The regular meeting of the city council of the city of ~outfz 8an ~rancisco~ was held in the City Hall Monday evening, January 20th, 1941. The meeting was called to order at 8 o'clock P.M. by ~ayor George W.Holston.~ ROLL CALL. Roll found all members of the council present,as follows;- Councilmen V.Boido,George W.Holston,Heese Lloyd,D.W.Ratto,Rod Tibbetts. The minutes of the previous, meeting were read. There being no errors or omissions they were approved as read. A communication was receive~ from l~ayor Vertin of Los Gatos anno~ncing the date of the next meeting of the Peninsula Eeague of California Cities as Thu~sday, January ~0,1B41, at Hoover Hall,Burlingame,at 6;Z0 o'clock P.M., and asked how many city officials of this city would attend. Seven officials anno.unced their willingness to be in attendance and the city clerk was instructed to so inform the secretary of the league. The city councilmen received an invitatiom £n~a/the~Chairman of the ~1artin Primary P.T.~ Miss ~ladys Rozzi,to attend the~r meeting on Tuesday, January 21, at 2 o'clock P.m, to hear a talk on the subject "Recreation in the home and in ~he community"' Mayor Holston asked all councilmen to attend who could find the time. Fire Chief Welte submitted the ns~mes of ~arl Rinehart and Virgil Ullery for promotion to the rank of Captain in the Call Forces of the fire department to fill vacancies existing th, ~Councilman Lloyd moved the appointments be confirmed. The motion was seconded by councilman betts and regularly carried. Chief of Police Belloni submitted the name of A.C.Johnson for appointment as special police officer. Councilman Ratto moved the appointment be confirmend. The motion was seconded by councilman Boido and regularly carried. The ~nterprise Foundry notified the city that they have changed their name to "ENTERPR ENGINE & FOUNDRY C0~PANY". Communication accepted and filed. ~enry H. Gutterson, library architect on the new addition to the~city's library, submitte, a request fo~ the city's acceptance of the work,~tating the library has been occupied about t~ weeks and the work is completed. According to some of the library trustees and city councilmen there are~many details yet uncompleted. City attorney Coleberd stated ths~t while anything is undone it is not complete,and advised that a complete acceptance should not be granted until al defects ~ave been rectified. After much discussion it was decided to hold an adjourned meetl on the subject Wednesday evening, January 22,1J~l, at ?;j0 o'clock P.~. In a communication to the council Chief of Police Belloni advised that Officer Bildhaue. reported off duty sick on the fifteenth of December, l~0, and will be confined to his home for ~some time and unable to work. Communication ordered filed. Acme Lumber Company, owners of lots on Baden Avenue in Block 1Al requested the city to close up the ally~in said block. The Clock is bounded on the north by Baden Avenue,on the east by Cypress Avenue, on the west Oy Linden Avenue and on the south by C~ommercial Avenue. The ally runs through the block from east to west. City attorney Cole~erd' stated the ally had not been abandoned by t~e city. Co~mcilman Lloyd advised that the matter be laid over until an in- vestigation could be had and the matter tsd~en up at the next meeting of the council/ A communication was received from th~ Central ~abor Council of San ~ateo County reques that in t~e event the city adopts 'an anti-picketing ordinance drafted to peevent sabotage and interference with our prepardness program, there is incorporated in such ordinance a clause to protect to rights of workingmen and women of the city should employers pnscrnpulously~ de_fi peaceful "LOITERING" as Anti~Picketing. ~otice was received from t~ ~tate Board of Equalization that a transfer was desired fr Rinaldo ~.~artini ~nda name not l~gible , of their 0N SALE beer and wine and on Sale Distilled s~irits licenses at 21~ Lux Avende ~to 2ames ~icolopulos and John i~archi. CouncilmanTio~etts introduced a resolution of the City Council of the City of South San Francisc~ amending resolution No.V89,awarding a contract to Belli ~otor Co., So t~at the sum o money to be paid said Belli ~otor company for a Buick car is ~100G.01. The resolution was adopted by the votes of all the members of the city co~ as follows;- Ayes, Councilmen, V.Boido,George W.Holston,Reese Lloyd, D.W.Ratto,Rod Tibbetts. The motion was seconded by councilman Boido and regularly carried. Under the head of unfinished business City Attorney 3oleberd stated there is no liability by the city to replace a sidewalk in front of lots 12 and 13 in block 4, High School Park, on ~aple Avenue. Mr ~arshall stated he had not,but ~ir. Shaw had recently secured permissian from the C~ocker estate to run ditches there. Councilman Boido remarked that Councilman Ratto was continually picking at the engineer, and should wait till the proper time comes to tske action. Referring to applications for the police department Chief of Police ~olloni stated the examinations held for the positions of police officer in Berkeley would hardly apply to positions of the same kind in South San Francisco for the reason that on ';he Berkeley force candidates will not be accepted over 30 years of age. In reply to a que~tion by ~ermann Scampini Council man Boido stated no maximun age limit had been placed on candidates for the police force in South San Francisco. Those interested could secure application blanks from the chief of police. Before closin~ of 'the meeting the Paradise '¢alley Subdivision construction was again criticized by Councilman ~atto who stated he thoughtthe work was poorly done, and t~ae streets washing away. Mr.~.~arshall replied stating "I thought you would think so". The engineer remarked to councilman Ratto,"I see that your frie~d Kneese has collected $10,000 for engineering services at Daly City since June,t~:is year~'. ~.Heated ~alk was indulged in till Councilman Tibbetts moved to adjourn until Nednesday evening, January 22,1J41,at 7;30 o'clock P.'~.The motion was ~econded by 3ouncilman Boido and regularly carried.
