REGULAR M~,LTING OF THE CITY COUNCIL OF THE
CiTY OF SOUTH SAN ~ANCIGCO,HELD k~OhV3AY,
AUGUST i?TH, 1949.
The regular meeting of the city council of the City of Sout? San Francisco was held in the
City Hal~,~onday evening, August 17,184~.
The meeting was called to order at 8 o'clock P.~. by ~ayor D.W.Ratto/
ROLL CALL.
Roll° call found all members of the council present,as follows;- Councilmen,V.Boido,~eo.W.
~olston,~.~inucciani,D.W.Ratto.,Reese Lloyd.
The minutes of the previous meeting were read. There being no errors or omissions they
were approved as read.
A co~unication was received from the League of Salifornia Cities,Peninsula ~ranch,announ-
cing tha~e uext meeting of the league would Oe held in San Jose,Thursday, the ~0 of August
l~4~,and~all Otty officials to attend who could. It appeared 8 would tr~ and go,and the clerk
was instructed to advise the league officials to that effect.
Notice was received from the State ~oard of Equalization that Larrichia a ~artinelli had
aoplied for a renewal of their licenses for wine bottling & Packing,On Sale ~istilled Spirits, '
and on Sale ~eer &. Wine. There were no objections by the council. ..~
Sociedad ~utualista ~iexicana"EORELOS~, incorporated, requested permission ~o~a free concert
in the Grammar School and a free dance at the Fraternal Eall, Saturday,September l~,l~4~, in
honor of the l~ Anniversary of the Indenpendence of ~exice. ~ranted.
Pacific Gas & Electric Compaby applied for oermission to extend their ~" gas matn~in "C~'
Street,east of Orange Avenue,So.San Francisco. Referred to Councilman ~inucciani.
S.K.Robbins,Chairman of the Recreation Commission submitted his resignation,thanking the
council for their consideratio~ and specified the date of August $1 as the effective date.
He stated he would be going to sch~ol in September and would be too occupied to attend to the
~uties of the recreation work. With reluctance and thanke the council accepted the resignation.
So.S.F.Kospitality House submitted a communication requesting that consideration be ~iven
the matter of erecting ~irectional signs showing the location of the ~ity Hospitality House~
and mentioned oayshore & Grand Ave., E1 Camino Real & West Orange Avenue and Orange & Grand Ave
Councilman HoUston move~ the proposition be approved. The motion was seconded by councilman
~inucciani and regularly carried.
Chief of Police Belloni asked the cancellation of the appointments of ~he following name~
persons who had been employed as watchmen at the Nestern Pipe & Steel Works~and are no longer
there;-Eugene ~avis,Lamzel Ingram,William Troup Narshell, ~an ~cOarthy,Carl John L~ehl,Arthur La
~ar,Edward J.Williams,E.EcVaryJ.H.Dalton,Pa~l O.Peterson, Frank J.Nothig,Claude Yaleur, Lee Bert

A communication was received from attorney John J.Taaffe, counsel for ~.~rs. Attalie Quaresima
widow of Joe Quaresima, formerly city gardener of this c~~ asking that the amount of salary due
him by the city at his death, approximately ~$90.00, be remitted to her, through the firm of J.
Taaf~e. ~eferred to city attorney Coleberd.
Pacific Tel ~ Tel Company submitted ~ prints in requesting permission to construc~ a shed
in the rear of their telephone office ~8 Grand Avenue to house emergency power. Building Inapector
Welte having approved of the application permission was granted.
The office of Emergency ~anagement at Washington,D.C. granted an appeal to the city in re Yo.
~--Lao.No.$1~4. Accepted.
Notice was received from the department of Public ~rks, Sacremanto,stating that So.San Fran-
cisco's share of the quarterly payment of apportionment of -~ July 1~4~, 1/4 cent gas tax allcca-
tion would he $1~1,8~. Accepted and filed.
Eorris Solfaud applied for a permit to conduct a Welder's Leather ~anufacturing Plan~ at
Grand Avenue. Permit granted.
Angelo ~,'~onetini applied for t~e position pf poundmaster of this city. Councilman ~inucciani
moved that he appointed to the position at the present salary,~60 per month, commencing August 18,

~ire Chief Welte submitted the name of Leroy F.David for appointment to the call forces of the
fire department. Councilman Hclston moved the appointment be confirmed. The motion was seconded by
councilman ~inucciani and regularly carried.
City engineer Klassen submitted a plan and profile of ~15 feet of sewer construction on South
Linden Avenue. f'iled. ~r. Klassen submitted a lengthy report of the activities of the Gas Tax
Allocation Co~.ttee of the Cities of San ~ateo County in trying to secure a greater amount of ~as
tax monies for ¢ities~through~.~'~ the Board of Supervisors; which effort failed in a recent decision
of the supervisors. It was r~commended that the proposition be brought to the attention of the State
legislature at the next session of that body,and agreed upon.
The monthly report of City Treasurer E.P.Kauffmann for the month e~ding Ouly 31,19~ was received~
and accepted.
Chief of Police Oelloni submitted the following names for appointment as watchmen at the Western
Pipe & Steel Company,- Chester E.Bonham, John F.Evans,Thomas Zuccarello,James S.Wallace.Lester Leroy

Bids for a 194~ street truck,Ford, were ordered opened. But one bid was submitted,ti:at of Fred

the matter was laid over.
Councilman ?,iinucciani introduced a resolution of the city council of the City of South San Fran-
cisco amending reSOlution No.858, granting the exclusive right to Nicola ae and John Corso, by changing
certain items. ~e re~olution~ No.868 , was adopted by the following vote;- Ayes,Councilmen,V.BoiSo,
George W.holston, eese Lloyd, ~.Ninucciani,D.W.~atto. Noes ,councilmen,~one, Abeent councilmen

/.S~ven petitions, containing ~67 names,of property owners and residents of the City of South
San Francisco protested against the aoandonment of two of the city parks,3.335 acres ~iller Avenue
Park and the 4.6~4 Acre ~lartin School park near Paradise Valley, on the ground the city has not
sufficient parks at present,is growing rapidly and its future growth will require additional park
sites. ~any citizens and property owners appeared before the council and protested against the
purposed abandonment of the two parks advertised for abandomr~ent in resolutions 864 and 865,
on September 8,194~. Supervisor Thomas hickey believed it not good policy to p~:,rt with any parkland,
believed also in beach p~operty as additional recreation,'but not at the expense of ~iving up oark-
land. ~any others protested against t~:e proposed deal,including ~ack hickey, Otto Dietsche,]!~ugh
McNellis,Mr. Roobins,Charles Ledwith,Humbert and Mary Oaldini and councilmao Ooido. ~.ayor Ratto

Councilma~ 0oido contended there was no rush to improve any parks,under the present War Emerge
vhat the city could control the waters of Martin School ~'ark by culvert and later improve~.it.g
ly. Jack hickey was of the opinion the engineer's figures were excessive, it was not nece~a
~o improve parks at present and that the city should hold the land it owns. School Director
Charles Ledwith was of the same opinion. ~e contended that the city and school ae~artments she
work in ~armony in :~aL~taining park and school grounds and playgrounds, cited the increase
,. the children population and the future needs of ~chool and playgrounds. On inquiry as to ho
much beach land would be acquired by the transaction kayor Ratto told ~'ir. Ledwith it would be
about eight acres, the approximate of the acreage in the two park sites.

objected strenuously against abandoning park sites~ especially the ~iller Ave 3.335 tract, st

her she. could s~ill~look at "the beauty of the rolling land" even if the city sold the park si
.~rs ~aldini resented this statement, labeling it a fine answer from the councilman , and inqui
from ~ayor Ratto if there was anything the taxpayers could do to prevent the sale of the land.
~The mayor replied he did not think ~here was much.
Supervisor Yicke~ again took part in the discussion. ~e ~dvised that the city council tu
vhe matter over to the planning commission and recreation co~nission for their advice and sugg
and ur~fed that no city land be sold, nor besctes bought under present conditions,reminding the
vublfc that there is ~ore ~mportant work ahead of us,which is not buying beaches. I~ayor aatto
ststed, theoPlanning Commission of the city was a political machine or football and has no conf
in it. S.K.Robbins stated that at a joint meeting of the Planning Commission and the Recreat
3ommission'several months ago, the commissions vote~ to oooose the abandonin~ or s~le of the
~itv ~arks. 'ihe..mayor stated he had a figure of ~i~17,600 f'0r~he'!fmprovement of'the bea~h,whi
inc~u~.ed 9 breakwaters ,toilets,r~nning water,s~'owers,terracing,tree planting &~beach sand- from
fey. ~r. Otto Dietsche of Paramise 'valley inquired as ti~e progress of nogiations concerning
vh.e construction of the proposed sidewalk in Hillside Boulevard. City attorney Coleberd explai
Vhat all the money was posted,the citN engineer ewplained that the coutract was ready for sign
and the City' Clerk explained that he had the money. This was s~tisfactory to ~r. Dietsche.
In regard to the construction of a culvert across A.~ission Road for the waters of Baden Cr
Pity engineer Klassen reported steel for the work was not available, but could use wooden cons
.on at a cost of approximately ~1000, as a tem~orary relief. Councilman ~oido urged that all r
Oe kept open, and fa~0red the building of the wooden culvert at once before the rains begin. T
engineer will contact the army people in t~:~e matter, and if possible try again to secure steel

Counci~lma~~ Lloyd moved the salaries of R.N.~urphy and Lenry I~neese,'~police telephone
operators, be,-'raised from ~100 to ,~ll0 per month,retroactive to Au~just 1,1~. ~ihe motion was
seconded by?Councilman ~inucciani and regularly/ carried.
