CITY OF SOUTH SAN FRANCISCO,HELD
TUESDAY, SEPTEMBER 2,1941.
The regular meeting of the city council of the City of South San Francisco was held in
~the City Hall, Tuesday, September 2,1941.
The meeting was called to order at @ o'clock P.M. by Mayor George W.Holston.
ROLL CALL.
Roll call found all members of the council present, as follows;
Councilmen,V.Botdo,George ~.Holston,Reese Lloyd, D.W.Ratto,Rod Tibbetts.
The minutes of the two pre~ious meetings were read. There being no errors or omissions
the2 were app~oved as read.
Notice was received from the State Board of Equalization of an application for an on sal,
beer license by Virginia Newray for the location 340 Grand Avenue. This being the location
of the Steel Bowl, for which Sam Miller was previoual2 ~denied a license by the State Board of
Equalization on a protest by this city council, councilman Lloyd moved that the city protest
against the ~ssuance of a license to Virginia Newray. The motion was seconded by councilman
Ratto and regularly carried. The City Clerk was instructed to wire the State Board of equali.
zation, of the city's objection to the license being granted, and a letter confirming the tele~
Notices were also received from the State Board of Equalization of the application of August
Pavam of a transfer of an on sale beer ~ wine licesne from Frank Valentine and August Pavan
to ~ugust Pavan, of the application of Angelina Fernandez,50V BayShore Highway for an Off Sale
Beer ~ ~ine license, and the ~ra~feP~.of an ON SALE Distilled Soirits license from Valentine
& Pavan to August Pavan. There ~ere no objections by the city c~uncil.
South San Francisco Grove of Druids,No.lV1,Hegina Elena Circle, No.9~U.A.0.D.,and San
~ateo~County Druids' Chapter requested the city council to decorate the city with flags and
bunting during the celebration of their Fiesta, September 29,0ctober 3,4, and Sth. Councilman
Lloyd moved that the requests be granted. The motion was seconded by Councilman katto and reg~
ularly carried.
Michael McGee was granted a business license to operate a restaurant-boarding house at
403 Cypress Avenue.
John Ruggiero requested permission to place notices advertising his'business, under doo~
of residences in the city. No objections by the council.
Mayer Tom B.Menk of Sacramento addressed a communication and invitation to the city
officials to attend the annual convention of the League of California Cities at Sacramento,
October 13 to 16, next, assuring the leaguers of much new information and knowledge on all sul
jects pertaining to the management of municipalities, new laws just beginning to operate, otc
Communication accepted and placed on file.
City engineer Marshal submitted an estimate of the cost of removing earth on the north :
of present paving,at $500, and advised that informal b~ids be taken. He stated the playgroun~
on West Grand Avenue woul~ take considerable of the earth for fill.He was instructed by the
council to accept bids for the work~ on motion by councilman Tibbetts,seconded by councilman
Boido and regularly carried,
~ Louis Belloni,Chief of Police,submitted the name of Bert Beck for work as police office~
for ~he Western Pipe & Steel Works. CounciLman Ratto moved the appointment be confirmed. The
motion was~seconded by councilman Lloyd and regularly carried.
A communication was ~eceived from the Railroad Commission of California, inviting'the p~
to participate in their deli~erations on gas & electric rates in this state, in the month of
September, in the Commission Courtroom in the State Building, San Francisco. Communication
accepted and placed on file.
T~ls being the date set for the opening of bids for excavation work in Colma Creek betwe~
0range'Avenu~ B~idge and Linden Avenue ~ridge Councilman Tibbetts moved the bids be opened.
The motion was seconded by councilman Boido and regularly carried. The following bids were

Union Paving company appearing the lowest responsible bidder Councilman Ratto introduced
resolution of the city council ef the City of South San Francisco awarding the contract to sa~
Union Paving Company, at the price named in their bid, seven and one quarter cents per cubic
yard. The resolution was adopted by the votes of all t~e members of the city council,as fell

Councilman Boide introduced a resolution of the city council of the City of South San
isco fixing the tax rate of~the City of South San ~¥ancisce for the fiscal year 1941.42, as
$1.26 for the originally incorporated territory,and $1.24~for the territory annexed to the c!
~arch 13,1916. The resolution was adopted by the votes of all the members of the city coun~
as follows:- Ayes, Councilmen, V.Boido,George W.Holston, Reese Lloyd, D.W. Ratto,Rod Tibb,

RESOLUTION N0.829,INVITING ~URCHASE OF STEEL RAILS.
Councilman Lloyd introduced a resolution of the city council of the City of South San
~isce calling for bids for the purchase of steel rails, on Monday,October 6,1941 at 8 o'clock
in t~e council chambers in the city hall. f~e resolution was adopted by the votes of all the
of the City Council, as follows;-

Poundkeeper, Librarian and City Clerk for the month ending August 31,1941, were received. Coun~
man Boido moved the rep§~ts be accepted as read. The motion was seconded by councilman Lloyd a~
~egularl~ carried. ~
In the matter of the city trading a portion of Martin School Park for certain beach
property with the South San Franc~sco ~and & Improvement Company, the purchase of a new park
sibe on the south side of Hillside Boulevard close to the canyon and an agreement to pay for a
certain amount for street construction in the vicinity, City Attorney Coleberd was instructedto
prepare the necessary papers for the transaction. Mr. Coleberd stated he would confer with City
Engineer ~arshall and secure the legal description of all the items affected.
The city clerk reported the maintenance agreement between the city and the Modern Office
Machine Company, servicing the typewriters in the Clerk!s & Tax Collector's offices,had expired .
He stated the Crowford Try.writing Machine Company had offered to service the two machines for
three years for the sum of $42,V5. City attorney Coleberd reported the G.E.Leverton Company of
Burlingame to be a first clas and reasonable company to trade with. Mayor Holston suggested the
clerk call for figures for service on all the city typewriters for the one and three year periods
with three months service. So ordered.
S.K.Robbins reported applications for supervisor of recreation would be accepted by the
commission at the next meeting of the same.
Heports were made of the breaking of the California Water Service pipes on Grand A~enue
and the flooding of streets. City Engineer Marshall stated the pipe were wrought iron and very old.
Councilman Lloyd stated the pipes should be replaced with ~ast trn pipes the full length of
Grand Avenue. Councilman Ratte moved the water company be notified to replace the old pipes in
Grand Avenue for the full lengti of the street.The motion was seConded by councilman Lloyd and
regularly carried. The city clerk was instructed to so communicate with the water company.
City attorney Coleberd asked a leave of absence from the sate for a period of two weeks.

Mayor Holston announced that the city council would meet on Monday'in an informal meeting
on civil service for the city employees.
The City Clerk was requested to ask tLe Pacific Builder to announe the sale of 100 tons
of steel rails in their next issue.
Claims in the amount of $394A.3~ were next presented to the city council for payment;-

The motion was seconded by councilman Ratto and regularly carried.
There being no further business before the coUncil councilman Lloyd moved to adjourn

seconded by councilman Ratto and regularly carried.
