The regular meeting of the city council of the City of South San Francisco was tJ~eld in t City Hall, ~onday,October6th,1945. The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston. ROLL CALL. Roll call found the folloWing members of the council present, Councilmen,V,Boido,George W.Holston, Reese Lloyd, D.W.Ratto. Absent, Councilman,Rod Tibbetts. The minutes of the two previous meetings were read. Tiere being no errors or omissions the~ were approved as read. An a~plication was received from ~attan Manufacturing Company for a license to manufact Coating paper at 1~8 South Linden Avenue. On motion by councilman Boido,seconded by councilm Reese Lloyd and regularly carried the desired permit was granted. In a communication Mrs.Horace A.Wald stated the water pressure in t~er household and grou is so low there is barely sufficient water for use~ for households in the vicinity,muc less for gardening and fire protection. The city clerk was instructed to write the company request them to meet with the city council and engineer in the near Future to confer on the and also the improvement of the water sRstem in general,especially on Grand Avenue. A communication was received from the SO.S.F.Chamber of Commerce asking for a report of ~ request made for new roads in the city,and which request was referred to city engineer ~ars! The clerk was instructed to reply stating the city would get a round to the matter in due t~ Mayor Holston suggested that bids be opened for the pavement of east Grand Avenue.Council Boido moved the bids be opened. The resolution was adopt~ the votes of ail the members of the council present, as follows;- Ayes, Councilmen,V.soido, George W.Holston, Reese Lloyd,D.W.Ratto. Noes, Councilmen,None. Leoni ~usic Studio applied for permission to hold an Italian Show in Fraternal Hall,Sund~ October 12~l~41, with admission at 40cents. Councilman Ratto. moved the desired permit be granted, at the usual business license rate,V10. The motion was seconded by councilman Boi( and regularly carried. Crawford Typewriter Company submitted a bid to service the city's four machines for ~V~5( each,Ruar~er~2~service,~ ~ or'~ $30.00 per year for the four, and $85.50 for the three 2eAr term. On recommendation by the clerk the one ~ear period was agreed upon for the service~ A com~unibation was received from the local Chamber of Commerce stating there was a nuis~ existin2 on Seventh Lane~ and requested tie cit~ to have t?.e same abated. Health Inspectoh Schlaam stated he had already been at the place complained of and had the yards and chicken situation taken care of. Bethleham~Steel Corporation submitted a bid of ~14.50, open ~id, for the steel rails t~k~ from ~rand AVenue, for the long ton of ~40#1bs. iiere were no other bidders. A communication was' received from Louis Stocklmetr stating that plans and specificatio~ for the constructio of Poetsch ~.~ Peterson's new tannery builsings were submitted to buildi~ Inspector Welte, and wished to know if an2 additional details were required to be submitted the ~ouncil before a permanent permit is issued. There appeared none and the coumunication ordered plac~d on file. Swi£t and~Company replied to th~ city's letter of September ~3,1~41 requesting them to construction'of a new Livestock Runway across Grand Avenue until an investigation could be statir~ that~ an agreement ~ad been reached with the cit~ engineer to proceed with the work originally planned, with certain changes required b~ the city engineer to be made. Communi~ ordered ftle~. Pacific Gas ~ Electric requested permission to extend their 2" and 3" gas mains in Fairw~ Drive north bf Enoll Circle,Southwood for 4~5 and 4~0 feet respectively~ and~ in Tamarack La~ for approximately 200 feet. Hferrred to Councilman Tibbetts~ and the ~esired permissions gr~ A petitio~ was received from 30 ~ersons living on Juniper Avenue and vicinity protestihg against noi~es allegedly made b~ members attending meetings, of the GLAD ~IDINGS CHURCH at Juniper Aven~e. A considerable number of citizens,residents and taxom~ers appeared before~ t! council and ~trongl~ protested against the-performanc~s~beingLLaltbwedi~to continue. Chie~B~ and his men ware instruoted to c~Leck on the matter ~nd see that no undue noises or disturbi~ of the peace' be permitted at the church. United Roofing ~. Siding Company submitted a bid to recondition the roof of the city hall the amount oT $~41.00. After discussion Councilman ~oido moved the w~rk be done and the accepted. Th~ motion was seconded by councilman Lloyd and regularly carried. Chief of 9olice Belloni submftte d the names of H.HoeberFranE L.Leland,Robert AllenGeorg~ Gomez,Grant Woodruff, to be policemen-watchmen at the Western PIPE i Steel Company.Councilm! Ratto moved that the appointments be confirmed. The motion was seconded by Councilman Bold~ regularl~~ carried. The monthly reports of the health o~ficers, Chief of Police,Duilding Inspector, Fire Chi~ City Judge, Poundkeeper and city clerk for the month of September were submitted, and on by Ratto, seconded by councilman Boido and regularly carried, accepted as Submitted. Councilman Lloyd moved the permits be granted.The motion ~as seconded by Councilman Boido and regularly carried. · RESOLUTION N0.83~,CALLING ~R BIDS FOR AUTOMOBILE FOR POLICE DEPARTMENT OF THE CITY OF SOUTH SAN FRANCISCO. Councilman Boido introduced a re~olution of the city council of the City of South San Francisco calling for bids for a Buick Sedan,E. odel No.42-61,~fully equipped, for the ~olice department of the City of South San Francisco,bids to be opened on Monday October ~0,1$4ll~:~in the council chambers of the city council . The resolution was adopted by the votes of all the men,bets of the board present,as follows;- Ayes, Councilmen,,V.Boido,George W.Holston, Reese Lloyd, D.W.Ratto. Noes, Councilmen,None, Absent, Councilman,Rod Tibbetts. Recorded'in Book of Resolutions, Vol.3,at page 321. ORDINANCE'NO. Councilman Lloyd introduced an ordinance of the City Council of the City of South San Francisco prohibiting the erection or maintenance of poles supporting electric wires,teleyraph wires, and telephone wires,etc in the 8ity of South San Francisco. The ordinance lad its first title readii~g and was laid over to come up under the regular order of business at the next regular meeting of the .city council. The matter of signing for service for the new Burroughs Adding machine at $~l.10 Per annum was laid over owing to the fact the guarantee holds good till November ll,1941. Under the head of new business Gus Chelini appeared before the council and stated he had his new lots cleaned up in good shape,and later in the week parties threw rubbage in the graouds unknow to him. He stated he would erect a fence to prevent emptying on his property. ~ealth Officer SchlaaM stated he was aware that Mr. Chele~t had cleaned his lots,and also that some one came and dumped more rubbish on the grounds. The city council agreed to meet with Nr. Chelini on the next day,Tuesday,October V,at l0 A.M. and inspect the premises and also other parts of the city where similar conditions are reported. Health Officer Schlaam volunteered to ~rocure a copy of the Redwood City ordinance on chickens as a cop~ for this cit~ in case they cared to adopt one. A delegation fro~ Peck's Lots appeared before the city council and complained that ~r..Jess had been stopping children from playing in the street in front of his property, claimg the~ were breaking windows with baseballs and foot balls. Some of the residents also stated ~r. Jess did not want the children playing in the playground on account of so much dust flyina~ into his apartmenz house. It was suggested that two more lots be ~:urchased next the the present play, round, and some sort of dust control be used to keep dust dow, ihe City Council will visit the premises in the near future to investigate the matter. Council,:an Ratto stated that Engineer ~arsLall had not ~et given cit~~ attorney Coleberd the measurements of property to be transferred to the land companF in exchange for beach property. ~r. Marshall explained that he had been exceedingly busy,but would ~attend to it as soon as possible. City' attorney Coleberd reported that the Metal a. Thermit Corporation was willing to withdrm~ their letter relativ to their payment of $599.9~, and requesting the city to be responsible for further damage from overflow water on their property. The city clerk was instructed to return their c check and letter, for a new check, and a letter making no request upon the city for responsibilizy. ~ayor Eolston inquired as to iow many city officials could attend the League of California Cities at Sacramento,October 13 th to the 16th. Councilman Lloyd, ~ayor Holston,City Attorney Coleberd City Eng£neer ~iarshall and City Clerk McSweeney agreed to attend.
