REGDLAR M~EETING OF TEE CITY COUNCIL OF THE
CITY OF SOUTH SAN FRANCISCO,HELD NONDAY,
NOVENBER 4TE,1940.
The regular meeting of the city council o~the cit~~ of south san francisco was held in the
City Hall,Monday evening, November 4th,1940,
Mayor Holston called the meeting to order at 8 0~.clc6k. P.~.
ROLL CALL.
Roll call found all me~bers of the council present, as follows;-
Councilmen,V.Boido,George W.Holston, Reese Lloyd, D.W.Ratto, Rod Tibbetts.
The mSnutes of the two previous meetings were read. There being no errors or omissions they
were approved as read.
A communication was received from the South San Francisco Unified School District, requesting
the city council to furnish more police Protection, policemen in uniform, at various functions,
school entrences,,the gymnasium, at traffic in front of the high school,at football games,
directing the parking of cars at large functions,circulating on streets,grounds,the door and
interior during three big dances of the year,the grand Avenue Auditorium at school gatherings,
graduations, plays,entertainment~ and a continuance of the service now rendered by the uniformed
officer at Grand ~ ~agnolia. Referred to the chief of police and the police committee.
A communication was received from ~he Presidents of the High School P.T.A.,Grand Avenue.P.T.A.
and the ~artin School P.T.~. protesting against the passage of an~' Pin-Ball ordinance favoring
the game. The communication was ordered placed on file.
Chubbuck Lime Compan? protested to the city council abOut the amount of his personal property
valuation. The co~munication was ordered fi~ed to be taken up by the 8it~ Board of Equalization
at its next meeting.
TH~ E~iTEt~PRISE ANNOUNCED that the usual issue of its INDUSTRIAL PROGRESS EDITION would be
printed on December 4, and requested the cit~ to subscribe for the f~ll ad for the city~ the
price being as usual,~100. After considerable discussion the matter was laid over until the next
meetim~i of the cit~, council.
The ~onthly reports of the p~undkeeper,Chief of Police, City Judge, Building Inspector,Fire
Chief and City Clerk for the month ending October 31,1940 were submitted. Councilman Ratto moved
that the reports be accepted. The motion was seconded by councilman Lloyd and regularly carried.
This being tire date set for the opening of bids for the purchase of a car for the fire chief,
council~an Rattol moved that the bids be opened. The motion w~s seconded by councilman Lloyd a~.d
regularly carried.
There wa~ but one bid submitted~ that of ~ario Volonte. Re bid the sum of ~$1284.V0~ for a 1941
De Soto car ,six cNlinder custom four door Sedan. Councilman Lloyd introduced a resolution of the
City Council of the City of South San Francisco awarding the contract for the new car to ~m~arie
Volonte for the price offered in his bid. The resolution was adopted by the votes of all the members
of the council,as follows;-

Ti~e Claims having been audited by the finance committee Councilman Tib~oetts moved they be
paid. ihe motion was seconded by Co~ncilman Boido and re ularly carried.
Under the head of unfinished business the matter of eight point insurance for boilers,
tanks etc,in the city hall was .laid over for further study.
Referring to a proposed pin-ball ordinance regulating the operation of the same,etc,
City Attorney Coleberd stated he was ready to prepare one suitable to the city council whene
they agreed on the salient features, h~ayor Holston stated that there is nothing a~ainst the
law in operating them the city could pas an ordinance contrlling them. Co~ncilman Ratto thoug
the State's attorney should be asked for an opinion before passing an ordinance legallizing t
City Attorney Coleberd was requested to write the attorney gener~,l fQr an opinion.
The matter of a proposed parking ordinance ,??articularly with reference to the vicinity
the shipb, ards and Edwards Wire Comoanv was t~en u~. ~h~ef of Police Belloni stated the Weste
Pipe and steel company had secured a soot for parking purposes and were now levelling off the
ground. The ordinance as proposed woul~d barparking east of Bayshore Highway on ~utler Avenue.
There were no additional bids to perform some plaster work in the library.
Under the head of new business CouncilEan Boido moved tha~ Augusto Terrangno be promoted
t~e rank of sergeant of police. The motion was seconded Wy Councilman Tibbetts and regularly
carried.
Building Inspector ~elte submitted a plan of the Electric Products Corporation to erect
a sign on the East side of Bayshore Highway opposite Round Chain Co., and one on the west sid
of Bayshore Highway~near Armour, for the So.San Francisco Union Stockyards .There appeared no
objections to the installations.
On recommendation of councilman Ratto a committee was appointed to confer with the So.S.
Land ~ Improvement Company ~?s to the purchase price of ~.~ acres solid ground and 50 acres of
Tide Lands at the beach. Mayor Holston appointed Councilmen Ratto and Tibbetts on the commit
Chief of Police Belloni su~'gested that a pipe line of suitable size be constructed acros
Orange Avenue and the E1 Camino Real ~eal to Southwood for future use ~or signals, etc. Engin
~!iarshall was instructed to attend to the matter. City engineer reported a man w~nted to sec
some sand from Colma creek, in the upper section,a~d the city might make an agreement with hi
~to clear out some of the excess sand further down. he was instructed to confer with the part
again and rrpbrt to the council. ~r. ~ar~hall requested permission to make some roadway i~
rovements to the road in the vicinity of Du Pont Company. ~3ranted.
There being no further Dusiness before the board Councilman ~oido moved to adjourn until
the next regular meeting, Tuesday, November 1~,19~0, The motion was seconded by Councilman ~.

San Francisco,,~held Tuesday, November 4,1940.
Pursuan~to call signed by all the members of the city council of the City of South San
~rancisco, of which the following is a copy;-
"The undersigned'members of the city council of the City of South San Franci.sco hereby
call a special ~et!n~ ~f said city council to be held in the council chamber of the ~ity Hall
of said city on Tm~s. day~ November 1M,1940 at the hour of 8 o'clock P.N., for the purpose of
introducing before said council an ordinance regulatin~ traffic upon the publis streets of the
City or.South San Francisco and giving said ordinance its first reading; and also to esploy a
clerk for the police department of said city; and we hereby waive notice of said meeting and ~
cons~,t to t~Le transaction thereat of all such business as may regularly come before said meeti

Nayor Holston called the meeting to order at 8 o'clock P.M.
ROLL CALL.
Roll call found all members of the council present, as follows;-
Councilmen, V.Boido,George W.Holston,Reese Lloyd, D.W.Ratto, Rod Tibbetts.
The reading of the minutes of the previous meeting was dispensed with.
A proposed ordinance of the City of South San Francisco regulating parking and traffic in
city was submitted and discussed~ and will come up before the council at a later meeting.
Councilman Ratio moved that Arthur Rodondi be aooointed police clerk of the ctty. of Sout
San Francisco. The motion was seconded by councilman ~ibbetts and regularly carried. The ~
salary agreed upon by the council to begin with was $90 per month.
There being no further business before the board Councilman Lloyd ~oved to adjourn until
~onday, .Noven~ber 18,1940, at 8 o'clock P.M. f'he motion was seconded by councilman hatto
