HomeMy WebLinkAboutMinutes 1941-12-01REGULAR MEETING 0i, THE CITt COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO,HELD MONDAY, DEC.lst, 1941. The regular meeting of the city council of the City of South San Francisco was held in the City Hall,~onday evening, December 1,1941. 'The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston. ROLL CALL. .'Roll call found all members of the council present, as follows;- ?Councilmen,V.Boido, Georg~ W.Holston, Reese Lloyd, D.W.Ratto, Rod Tibbetts. ~The minutes of the previous meeting were read. There being no errors or omissions they were a~proved as read. ~A communication was ~eceived from San ~ateo County Tubsrculosis'& Health Association, accompanied by a 41~ Tuberculosis Bond, which the association wis~ed the city to suoscribe to. On question City Attorney Coleberd advised the council that the city could not legally donate any mo~ies for purposes of this kind. The City Clerk was instructed to so advise the~association. ~.C.Thompson and F.Blandini arote the city council stating 'hey were paying ~heir taxes ~ under protest and asked for an adjustment o~ their assessments. The city clerk was i~structed to acknowledge the communications stat]~ng the claims would be taken uy at the next meeting of the ooard Of Equalization. ~In the matter of other protestants owning property on ~ayshore highway, who had~petition~d the council for redress, city attorney Coleberd advised the council that no refund can be given taxpayers under the law. Some petitioners being present agreed that this was correct, and stated the~ would look for redress from the Board of Equalization at their nex~ meeting. This was satis- factor~ to the city council ~s well as the owners. -Chief of Police oello~i submitted the names of Charles Edward Hill, Willis J.Egan,Louis ~. Boyd, ~ppointed as policemen at the W~stern Pipe & Steel ~orks. CounciIman Tibbetts moved the appointments be confirmed. The motion was seconded by Councilman Boido and regularly~carried. 'A check in the sum of ~94.0~ was received from the State Compensation Insurans .Pund made payable to ~ark F.~aher and the City of South San Francisco, for injuries sustained while grading a street. Accepted. ~A statement of wages payable on Gity work was received from Construction & General Laborers Union Local No.~89. Stetement filed for record. ~Notice was received from the ~a~tford Steam B0~ler &I~spection & Insurance Company advis- ing the city on the condition the city's b~ilers,eteam pipes, etc. Referred to Building Inspector Welte,~and accepted. 'In a written communication city engineer Marshall~ad~ised the city that~th~ Enterprise Foundry had wired off a portion of the east end of C~lifornia Avenue,lying east of Divisio~ Street, being ~s~reet and containing a sewer ~" x ~6" in dimensions and made of concrete. ~ayor Holston stated the company used the peice of groun~ as a defense measure. City attorHey Coleberd steted~the city could not loose it, as it is mapped as a street. '~.~. Gordon Rowe Company submitted a detailed statement of delinquent taxes from 19o5 to date, recommending that the city procee~ to take title to the prooerty. Communication accepted ahd ordered filed.~ The §o.S.F.Cham0er of Commerce called the attention of the city council to the alleged condition of Division Street at the intersection of Grand Avenue caused by parking of damaged, and wrecked autos,trucks and tow cars, and causing difficulty for ~rivers to enter Division Street. After discuss.ion it was'decided to instruct the city attorney to draw up ~n amendment to the park- ing ordinance, including, on recommendation of Chief of Police Belloni, the area about the packing house district ~ ~ell, to take care of congestion. Councilman Ratto moved the necessary permit'be granted,with proper police pr~otec- tion. ~he motion was secorSed by councilman Boido and regularly carried. Golden Gate Theatre Company, for State Theatre,applied for pqrmission to erect an orna- mentallatrract~e and substant~ial signboard to advertise their ~hows, only, on their lots 36 and ~ 37, in-Block l~.7'~[~Qn ~rand Avenue,opposite the city hall. After some opposition to allowing further admittance of signboards into the city it was agreed an attractive ~tructu~e with grass plots and flowers well taken car~ of wo~ld be more becomming that a vacant piece of ground, 'and the permit was granted. -Peninsula Division of League of California Cities announ ed that the next meet-lng of tLe branch would ~e held in Hoover hall,Burlingame, ~hursda~, ~ecember 4,1941,at ~;~0 o'clock ~iM, and wished-to know how many city o~icials of South San Francisco ~ould %e in attendance, mayor ~ olst~n asked ~ow many councilmen and others could be at the meeting and it appeared seven would attend and t~e clerk was instructed to so notify the ~ecretary of the branch league. -The monthly reports of the health Inspector, Cit3 Judge,Chief of Police, Fire Chief,~iui~- ding Inspector, Poundkeeper and City Clerk for the month ending November 30tli,l~41 were submitted. An ordinance entitled "A~i ORDINANCE OF TEE CITi 0~' sou'~h SAN FRA~CISC0 C~iEATI~ A~,~D ESTA~LISt~INi A PERSOi~iN~L S~E~ ~OR SAID CITi", was intrsduc~d Dy Councilman ~oido,had its first title reading and was,laid over to come u~ under the regular order of business at the next regular meeting of the city council. Councilman aatto opposed the proposed ordinanoe,stating a good man can hold his job without civil service'protection. Mayor Zolston stated Civil service was in .:gogue in most of the Onited States and Eurooe and cor.sid- ered it helpful for the workers. Engineer ~arshall stated he Lad investigated the water flume at Linden Avenue Extension Bayshore Highway and could made the changes to carry off the water for about ~100 He was instructed $o proceed with the work. Councilman Ratto moved the sum of ~.~10 be paid the se~ tary, beginning December ~,1941. City Engineer ~[arshall asked if the city intended to paint the white line on esst Gra: Avenue or have the count~ do the work. ~he county having superior equipment it was decided t~ ask them to do the work. Claims in the amount of ~11,794.70 were next presented to the council for payment.
