The regularlmeetinF of the city council of the 6ity of South San Francisco was held in the City Hall,Monday evening, February 3,1941. The meeting was called to order at 8 o'clock P.~.~. by l'~ayor George W.tolston. ROLL CALL. Roll call found ~ll members of tl~e co~mcil present,s follows;- Cou~cilmen, V.Botdo,George W.holston,Reese Lloyd,D. W.Ratto.Rod Tibbetts. The minutes of the three previous meetings were read. '±here being no errors or omissions the~~ were aoproved a~ read.~ An application f~r a business license to operate a parking station and restuarant at the northwest corner of Parcel 8,'J~one F, and construct a building 8xlV feet and one 18 x ~4 feet received from John W~Rice. Referred to the health officer. A communication was received from B.Carl Weller, Superint, endent of the South San Francisco Unified School Distr!~t~ reeuested the use of the Council Char~bers in the city hall for Forum di~-cussions Wednesda~ February 1~,1941, Wedne?day l~arch lO~,1941, Wednesday April 1~,194~ and Wednesda~ ~ay 14,194~,the general topic to be America's Defense. Councilman Lloyd moved th. request be granted. ~±he motion was mseconded by Councilman Tibbetts and regularly carried. The American Improvement Club~of South San Francisco submitted a statement calling attenti~ to the city co~ncil to t?e Public Health Administration of ~an Mateo County, indicating that the City of South San Francisco could have the use of count~ health inspection free and welfar~ service as well, by Joining the cov, nty service. Laid over for consideration. ~ihe American Improvement Club of South San /raucisco called the councilmen's attention to the traffic conditions at Swifet Avenue at the S.P. Depot,stating that between ~he hours 8;~0 o'clock P.~. a very hazardous condition prevails owin? to the crowds of mack~nes and oers tryln~ to cross the tracks,without~prope~ police protection .~'~any cars were stalled inside the gates at various times according to ~en La ~ar and Councilman Tibbetts. ~;~a~or ~olston stated ti W~ite lines should b~ replaced. ~'Chie~ of Police ~'~elloni stated Chief Engineer ~arshall now has · . . ~ ~'~ ~ . charge of t]~is work.~ Referring to a~d~t~.onal signals a~ crossings at outlet Avenue~cmty attor~ Coleberd was instructed to write the Sta~e Yighway Commission requesting the desired installat Eu~enio ~affaef,of the Delasco i!~ieOn S~.~n Co, offered to take care of the ~eon signs of city,four in number, for the sum of ~$1§.00 a month. ~om~nication ordered filed. Chief of Polic~ 'Belloni submitted the name of John W.Rice for appointment as watchman, soecial deputy oolic~man,at the We~tern Pive ~ Steel Company. Co~mbilman Ratto moved the appoi~ m~nt be c$~firm~d. The motion was seconded by Co~ncil~an Eloyd and regularly carried. Fire Chief A1 Welte requested leave of absence from~the state for a short visit ti Seatt On motion by councilman Lloyd, seconde~~ by co~ncilman Ratto and reg~larly carried the reqoest was ~ranted. Asa OneY was Granted permission ~ license to operate the horman t~otel. The monthly reports ,of the poundkeeper, Chief of Police, City Judge,City 'ireasurer, ~eal Officer and City Clerk for the month endin~ J~nuary $1,1!~41 were received, and on motion.by Councilman Lloyd, seconded by Councilman ~oido arid regularly carried were accepted as read. In the matter of the acceptance of the li~rarF addition job l~ir. Gutterson believed that all requirements had been attended to exceot the ~ov~ng of the piller and radiator, and the replaster~ng of t~'e walls, bel!eving tt'.ese were not included in ~] e contract~as to 'th~'? posit of the piller and radiator, the quality of t! e plastering being a separate matter. Councilman Ratto contended the roof was not rif-[ht,i:~olding more t'~an an inch of water,and m~st be remedied before he would vote to accept. ~'~r.~erson said he wes on the roof and did not see ~uch water. ayor ~[olston Councilmen boido and Tibbetts tbou?'t the roof was O.K.
