REGULAR MEETING OF TPLE CITY COUNCIL OF THUg CITY OF
SOUTH SAN FRANCISCO,HELD MONDAY,SEPTEMBER
15,1941.
The regular meeting of the City Council of the City of South San Francisco was held in
the city hall Monday evening, September 15th,1941.
The meeting was called to order at 8 o'clock P.M. _by Mayor George W.Holston.
ROLL CALL.
Roll call found all members of the city council present, as follows;-
Councilmen,V.Boido,George W.Holston, Reese Lloyd, D.W.~atto,Rod Tibbetts.
The minutes of the previous meeting were read. There being no errors or omissions they were
approved as reade
Pacific ~as & Electric Company applied for permission to extend their 2" gas main in "A"
Street south of Second Street,156 feets in "B" Street between 2nd Street and Orange Avenue,70'
and in First Street East of "A" Street a distance of 120 feet,in the Town of Baden. Referred
to Councilman Tibbetts and the'desired, permission granted.
A communication was received from the South San Francisco Grove 171,U.A.0.D. requesting
permission to conduct a 6ircus and Festival from Tuesday, September 30,to October 5th,next.
paying the license fee of $100 for the first day and $50 per day thereafter,a total of ~350~
and requesting the city to give any financial assistance to the event possible. Permissionj
to conduct the circus and festival was granted, but the city is prohibited from giving any
financial assistance, except what might be in the form of advertisement.
Chief of Police Louis Belloni submitted the names ofJJoseph Norton,A.Goodman'and George
R.Walker to be watchman at the Western Pipe & Steel Co. Councilman Tibbetts moved' the aapoi~t-
ments be confirmed. The motion was seconded by councilman Boido and regularly carried.
A petition was received from neighbors of the Cheline *arage on Oayshore Highway complain-
ing of alleged unsanitary conditions in that vicinity and requested the city council to~ have t~e
the matter attended to. Referred to the Board of ~ealth.
A reply was ~eceived from the California Water Service Company to the city's letter
requesting them to install n~w cast irom pipes on Grand Avenue for the full length of the street,
saying they had already had the subject in mind and would start with the first unit of the prO-
gram as soon as materials were available. Communication accepted. Engineer Marshall explained
that he was in conference with the water company on tile subject, that it was agreed two .lines Would
b laid, and advised that they be placed about two feet from the property lines, on each side
of the st~'eet.
S.K.Robbins submitted an estimate of the sum of $~.00 with which to purchase stamps for
the department of recreation. Councilman Tibbetts moved the amount be given the commission. THe
motion was seconded by councilman Boido and regularly carried.
An application for a business license to open a Duck Pin Bowling Alley on the Frank Giffr~~
property , 2~0 Grand Avenue~ having a lease from Mr. Giffra for the store. Councilman Tibbetts
moved the license be granted.The motion was seconded by Boido and regularly carried.
Acommunication was;received from the coroner's office of San mateo County, enclosing a cop~~
of a verdict rendered by a Jury on the death of Byron George Goodwin, who was kil&ed at 0range·
Avenue crossing ~ugust 12,1~l~ stating that the jury recommended that the Mmrket Street Railrad
Company slow down their cars to lS miles, per hour at this crossing and that an arterial stop sign
be placed on each side of the crossing, neferred to Chief of Police Belloni.

Sociedad Mutualista ~exicana , ~0RELOS .,INC., asked permission to hold a dance in Fraternal
~all Saturday evening, September 15, and a Concert in Grammar School Auditorium on the same dat~ .
The applications were granted.
Crowford TypewriterlCo~pany submitted a bid to service six city machines for $*~ per yea~
for quarterly service, and $12~.~§rf0r~three years for quarterly service, and gave the name of
County Recorder Clark Rice for reference. The City Clerk was instructed to confer with ~r. Rice.
regarding the company's efficiency.
S.K.Robbins & Laura Sellick. chairman and secretary, respectively of the local recreatio~
commission submitted a statement to the city council asking them if they will pay the sum of
417S per month for a qualified Hecreation Superintendent, and the sum of $S000 for the other ~alaries
and expenditures of the commission. After long discussion it was agreed to pay the ~17~ a month
asked for and the sum of ~$~000 allowed for a tentative budget to carry on the work of the comm-~
issiO~, with an expression that if the city had fairly good luck the ~S000 suggested might be
available. In another co~mmunication the commission asked that~ the expanse of a public steno-~
grapher be paid by the city on occasions when much amount of work is to be done, such as the
Lolding of examinations for recreational superintendent, etc. This request was also granted by
the city.
City Treasurer Ed.P.Kauffmann asked for a leave of absence of three weeks to leave the
State of California on a vacation. Leave granted.
The Steel Organizing commiittee a~ked for a ~ermit to hold a private dance ~f members
only of Local ~inion No.1O09 at Fraternal ~all, Saturday evening, September 20,15~1, until 2 A.M
permission granted.
The State Board of Equalization acknowledged the receipt.of t~e city's telegram protest
ing the granting of an on sale beer license to Virginia Newray,340 Grand Avenue,stating a hear
ing will be provi~ied in the event that the district 6ffice '~ does not recommend the d~nial of
the license to Virginia ~ewray.
Notice was received by the city council from the State Board of Equalization that the
application of Sam Miller , 340 Grand Avenue,for an "on sale beer" license at that location h~d
been denied. Accepted and filed.
City engineer Marshall submitted a statement to the council to the effect tha~ he had~
taken up with county engineer Grant ~the matter of paving the 16 foot wide strip of roadway that
will require paving on the north side of Killside Ooulevard between the east line of Arden Av~hue
and the west line of Linden Avenue,if concrete curb and gutter and sidewalk are constructed in that
area, and that Mr. Grant ctated that the county will at their own expense,grade and pav~ the pa~
of the street be~Meen the curb and tt.e existing strip of pavement. Com~munication acce.~.ted ~nd~iled.
C.F.Wissler ~ Sons applied for a permafit to construct a garage building on the north side
of Baden Avenue on lots 6 and 7, in block 140, to use wooden supports and trussing in the cons~
ruction on account of the shortage of iron. Taken under consideration and laid over till the neet
meeting of the council.
Pacific ~as ~ Electric Company advised the city council that five new street lights were
installed in Southwood Subdivision,as requested, and also eight new lights in Paradis Valley.
Statement ordered filed.
The monthly reports of Inspector Schlaam and City Treasurer Ed.P.Kauff~ann, for the month
ending August 31,1941 were submitted and accepted as read. ·

An ordinance entitled "AN ORDINANCE OF TBiE CITY OF SOUTH S~N FRANCISCO
CREATING AND ESTABLISHING A PERSOHI~L SYSTEM FOR THIS CITY" was
and in First Street East of "A" Street a distance of 120 feet,in the Town of Baden. Referred
to Councilman Tibbetts and the desired-permission granted.
A communication was received from the South San Francisco Grove 1V1,U.A.0.D. requesting

introduced by councilman Boido, and laid over till the next regular meeting.
'City engineer Marshell was auth. orized to open a street into Circle Court as far as the
railroad tracks, while arrangements are being made f~r the crossing.
Engineer Marshall Suggested a meeting Monday evening next to adopt plans and specifi-
cations and ~a~l for bids to bituminize east Q~and Avenue, the rock base being mostly
completed.
C~uncilman Boido announced that the probationary period of six months of Officer Frank
Bertuccelli is served and moved that his salary be raised to the regular officer's salary,
$1V5 per month, commencing September 1,1941. The motion was seconded by Councilman Tibbetts
and regularly carried.

There being no further business before the board Councilman Boido moved to adjourn
until Monday, September 22,1941, at 8 o'clock P.M. The motion was seconded by councilman
Tibbetts and regularly carried.
