HomeMy WebLinkAboutMinutes 1940-09-23164 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO,HELD MONDAY,SEPTEMBER 25, 1940. The regular meeting of the city council of the City of South San Francisco was held in the Cit~ Hall, Monday evening, September 23,1940. The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston. Roll Call. Roll call found all members of the council present, as follows;- Councilmen. V.Boido, George· W.Holston, Reese Lloyd, D.W.Ratto,Rod Ttbbetts. A communication was received from Henry H.Gutterson, Library Architect, stating it was time now to make preparations for the desi~n and manufacture of the special fixtures necesz~ary for the Fluorescent lighting between the book~ stacks in the new library room. He suggested working through one of the San Francisco fixture houses and a local electrician. The amount allowed under the s~ect- fications is $400. He asked the board's approval to have designs made and and bids submitted for the work. The matter was referred to Engineer ~arshall,Pacheco Electric and Mr. Gutterson. In another communication from Ur. Gutterson regarding the finish hardware for the librar~~ · he stated that with the approval of the~City council he planned to handle the hardware through the South City Lumber and Supply Company or any otb. er local company~ the board might suggest. The Council,on motion by Councilman Ratto , seconded by Councilman Boido and regularly carriec~/, ordered the materials to be purchased through the South City Lumber & Supply Co.,in tt~e ~um~ of ~ho-~e~-~e-e~a~®~-~o-~e $~00 including tax ,according to the contract allowance.. ~ Pacific~ ~as~& Electric~ Company requested permission to extend their main in Arden Avenue~ North of Hillside Boulevard, a distance of approximately 2~0'. Referred to COuncilman TibbettS and the,desired permission granted. Communications from the International Asspciation of Fire Chiefs recomlnended the formation of local Civil. Defense Divisions under the executive supervision of the · respective ranking municipal, officials. Communication filed. A communication was received from JudEe L.G.Hardy,Chairman of the loc~al recreation com~nitte~e urging the city council to attend the joint meeting of th~ various recreational bodies of the county at San Carlos, September 30th,at 8 P.M. Communication Filed. Hartford Fire Insurance Company supplied the city with a record s~id coverage of the Board of Cit~~ Councilman of the City of South SaD Francisco and contractor Emil Person, in the construc- tion of the new wing to the city library. Jno B'.Skeggs,District Engineer of the Dfwision of Highways,NO.~4, submitted s statement showin? the amount of the S~tate's expenditures in the City of South San Francisco for the fiscal year ending June 30,1940~ to be $~56V.83. Communication' accepted and placed on file. J.J.Jordan Superintendent of SouthnPacific Company, replied to th-~ city's letter of July requesting that advance warning signals be placed and installed 300~ifeet on both sides of the Linden Avenue crossing north of Tanforan Avenue, stating the reflector type of signals are now in- stalled. Communication filed. A communication was rece~ved from Cole Bros.Circus , stating the~- would not show in South San Francisco on account of the inconvenience in transportation, and thanked the city council for their consideration. The Cit~~ Clerk was instructed to return their check. A petition of V5 names of persons liv. ing in PecX's Subdiviosion requested the city council to construct a sidewalk on Bayshore between Armour and Chapman Avenues, as agreed upon by all the property owners fronting the west side of this street~ to have the~same completed before the winter rains begin. Mayor Holston explained this was the hird petition'?ame in for th~s work, that the contractor to whom the work was awarded failed to post bonds and gave up the work, that the city has been trying to get someone to take the contract over, and would take the matter up at the next meeting of the city council. The monthly reports of the City Librarian and Cit~~ Treasurer for the month ending August 31 ,1940 were submitted,and on motion by Councilman Tibbetts,seconded by Councilman Boido and regularly carried, accepted. The matter of letting the contract for painting the exterior of the C~ty Hall and certain rooms inside, was brought to the attention of the council. The too lowest responsible bidders, Minnucciani & Beetolozzi and Deemer & Deemer were considered. Councilmen Ratto and Lloyd believed the local firm should be given the preference. But as there was a difference of $193 in the bids Councilman Boido, Sotston and Tibbetts believed there might be a tazpayer's complaint if awarde¢~ to the higher bidder. Accordingly Councilman Boido introdueed a resolution ~f the City VCouncil of the City of South San Francisco awarding the contract to D~emenr & Deemer at the price laid down in their bi~ $934.00. The resolution was adopted fey the votes of all the members of the city council,as follows;- Ayes, Councilmen, V.Boido, George W.Holston,Reese %loyd, D.W.Ratto,Rod Tibbetts. RESOLUTION NO.~?9 MR.G.W.Williams~L ~, of the proposed Southwood territory to be annexed to t~e City of South San Francisco,appeared before the council and requested that annemation proceeding be completed as 'soon as possible and easements be acquired from the City of San Francisco to construct high~'ays · ver certain San Francisco Water Works propert~ in the territory of Southwood. City attorney COleberd explained that the expiration date of the annexation .~roceedings would be 12 M.Wednesday the 25~ and the State would be requested to grant a certificate immediately afterwards~ for the annexation. Accordingly councilman Tibbetts introduced a resolution of the City Councilor the City of South San Francisco requesting the City of San Francisco to convey to the City of South San Frar.cisco an easement to construct highways over certain parts of t~eir water works property in Southwood. The resolution was adopted by the votes of all the members of the board, as follows;- Ayes, Councilmen, V.Boido,George W.Holston,Heese Llo~d,D.W.Ratto,Rod Tibbetts. Noes, Councilmen,None. The resolution was adopted by the votes of all the members of the City Council, as follows;- Ayes, Councilmen, V.Boido, George W.Holston, Reese Lloyd, D.W.Ratto, Rod Tibbetts. Noes, Councilmen,None. Councilman Ratto introduced a resolution of the City Council of the City of South San Francisco. requesting the City of San Francisco to grant an easement to the City of South San Francisco for highway purposes over their water works property in the district of Southwood, which is to be annexed to the 0ity of South San Francisco. The resolution waa adopted by the votes of all the members of the city council,as follows;- Ayes, Councilmen, V.Boido,George W.Holston,Reese Llo~d,D.W.Ratto,Rod Tibbetts. Noes, Councilmen,None. Councilman Ratto stated Mrs. Johnson told him Inspector Welte satdshe could spend ~3000 on the reconstruction and then tol her she could no~. Inspector Welte stated he did not say so. Nra Johnson _now stated she would make no change outside, and would build 4 apartments an estimated cost of $~000. Councilman Lloyd moved the permit be granted. Councilman Lloyd moved the permit be ~Eranted. %he motion was seconded by Councilman Tibbetts and regularly carried.. Emilio Cortesi appeared before the council and described deplorable and unsanitary conditions along Bavshore Highway on the west side,especially at Peck's Lots and the almost -complete distruction of the children's playground on Braden Avenue~ together with filth and ~bsanitary conditions. Na~or Holston stated it was the first complaint come to the notice of city since he took office and wondered why the city was'n notified before. The police depart was instructed ~to look after the culprits doing damage to the Peck's Lots Playground, and t~ street committee Would look after the sidewalks ~nd fronts of lots from Grand Avenue to Randc A~enue,which ~r.cortest stated were in bad and unsightly condition.
