OF THE CITY OF SOUTH SAN FRANCISCO, HELD
MONDAY, OCTOBER VTH,1940.
The regular meeting of the city council of the City of South San Francisco was held in th
City Hall Monday evening, October Vt~,1940.
The meeting was calleA to order at 8 o'clock P.M. by Mayor George W.Holston.
ROLL CALL.
Roll call found all members of the council present,as follows;-
Councilmen, V.Boido, George W.Holston, Reese Lloyd,D.W.Ratto, Rod Tibbetts.
The minutes of the previous meeting were read. There being no errors or omissions they
were approved as read.
A communication was received from G.Carl Weller,District Superintendent So.San Francisco
Unified School District, requesting permission to again use the Council Chambers and the Jud
Chambers for the Forum under direction of the High. School. Councilman Lloyd moved the desir
permission be granted. The motion was seconded by Councilman Boido and regularly carried.
The application for a license b~ Pete M.Petroff to move Fertilizer, by selling same, from
the P.G.Co's property, was laid over till next meeting to give Mr. Petroff the opportunity to
amend his application by stating he wishes to move the amount on the ground now, after which
the license ceases to exist.
Louisa Cattaneo applied for a restaurant license to operate the Pelligrini Place,Yl3
Grand Avenue. On motion by Councilman Ratto,seconded by Councilman Lloyd and regularly carri
the application was granted.
Joe Fernandez,il§ Grand Avenue , submitted a statement requesting the city council to
grant a restaurant license to Pablo Salcedo,'who is buying his interests in the place. On
motion by Councilman Ratto,seconded by 8ouncilman Boido and regularly carried the transfer
was agreed to.
Pacific Gas & Electric Company applied for permission to extend a 2" main in Circle Cou
West of EucalyptUs,a distance of 90 feet,to supply three new customers. Referred to Councilm
Tibbetts, and the desiPed permission granted.
Henry H.Gutterson, architect of the new addition to the library, submitted a statement t
the council showing the amout of cost to install the north retaining wall,etc. Referred to
engineer Marshall.
J.~.Cuddy of Cuddy MotorM applied for a license to opeEate a used car business on the
Danfield Lots 19 and 20, Block B,Peck's Subdivision, ll01 Bayshore Highway, having the conse
in writing of the owners. Councilman Ratto moved that the license be granted. The motian was
ded by Councilman Lloyd and regularly carried.
Al'Russo applied for the privilege of selling'pop, etc ,in 0Pange Avenue Park when bas
season i~ on,and on other occasiqns, agreeing to keep the grounds clean and free from ~ottle
and offered to pay the sum of $1 a year to bind the agreement. Permission granted.
Ma~or Edmonds of the U.S.Selective Draft aske~ for the use of the council chambers fc
Friday a~ternoon October ll,at 2 o'clock P.M. to give instructions to members of the pEicnct
board wh6 will serve on the 16th October. Councilman Lloyd moved the desired permissio~ be
granted. The motion was seconded by Councilman Tibbetts and regularly carried.
President Louis Cozza of the Northside ~axpayers Protective Association submitted a
statemen~ charging that numerous dogs are following people in that district,barking an~ ~ett
too clos~ to their legs. Mayor Holston stated that the matter was being taken care o2 and
there wo~ld be fewer dogs seen on the streets.
A.~.Mott,Director of Valuations~State Board of Equalization,replied to the ci~ assess
letter o~ complaint that~the/~tue~ef~u~i~ties was reduced by approximately $50,000, while
values of private property in South San Francisco showed a gain of approximately $145,Q00.
He ~tated that if he had made the appraisal sooner in the year there would be a still
er reduction. Communication filed.
Segretar2 of State of California, Paul Peek ,returned ~a, certificate certifying tha~
copy of grdinance 209 of the City of South San Francisco approving the ~annexation of uninha~
territory, Southwood,to South San Francisco,had been filed in his office, and that the ordi~
was duly'certified to by the City Clerk as to the date of passage, etc, by the city council
the City'of South San Francisco. Certificate placed on file with the Southwood annexation
proceedings.
Hartford Fire Insurance Company ~ubmitted table of costs,~nd explanations regarding
8 point i~surance on city b~ilers in the qity hall,air tanks,hot water tanks, cast inon ho~
water suplpl2 boilers and cast ~ron steam boilers. Referred to Councilman Ratto for inves~
gation.
FoUr application~for the position of city policemen were ~eceived, but not read. The·
applicatibn~will be taken up at a later date.
Th~ monthly reports of the City Treasurer, Building Inspector, Fire Chief,City Judge,
Chief of $olice, City~ Health bfficer, ~oundkeeper and ~ity Clerk for the month ending ~epte

A humber of Tavern owners appeared before the city council recommending, that am ordir
be enacte~ permitting the operation of' pin-ball in places wher~ no minors are alloweA, the
operation'of the machines .to be solely for the amusement of the patrons of the various esta~
ments, with no ghmbling of any sort allowed. A1 R~sso spoke for the passage of the propose
were approved as read.

measure, ~aying some sort of entertainment of a harmless nature where there are no minors, wo'
an attraction to the places.Tom Kay was of the same opinion, stating' that man~tles are usi:
machines of the kind proposed,under amended ordinances, prohibiting gambling. Ti:at San Francisco has
a monoply of the busi~.ess at present,many people going frow here to play. Mayor Holston was not so
sure it would be fair to other stores, such as drug stores,candy stores and ~he like,wher~ children
do congregate. Councilman Ratto questioned the legality of such an ordinance, which might be termed
a monopoly. City attorney Coleberd advised that a copy of the proposed ordinance be procured,.
and also a CoPy of the San Francisco ordinance, so that a study could be made of both. The Association
was instructed to bring iu a rough draft of the ordinance tkey propose at the next meeting of
the city council,Monday,OCtober 14,1940,~ at 8 o'clock P.M., together with the San Francisco :~
ordinance.
Mr. U.Lucchesi appeared before the council and requested in the interestof business ' i
that all trucks be made to unload and load their wares in the lanes behind their stores, that
many machines park way over the hour, keeping~ customers from getting a parking place for their
cars, injuring business extensively, and requested the city council to order all truck drivers
and store keepers to unload and load in the lanes henceforth. Nayor Holston suggested that the
police department leave notices in the trucks for the drivers to use the lanes in the r~ar of
the Grand Avenue stores,and also notify the storekeepers to co-operate in clearing Grand Avenue
of all trucks.No motion was made to carr~, out the suggestion, and nothing further was accomplished.
Councilman Llov~ stated the diagonal parking ~s at present is illegal, the parallel parking
ordinance not hav~ng~been amended to allow of the a~le system. It was explained by Mayor HoUston
that ~he present arrangement was a trial to see if the residents and shoppers could get better ~
service by this t~pe of parking. Also that if it is satisfactory the ordinance can easily be
amended to make it law. Virtually all persons present favored the present diagonal or angle style
of parking which gives them backward access to the street instead of being blocked in by double
parkers.
Citizen Thomas Kay brought up the subject of widening Grand Avenue by cutting off several ~
feet from the sidewalks. The suggestion was well received by the councilmen and the business men
present. Councilman Lloyd suggested to Mr. Kay to petition the board with the signatures of 50%
of the property owners and the work could be done.
Chief of Police Belloni was instructed to make a drive against parking overtime in the blocks
affected, ihe matter will be given further consideration by the city council at an informal
meeting to be held during the week.gn motion by Councilman Lloyd 4~69'.~1 was transferred from Library Bui~

The claims having b~en audited by the finance committee councilman Tibbetts moved they
be paid. The motion was seconded by Councilman Boido and regularly carried. Carl Welte appli,
for a permit to make alterations in his place of business in the amount of $200.Permission gral
There being no fUrther business before the board councilman Lloyd moved to adjourn until
Monday, October 14th,1940~ at 8 o'clock P.M. The motion was seconded by councilman Ratto and
