A regularly adjourned meeting of the city council of the City of South San Francisco was held in the City Hall,Monday evening, August ~th,194~. This meeting was called to order at 8 o'cloc$ p.m. by ~'iayor D.W.Ratto. ROLL CALL. Roll call found all members of tie council ~resent, as follows;- Councilmen, V.Boido,George W. Holston, Reese Floyd, M.Minucciani,D.W.Ratto. The reading~of the minutes of the previous meeting was disoensed with~ In accordance with an arrangement with the city council at~the last meeting of the board, to prepare an ordinance creating the office of ASSISTANT CITY ENGINEER of the City of Sout~ San Francisco and defining ~he duties of ASSISTANT CITk ENGINEER Of said city, City attorney Coleberd submitted a proposed ordinance to cover the situation in the absence of City Engineer Marshall~the ~0 day appointment of engineer Klassem having expired guly ~1,1942 Councilman Holston introduced the ordinance. Before being read,a substitute, a form of resolution, prepared by Kirkbride & Wilson, was read to the city council. It would appoint ~n ACTING CITY ENGINEER AND ACTIHG SUPERINTENDEHT OF STREETS for the duration of the emergency of the absence of City engineer ~arshall, and a~point Rooer~A.Klassen to the position for the period of the emergency, etc. Long discussion occurred over the introduction of a resolu· from an outside attorney,not being employed by the city council. Councilman liolston saw no re~ for bringing~in an outside attorney with a resolution to keep ~r. Klassen ~n office. ~ayor Ratto explained that ~r. Cole~erd, City attorney , had not acted for the city in the civil se~ ordinance trial. ~r Coleberd,~at. the~time the La ~ar petition c~me up, stated he could not apl in court to seek to defeat the ordinance he recommended to tLe city council/ Councilman Bo~ stated the salary of City Engineer ~arshall was ~280 a month as against the salaries of ~ir.Kl: ~800,,700 and ~800 a month, and objected violently against the adoption of the resolution of Kirkbride & Wilson to keep Klassen in office during the emergency or absence of City Enginee~ .Marshall. Under the civil service law an engineer can be appointed for a period of 90 days o~ and~ionly once a year. City attorney Coleberd advised that the matter of the resolution be taken under consi~ tion by him and taken up at a meeting to be held Friday,August ~8,1~4~ at V;ZO o'clock P.M. Councilman Holston then re-introduced ordinance No, entitled "AN ORDINANCE C~EATING T~!E OFFICE OF ASSISTANT CITY ENGINEER OF :~.~E CITY OF SOUTH SAN ~ANCISCO AND DEFININ~ Tt~E DUSILS OF ASSISTANT CITY ENGINEER". The ordinance had its first readiyg and was laid over to come up at tl-e next meeting of the board. California Water Service Company requested permission to retire 830 feet of 4" casing water pipe in ~a~le Avenue from California to Aspen,to be replaced by t~e same amount of 6" Cas' Iron Pipe. Permission granted. Fire Chief Welte asked for a raise in salary,stating the ~ederal Goverment had offered him a $3~00 Job, with inducements,but.would rather work for the city. ~ayor natto said the counc: was coosidering his request. ,.'~, ~.
