THE CITY OF SOUTH SAN FRANCISCO,HEI. D
MONDAY, AUGUST 4TH,1941.
The regular meeting of the city council of the City of South San Francisco was held in the
City Hall, Monday evening, August 4,1941.
The meeting was called to order at 8 otclock P.M. by Mayor George W.Holston.
Roll CAll.
Roll call found all councilmen present, as follows;-
Councilmen, V.Boido, George W.Holston, Reese Lloyd, D.W'Ratto, Rod Tibbetts.
The minutes of the three previous meetings were read. There being no errors er omissions
they were approved as read.
Before the business of the evening begm Mayor Holston recognized the new city health effice~
Dr. Charles C.Gans. Dr. Gans addressed the board and audience, thanked the city for reqquesting
the county's assistance in taking care of health mmtters and introduced the various heads of the
r.umerous departments under his contrel~ all of whom rose to the call of their names.
Mr. harding, engineer of the State Highway Commission was next recognized,and ~xi~laind in
detail and with maps the workings of a proposed new freeway for the south and north ends of the
city, the south end to be taken care of first/ Mr. Harding requested that a resolution be adopt~
by the city consenting te close certain streets, relocate others and the. construction necessitat~
by the advent of the new system. Councilman Boido introduced a resolution of the city council
of the City of South San Francisco consenting to the proposed improvement, the cost of which is
to be paid by the S~ate of California. The resolution was adopted by the votes of all tho
members of the city council, as follows;-
Ayes, Councilmen, V.Boido,George W.Holston, Reese Lloyd, D.W.Ratto, Rod Tibbetts.
Noes, Councilmen,None. Absent, Councilmen,None. Attest Daniel McSweeney.

An application for a Buffet Business License for the Steel Bowl was received from Sam Mille
345 Grand Avenue. Councilman Boido moved the license be gr~nted. The motion was seconded by court
man Ratto and regularl~ carried. Mr. Miller had made application to the State Board of Equaliz-
ation for an on sale beer license previously. The State Board of Equalization submitted a copy
of the application for the city council's consideration. Protests against granting a beer licens
to any person in the 400 block on ~rand Avenue were filed by A.Sani of the firm of Sani ~. Lucche
Andrew Hynding! and others. Councilman Lloyd believed this block should be kept clear ef obJec
ionable places and moved the city clerk be instructed te wire the Liquor Administrator, George
M.Stout,of the State Beard of Equalization, requesting that no license~be granted to Mr. Sam
Miller for tt~e place indicated. The motion was seconded by Councilman Boido and regularly carrie
A communication was received from the Underwriters of the Pacific, calling the city's
attention to the forthcoming convention of the Pacific Coast Association of Fire Chiefs to be
held in Reno on September 8,9 and 10, and requesting that the city Fire Chief be sent to the
Conference. The matter will be brought up at the next meeting of the board.
Zacific Gas & Electric Company applied for permission te extend their 3" gas main in Fair-
way Drive,240 feet,to suppl~ five resodences~and te extend their 2" gas main in Orange AvenueN.o
Commercial Avenue 120feet,and their 2" gas main in Parkway W.of ~irch Street 275 feet. referred
Councilman Tibbetts and the desired permission granted.
A check was received from City Engineer U.S.Marshall for gasoline for May,June and July in
~he sum of $15.81. Accepted.
A communication was received from the Women's Club asking if it would be possible for the
city truck to pick up rubbish such as garden prunings oneea week at a certain given points.
Councilman Ratte stated this practice would interfere with tie garbagemen's duties and beco~
~ nuisance em the streets. City attorney Coleberd stated there is an ordinance against the sa~

Mfs.Edna Munson applied, for a business licorice to operate a rooming house in the Curtiss
plac®, ~1 Gran~ Avenue. Permit granted.
An application was made by Charles Iago for the position of Recreation Director, if the ci~
should establish such a pesitiem. Communication ordered filed.
A communication and map were received from the market Street Railway Company showing and
describing certain poles used jointly by the City of South San Francisco and the Pacific Gas
electric Company, five in number, and grants to the City of South San Francisc~ 1D ether poles
shown in red ink on the map. Building Imspector Welts stated he checked the poles as offered,
and the city accepted them and instructed the city clerk to write the company a letter ef accept
A communication from the facific Coast Building Officials Conference requested the city
~o send their .building inspector to the next annual conference at Santa ~arbara, September ~0 t
~o October ~,1~41. Communication ordered filed.
S.K.Robbins, Chairman ef the South San Francisco Recreatiem Commission submitted his resig~
~ion,stating that owing to increased duty he would be unable to properly attend te the work. Hi~
resigmatien was not accepted,and,after all councilmen, city'officials and Mrs. Margaret Weller,
· Vice-Chairma~ of the commission, made special requests to him to remain at his post he reconsid~
and withdrew his resignation. Mr. Robbins stated the next meeting of the commission would b~
held on T~esday evening, August ~,at V;~0 o'clock P.M. and invited the councilmen to attemd.

A report was received from city engineer Marshall stating that American Homes,Inc.,had
completed the sewers,curbs, gutters and paving ef streets in Seuthwoed in accordance with the
mgreed plans and specifications and recommended the acceptance of the work by the city. He
stated that the paving of Southwood Drive, the extension of First Street,west of 101 Highway,
Ls not improved, for the reason that the same will be done when the second subdivision is
undertaken, which will be in the near future. Mr. Williams of the subdivision was on hand and
stated,in answer to a question by Mayor Holston, that work on the second subdivision will be
begum as soon as possible. The city council will visit the work ef subdivision No.1 in the
morning, TuesdaY,August 8,at 10 o'clock A.M. to inspeC~ the premises.~
A report was received from Sanitary Inspector Melvin Schlamm on the applicatien ef Sam
~iller for a a buffet license at ~40 Grand Avenue,stating that Mr. Miller had complied with all
~he regulations required te open such a place. Report accepted.
The monthly reports of the city Judge,Chief of Police,Fire Chief, Building Inspector,
~eeper,City Treasurer, Sanitary Inspector, Health Officer, Housing Inspector and ~ity Clerk for
~he month ending July ~l,lB41 were received. Councilman Ratte moved the reports be acce~ted.

Roy Boerlli , owner of a lot en Maple Avenue appeared before the council and reported that
the sidewalk in front cf his property was broken and in bad condition and requested the city
te have it repaired. Engineer Marshall was instructed to take care of the request and make the
desieed repairs.
Ceunc~lma~ Ratto reported he had been trying to get a meeting with Percy Shaw,
Manager .of the South San Francisco Land & Improvement coml:any with ~ view ta securing
the transfer of the beach property to the city and the Martin School,~&t~cPa~kto the
land and improvement company,ii exchange,and tY~e purchase by the city of certain
lands on the south side of Hillside Boulevard for park purposes in the north end of ~
the city. He asked that the city clerk be instructed to write Mr. Shaw re~esting
that the matter be attended to and the transfers made,.and the~ag~eement of acceptance
made in writing. So ordered.
Councilman Boido called the attention of the council to the need efa small
foot bridge at ~art~n's School for the school children :wossing to the Peck's Lets
slde~ and Paradise Walley. The city engineer was instructed te install ene,.paralleling
the water line flume.
Chief cf Police Belloni was appointed by Mayor Holston,with the approval ef
the council,to represent the City of South San Francisco on the County of San mateo
Vefense Council.
Im the matter of the overflow and backup ef waters in rainy seasons at Bayshore
and Ltndem Avenue Extension,City Engineer Marshall reported he had been in conference
with State highway' officials, including Mr. ~ardtng, who had previously ~': pr~posedthe
_ new freeway system-and stated there is. a good chance to secure state help in remed-
ying the defect at that point.

they be paid. The motion was seconded by councilman Ratto and regularly carried .
There being ne further business before the board councilman Tibbetts ~oved to
adJourn until MondaY evening, August 11,1941, at 8 o'clock P.M. The motion
was seconded by councilman Beido and regularly carried.
