dO. He reported a very fine meeting was held. City Engineer Marshall reported On the condition of the roadway near the Orange Avenue Crossing. He said the roa~hr~aster for the railroad company is going to raise the tracks four or five inches and it would be well for the city to bring the roadway up to grade, thereby eliminating the existing hump. He said the cost ~o~ld be about ~$0.00. The ~ounc~l ~ao aoreeable to havin~ this work done City Engineer Marshall reported that Fred Whelen of Peck's Lots said that he would take the contract for constr~cting the sidewalk on ~ayshqre 7~ighway between Chapman and Armour Avenues~ ~t that he had not reported foz~ t~e job as yet. Mr. ~fcNellis addressed the council and asked if something could be done soon as there is a need for a sidewalk in this location. '~ The traffic ordinance was discussed but was laid over for further consideration. Councilman Tibbetts brought up the need of three lights, one on Baden, Parkway and Eucalyptus. Engineer ~l~arshal! said about four lights should be placed in the Paradise Valley Subdivision where homes are now being built. Councilman Tibbetts was instructed to have this work done. Chief of Police Belloni reported on the pigeon nui~'ance and said pigeons were housed at 318 Railroad Avenue, but could find nothing out of order. The matter was lald over for a report from Health Officer ~gc~,~ills. Chief of Police Balloni reported timt the AAA do no make signs~to be used in desig- nating the Post Office Building. He was instructed to ct~eck with some company with a view of obtaining them. Engineer Marshall reported that the I~aple Avenue Recreation Hall was repaired and~ in condition to be re-opened. The letting of the contract for the painting of the city hall was laid over to the next meeting. There appearing no further business Oounci!man Lloyd moved to adjourn to the ~ext regular meeting Tuesday evening, September ~, !9~0.
