The regular meeting of the city council of the City of South San Francisco was' held in the City ~all Monday evening, January 8,1-J~l. The meeting =as called to order at 8 o'clock P.M. 'by I~{ayor George W.Holston. ROLL CALL. Roll call found all members of the council present,as follows,- Councilmen, V.Boido,George W.Holston, Reese Lloyd, D.W.Ratto,Rod Tibbetts. The minutes of the two previ'ous meetings were read. Mayor Holston wished the minutes corrected to read that it was he who asked Chief of Police ~elloni to have the white line repainted on Grand Avenue, and that he coUnted 8§ stumps in the dumps, only. So ordered and the minutes wore then adopted. Notices were received from the State Board of Equalization of the change of owenership of Ca?lo Ferrario to ~arlo Ferrario and V.Pariant, Industrial ~otel,~O~ Cypress Avenue,and of applications for on sale distilled spirits and on sale beer & wine licenses from the parties,and if the city had any objections to the issuance of the same. There were none· The Moon Raiders Club of South San Francisco applied for a permit to hold a dance On February l~,l:J41. Councilman Ratio moved that the permit be granted. The motion was seconded by councilma.u Tibbetts and regularly carried. Pacific Gas & Electric Company requested permission to extend their ~" gas main in Magnolia Ave. north of Miller a distance of approximately D$'.Referred to councilman Tibbetts ~ud the desired permission granted. A communication from city engineer Marshall stated the sidewalk that existed in front of lo~$ l~ and 15, Block 4,High School Park has settled or~ been broken up by truck crossing, and that a total of ~.~ feet of five foot sld~walk would De reo~uired to replace the olc] one,and the same would cost $§0.00. As tothe, liability of the city tel makethe repairs there was a doubt and the matter was referred to City Attorney for an opinion. The city engineer received a letter from County EngineerLGrant on the 8oil Conservation sub- ject,stating that CCC officials had inspected an old hotel at'Granada,near .'~alf Moon Bay, and had heard the inspectors O'K'd the place for a~ ~ manCCC camp, and that. they will begin work on the soil erosion in t~ne northern part of the county in tae near future. Communication ordered filed. Referring to the unsanitary situation near the United.~ckin.',_ o Company's plant Engineer marshall submitted a written statement regarding the overflow of manure onto Grand Avenue in t-~at vicinity, saying it is serious at this time. He stated there is no foundation for the claim of Mr. Freeman that the grading of the hill north of his property changed the runoff of the storm wa~er. Councilman Lloyd declared the condition deplorable,and moved that action be taken to abate the alleged nuisance. City ~ttornev Coleberd was instructed to beg~n actionmat once· In another connnunication city engineer ~1arshall stated ne had receiveda phone call from Mr. Jack Williams ~e~arding the propositio< of having atract of land owned 'by the Flood Estate, now occupied by the ~artinelli hog ranch~ annexed to the City of South San Francisco as a sub- division. He stated Mr. Williams would be in some day to meet with ti~e city council. Comm~ica~ion filed· A communication was ~eceived from Mr.P.J. Shaw, General ~anager of the South San Francisco Land & Improvement Company with reference to the city's dumping grounds. The ground,he stated, is owned in Fee Title by his company, and the City of South San 2rancisco is permitted by agree- ment to use the grounds for garbage dumping only, and any other use the property might be put ~o would be by t~e consent of t~'~e South San Francisco ~and & Improvement Company, and any money re:- eived from its use would belong the the company. Mr;. Shaw stated,however, that the $1~7 collected for the dumping of stumps from San Bruno could be retained by the city for whatever use needed in helping in the development of the community. Conmuunication ordered filed· A communication was received from the P~cific .Gas & Electric ~o., stating that the requests of the city in the city's letter of September'for the installation of new street lights in various sections of the city had been complied with. Cormmunication accepted. Bids for furnishing gasoline to the city for 1-J&l were received and submitted. Y, ayor li~olston announce~hat the library contract situation would be taken up. Architect Gutterson of ti?~.e library spoke for the acceptance of the work, stating he understood the City Engineer and City Building Inspector were satisfied with it. ~embers of the council stated sever- al item~ were not yet completed and acceptance would not be granted until all parties were in aE- geement on the work. City Attorney Coleberd stated there was but one contractor to contend with who would be required to fulfill all items of the contract before a settlement would be made. A resolution to pay $~00 on account to ~. Person, stipulating expressl~ that the payment does not constitue acceptance of the work done by Mr. Person by t~e City of Sout~ San Francisco nor by any officer of the city, w:*~s introduced by Councilman Lloyd, and adopted by the following vote;- Aues, Councilmen, V.Boido, George W.Hotston,Reese Lloyd, D.W.Ratto,Rod Tibbetts. The monthly reports of the pouadkeeper, City Judge,Chief of Police,City Treasttrer,Fire C~ief, Building Inspec~or, Oity Olerk for the month ending December $1,were received and accepted. The Building Inspector and City Enginee~ submitted an annual report showing the activit'~es in their departments for the calendar year January to December l~&O, which were accepted. Building Inspector Welte requested that house numbers be designated on Orange Avenue frcm' Railroad Avenue westerly and from Orange Avenue northerly from Railroad. City attorney Cole~erd was instructed to draw ap a' resolution to that effect. Councilman Hatt~ suggested that the city take some action at the earliest possible opportunity in getting the government interested in deep. ening and widening the channel at Western Pipe & Steel Company's plant for harbor purposes. Judge ~ardy stated he had seen Mr. Shaw of the land company about the matter some time ago,and would try again· Lo,an Franklin of the Enterprise stated the to secure the deep water service, and would help in any way. ~ime is ripe now for another ~ffor~ mayor ,Holston appointed a committee consisting of City attorney Coleb~erd and Councilman Ratto to ae~ il. seouging,action on the development of the channel. The claims having been audited by the finmoe committee Councilman Tibbetts moved they be paid, The motion was seconded by Councilman Boido and regularly carried. Mayor Holston asked if any person wished to say anything before adjournment. Councilman Ratto, referring to the annual report of the city engineer, stated tills was the first time one had been submi· t~at our previous engineer had filed regular monthly.reports. He stated he did not have time previous to the meeting to study it carefully, but had noticed several large items , which are not construction-costs,such as street sweeping, cleaning of sewers and equipment, that if these and other items were deducted from the total amount of the report filed, the city's engineering department is costing over §0%,whereas under the former engineer for seven years doing approximately $6~0~000 worth of construction work, the' engineering cost was less than 8~. He stated Mr. Marshall was doing outside work while drawing a salary from the city, that his interests seemed not to be for the city, as evidenced by the misunderstanding regarding the dumping of stumps in the city garbage dump. He critized ~he street workmanship done in Los Ceritos,Butler Road, South Linden Avenus,Grange Avenue, Paradise Valley Streets and sanitary sewer, and stated Randolph Avenue was graded only with rolled rock and that the same is bein~ washed apart. ~ie recommended that the city ,.,ge~i~ ,D t~e street equipment and go back to the old system of engineering. He also stated the e~gtneer did not watch the library construction properly. Mr. Marshall stated in his reply that in his opinion the library job?~was~;bhe, only~, ~ : serious t?ing mentioned by Councilman Hatto. He said what happened could not have been otherwise and defended the construction of the Paradise Valley roads and the repairs of the streets in Los Ceretos,saying the repairs were made with birds eye rock and naturally would wash away some in heavy rainey weather~ There being no further business before the board Councilman Lloyd moved to adjourn until Monday, January 20,19~l,at 8 o'clock P.M.
