CITY OF SOUTH SAN FRANCISCO, HELD MONDAY,
OCTOBER MIST,1940.
The regular meeting of the City Council of the City of South San Francisco was held in the
City Hall Monday evening,October ~1,1940.
The meeting was called ~o order at 8 o'clock p.m. by Mayor George W.Holston.
ROLL CALL.
Roll call fOund all members of the council present,as follows;-
Councilmen, V.Boido,George W.Holston,Reese Lloyd, D.W.Ratto, Rod Tibbetts.
The minutes of the two previous meetings were read. There being no errors or omissions thel
were approve6 as read.
A communication was received from the 0ranse ~ark Tennis Club stating that the nets are
in a very bad condition and should be repaired or"twins nets the same a~ the high school uses,
be installed. ~'oved by councilman Ratto seconded by councilman Tibbetts and regularly carried,
that the nets be repaired.
A communication was received from Mr. PYJ.Shaw, ueneral Manager of the South. San francisco
Land & Improvement Companyasking the city if they wished to accept a deed to a portion of
Industrial Way from the land co,and if not to return the sa~e for their records. Councilm~an
Ratto moved that the deed be returned,unaccepted. The motion was seconded by Councilman Lloyd
and regularly carried.
A bid in the sum of $1~0 was submitted by Murphy Bros. of Oakland to make some repairs and
doing certain plaster work in the library building. On recommendation of city engineer Marshall
Building Inspector Welte will call for additional bids on the proposed work.
A communication was received from Mr. P.J.Shaw,General Manager of the So.S.F.Land ~ Imp.co.
calling attention to the city council of the use of the dumping grounds by outside individuals~
and requesting that if any other persons request the use of the grounds the request be submitt~
to his company. Councilman Ratto stated there is no record in the city that the use of the
dumping grounds was requested from the city, and matterm of the character should be submitted
'to the full board for consideration. Engineer Marshall explained that the stump company offere(
the sum of $1.00 a stump for the placing of 14V in the ground~and paid that sum for the privil
ege to the city.

Pete M.Petroff amended his request for a license to sell and haul away certain fertilizer
from the land of the Rac. Gas & El. co., by stating he wished to use the license for the sale (
the present amount of manure of the P.G.& E land,after which he would cancel the license.
Councilman Lloyd moved that the license be granted. The motion was seconded by Councilman Ratt(
and regularly carried.
Sociedad Mutualista Mexicana "~oreles" applied for a permit to hold a Holloween Ball in
Fraternal Hall on Saturday evening,October ~6th,next,from 8 p.~. to ~ a.m. Moved by Councilma~
Lloyd that the permit be granted. The motion was seconded by Councilman Boido and regularly ca~
ied.
A claim in the sum of $51~2.85 against the City of South San Francisco and certain city
officials of this city was made by Steve Mori on behalf of Aldo Mori,a minor, who,it was claim~
fell from a city building in Orange Avenue Park,injuring himself. On motion by Copncilman
Tibbetts,seconded by Councilman Boido and regularly carried, the claim was rejected~ and the
City Clerk instructed to so notify the insurance comPany.
~awrence~Wallace, clerk in the office of the Chief of Police, presented his resignation to
the'city council in writing. On motion by Councilman Ratto, seconded by councilman Lloyd and
regularly the resignation was accepted, it was agreed by cit~ council on the advice of the Citl
attorney t~at twenty days pay was due ~r. Wallace.
Three applications were filed for the position left vacant in the police .chief's office by
resignation of Mr. Wallace. They were;- Miss Louise Rostoni,Ernest J.Mirata, Arthur Rodondi~
ApDlications laid over and ordered filed.
Chas Benton, Secretary of Local 389,Construction and General ~aborers of San ~ateo C ounty,U~
submitted a list of wages to be paid on all building construction projects in S~n ~ateo County~
effective on and s£ter November 1,1940,and requested the city council to adopt these new wage
~nd s~m~ b~e~.~.ame.whe~.Lealling for bids on any projects sponsored by the City of South S~n
Francisco. Councilman Lloyd moved the adoption of the wage scale by the City ofSouth San~z
Francisco. The motion was seconded by Councilman Tibbetts and regularly carried. Page ~ REB01
The certificate of appointment of Michael R Lamuth to thee police force of the city, commen~
lng duties Sunday, October ~0,1940, wa~ filed with the city clerk.
Architect Gutterson on the new library addition submitted a list of proposed changes in th~
construction of the addition,and asked for the approval of the city council of the same. Counc~
man Ratto moved that the necessary changes be approved,and the Mayor and Clerk sign the same.
The motion was seconded b~ Councilman Llo~.d and regularly-carried.
The City Planning ConmLission of the City of South San Francisco submitted a copy of a resol
adopted at their meeting of Thursday, October l~,l.~40, approving the ~ap of South wood,Map N(
South San Francisco,California, presented to tDat body, 0c$ober 1~,1940. Communication accept
and ordered filed.
Librarian Edna Broner submitted the monthl~ report of the library's ~perations for the
month ending September 30,1940/ Councilman~Ratto moved that the report be accepted as read. Th~
motion was seconded by Councilman Lloyd and regularly carried.
A copy of a deed from the South San Francisco ~and & Improvement Company to the City of
South San Francisco of ~0 acres of land for park purposes was filed with the ctt~ clerk.
A RESOLUTION N0.~83~
CALLING FOR BIDS FOR AUTOMOBILE FOR FIRE
DEPARTMENT OF THE CIT~ OF SOUTH SAN FRANCISC0~
was introduced by Councilman Lloyd, bids to be opened at 8 o'clock P.M., on Monday,the 4th
day of Novemner, 1940, for a De Soto, six cylinder custom four door sedan,model 1941,painted
Red and fully equipped. The resolution was adopted by the votes of all the members of the b~a~
as follows;-

At.Russo, representing the Tavern Keepers of the city submitted a copy of a'proposed
ordinance regulating the operation of pin-ball. City attorney Coleberd will draft an ordinance
for the inspection of the city council and their Eindings.
The parking problem in the vicinity of the Western Pipe & Steel Works and Ed~rds Wire
Works was brought to the council's attention by Chief of Police Belloni, Fire Chief Welte~
and city engineer Earshall. They visited the Western Pipe'& Steel Company with reference to their
order that machines must park outside. They reported the Livermore company unwilling to allow
the use of their 9 acre field for parking purposes, but were willing to sell the land. They will
confer with Mr. Dehli,president of the Western Pipe on his return from Los Angeles. An ordinance
was suggested to prohibit parking east o~ the Bayshore Highway on Butler Avenue. Some councilEen
favored one line of parallel parking on Butler Avenue,instead of the angle parking system, on one
side of the Avenue, to prevent congestion . After much discussion it wa~ decided to instruct the
city attorney to prepare a rough draft of an ordinance on the subject for the council's considera, o
tion.
Claims in the amount of $8500.60 were next presented to the council for payment;-

The claims having been audited by the finance cozmaittee Councilman Lloyd moved they be
paid. The motion was seconded by Councilman Ratto and regularly carried.
There being no further business before the council,councilman Tibbetts moved to adjeurn
until ~onda~, November 4,1940 at 8 o'clock P.~. The motion was seconded by Councilman Ratto
and regularly carried.
