HELD i~.~01.JDAY, DECE1V~BER 8,1941.
Pursuant to call signed by all members of the city council of the City Of South San
~rancisco, of which the following is a copy;-
The undersigned members of the city council of the City of South San ~rancisco hereby
call a special meeting of said cit~ co~ncil to be held at *he hour of ~;00 o'clock p.m.
on Eonday,December 8.19~1, in the Oouncil Chamber of said city Council, for the consideration
of such matters as may be essential to national defense and particularly the defense of tl~e
City of South San ~rancisco, and for the purpose of taking such action thereon as may be
deemed advisable by said city council;and we ~ereby waive notice of said special meeting and
consent to the transaction thereat of any and all such business as may regularl~ come before
said cit~ council.

A special ~betin~ of the city council of the City of Soutt~ San Francisco was held in the
COu$cillchamber. in the City Eall of the City of South San Francisco, ~onday, December 8th,
1941.~
This meeting was called to order at 2:0$~m!clook~.~.m. by ~ayor George W.Holston.
ROLL CALL.
Roll call found all members of the council present, as follows;-
Councilmen, V.Boido,George W.Holston,Reese Lloyd., D.W.Ratto, Rod %ibbetts.
~he reading of the minutes of the previous meeting was dispensed with.
~ayor Holston announced that the purpose of the meeting was to prepare for the city's
defense, by calling in members of the large manufacturing concerns, ~ city employess,
particularly police and fire aepartments~for ~iscussion on the best methods of handling the
emergency situation and organizing the various units for the protection of the city and the
national government.
The manufacturers Association of South San Francisco was represented with a large
delegation, and all offered suggestions and advice in the circumstances. E.E.Anderson of the
~etal & Thermit Corporation suggested t~at certain street~approac~ing the industries might be
placed under control O~ police, to see that none entered without pro~oer credentials. Others
thou2ht it unwise to close an~ streets entire~ account o£ employees, owing to the congestio~
that might follow.
Councilman Lloyd atated t]~e patrol of tlc water system~should Oe commenced immediately,
both San Francisco water supply and the local water company.
Police chief belloni thought the ~overnment would, order certain roads closed entirely.
Postmaster Quinlan Oelieved committees~shOuld~be~,formed~at once to meet the emergency.
~he manufactprers Association sL:bmitted the following names of their companies to act
with and in conjunction wit~ the city authorities in an~ capacity assigned to them, as a
co~mittee;- DR.H.Eart~ lioward Thorn, Larry Anderson, E.C.Fitzgerald, Dr.E.I.Bartlett,
and E.E.Anderson.
City attorney CSleberd stated l~e had prepared a resolution for the council's considerat~
in the matter of dead en~stree~closing and control of other streets, but would await the
decision of t~e council and the various committees on the best method of procedure.
i.~ire c]'ief Welte had a profram mapped o~t for fire control. }{e asked for 100 volunteers
as an adjunct to the regular fire department. Some would have apparatus on wheels, Some> crew~
factories , or wherever needed~ and would be ~'ornoe d into b~igades,and trained for service.
He submitted maps of the program and urged that committees be formed immediately. Councilma~
Boido believed that both the north and soutt roads approaching the City of South San Francis¢
should be u~-~der the closest scrutiny. Councilman Ratto moved that the fire chief be
empowered to call for 100 volunteers for the call forces of the fire department. The motion
was seconded by Councilman boido and r~gularl~ carried.
Nayor Eolston anno~.~nced that applications for service to the city and govenment as
volunteers in any capacity'would be received at the clerk's a~ police chief's office. Logan
Franklin of t}e Enterprise Press stated he wo~ld have application blanks ready to-morrow, th~
Ninth instant.
The main business of the emergenc~ call having been mapped out, Councilman Lloyd
moved to adjourn Bntil 2uesda~,December 9,18~1, at ~ o'clock p.m. 5he motion was seconded
by councilman ~oido and regularl~ carried.
