CITY OF SOUTH SAN FRANCISCO,HELD MONDAY,
APRIL 6th,1942.
The regular~meeting of the city council of the City of South San Francisco was held in the
City Hall Monday.evening, April 6th,1942. '
The meeting-was called to order at 8 o'clock P.M. by ~ayor George W,Holston..
Roll Call.
Roll call found all members of the council present,as follows;-
Councilmen,~V.Boido,George W.Holston,Reese Eloy~, D.W.Ratto,Rod Tibbetts.
The minutes'of the previous meeting were read. ~'here being no errors or omissions they were
approved as read~
A communication was received from the Improvement Club Committee of Southweod, requesting
the City on behalf of the Southwood Nomens Club, to place warning caution lights at the inter-
section of E1 Camino Real and Orange Avenue for the protection of pedestrians and mmto~ists.
Councilman Lloydmoved to instruct the city engineer to proceed to contact~the State authorities ? .
and request that-the lights be installed. The motion was seconded by councilman Tibbetts~and
regularly carried.
A communication was received from American Homes, requesting permission to extend their stx~et
improvements in Southwood on Orange Avenue to approximately 100 feet beyond its extension with
the proposed extension of Southwood Drive ~only,on accoUnt of the acute shortage of materials~~'.
Councilman Ratto was the opinion the permission shoul~ not~granted, and stated the previous street
work in the tract showed signs of usage already. It was decided~'to refer the matter to tt~e city
engineer and attorney.
A communication from San Mateo County Blood~Bank requested the city to donate a sum of money
to establish a Blood Bank for the use of all citizens of~San Mateo County. Councilman Hatto moved
the sum of $100 be granted for the purpose. Councilman Boido seconded the motion,which was regularly
carried.
A com~mmication was received from San mateo County Rationing Board requesting financial
assistance in ~ahrying out the work of the board. Councilman Lloyd moved that the sum of $50 be
8ranted. The motion was seconded by Councilman Ratto and regularly carried.
A communication was received from the local civilian defense office of this city, submitti.~g
a list of articles wanted for use of the various departments of the service. The list included
first aid kits, blankets,,signs, and various other articles. Councilman Sods moved the necessary
units be purchased under the supervision of Mr. Farnsworth.. The motion was seconded by Council~mam
Tibbetts and regularly carried.
In a communication~city engineer Marshall stated he had an interview with ~anager
Eckert of the San Francisco Water Depwrtment regarding the removal of their 50" water main under
Orange Avenue bridge. He stated the City of San Francisco Would raise the pipe to the satisfaction~
of the city of South San Francisco.~e was instructed to contact Mr. Eckert again and secure the
plans and specification intended for the work, which should be approved by the City of South San
Francisco.
Engineer Marshall reported that the WPA requested that the crossing at Butler Road be widen-
ed to better accommodate the congestion of traffic there. After discussion the engineer was ins-
tructed to confer with the Southern Pacific Railroad Co, and endeavor to have them take care of the
cost.
In another communication the city engineer,~.~M~ ~.~reported that the U.S.Engineers
propose to install a concentration Camp in Tanforan for ~000 Japs~ entailing some use of this city's
sewers, and advised the ~t.ruc~ion of a dam by sheet piling across the slough above the point
of discharge of the sewer. ~aid over for investigation.
Mr. Marshall submitte~ ~~er relating to the construction of a paved wa~ in Madrone Aveuue$
and also the construction of a sewer there. He stated the sewer should be constructed at the city
expense,as the ownere of the land there are paying for the sewers under the bond issue.. CounciLman
Boido moved that the city construct the sewer. The motion was seconded by Councilman Ttbbetts aud'
regularly carried. City attorney Coleberd stated proceedings for the contrruction of street work
in Madrone Avenue is under way, and will soon be ready for adoption.
A communication from the Planning Commission stated tDey had rejected the application of
Mr. Williams of the Southwood Addition for consent to erect &y' develop a shopping center & resident
ial Court. Communication ordere~ filed.
An application for the position of caretaker in the city dumps was received from George Poland.
Application ordered filed.
Fire Chief Welte submitted the name of W.E.Bryant for ap~ointment to the ~all Forces of the
Fire Department. Councilman Ratto moved the appointment be confirmed. The motion was seconded by
Councilman'Lloyd and regularly carried.
~'he Recreation Commission requested permission to make use of the entire property recently
leased from Mr. Lazzari for recreational purposes/ Referred to Chief of Police.
Pacific ~as & Electric Company submitted a list of installation requested by the city
some time agoas having been installed. Accepted,
A communication was received from C.H.Parvin~ whq~e place adjoins the Oppenheimer Casing
Company,stating there are no serious obnoxious Fumes.~emi~ting from the company chimneys. Communica~
tion accepted and placed on file.
A notice was received from the State Board of Equalization stating an application for an ~ff
sale bar and wine permit and wine bottling permit were requested by Paul & Peter Souza. There were
no objections by the city council.
California State Planning ~oard amnounced that the first meeting of t~e San Francisco
Regional Development Council would be held in the Hotal Claremont,Saturday,April 11,194~ and
invited the city council to send a repreesntative~ if interested. CSmmunication filed. '
The monthly reports of the S~nitary Inspector, Poundkeeper, Recreation tepartment, City Clerk, Fire
Chief,Building Inspector,.City Judge, Chief of police were submitted. Councilman Tibbetts moved
the reports be accepted. The motion Was seconded by Councilman Boido and regularly carried.
Chief op Police Louis Belloni submitted the name of the fowwowing persons for &u~iliary

A card of thanks was received from the Welts family for the city's floral piece sent on the
death of Mr. Alexander ~l~elte Sr. ~ccepted and filed.
Daniel J.Daily appeared before the city council and requested that the city set up space
a~d procure placards and enroll the hames of American Legion soldiers and sailors , and have that

Mr. Drum appeared before the city council and urged that the city take more interest in
the collection ,care and shipment of tin,black iron ,etc , to places convenient for collection
He was accompanied by Mr.OVerhause of the sabotage committee. Mr. Overhause stated people are
not taking near enough interest in this vital work,not enough-pul31icity given to the matter by
the papers, or the committees formed to undertake the work, They were requested to see Ed.
Eauffmann, Chairman of the committee, and make arrangements with him~ as he is anxious to get
what information he can of the operations of the head officers and work with them.
