The regular meeting of the city council of the City of South San Francisco was held in
the City Hall,Tuesday evening, September 8th,194~.
The meeting was called to order at 8 o'clock P.?.'. by ~%ayor D.W.Ratto.
ROLL CALL.
Roll call found all members of the council present;as follows;-
Councilmen,V.Botdo, Geo.W.Holston,Raese Lloyd,M.~inucciani,D.W.Ratto.
The minutes of the three previous meetings were read.. There being no errors or omission.
they were approved as read.
A communication was received from the Office For Emer~?~ency ~anagement,Washington,D.C.
disapproving of the city's a~?eal from a deciscion refusing the city a street truck. Aocepted
and filed.
Louigi Bergamachi ,Old ~ission~Road, requested that a light or lights be placed in that
street betweenlGrand Avenue and ~aden. Referred to CounCilman ~'~inucciani of the street commit
County Health Director Charles C.Gans addressed a communication to the city council o~
subject of housing ,-citing the ~reat shortage of living accommodations, and advising that
stores,garages and other suitable buildings may be allowed into use for habitations under
sanitary reg~lations,etc,and suggested some legislation may be advisable on the subject.Refer
to Fire Chie£ Welte.
~-co~unitation addressed to the street ~epartment was received from ~rs. ~abel D.Lundbe
stating the roadway from the west end of (~rand Avenue to-the tracks of the?~arket Street Railw
Company was in very bad condition,very rou~h and very dusty and appealed to the authorities d
do somethin~ about it before the ~inter rains set in. City attorney Coleberd stated a part o
the ground necessary for widening the proposed extension be~ongs to the Flood Estate,and woul
have to be acquired first~ and would give it his immediate attention. The city clerk was ins
ructed to write the ~arket Street Railway company and request t~ey install the sidewalk,at onc
and also write the county ~n~incer and request that they give the matter attention,as the lan
is outside the city limits. ·
A communication was received from the Board of Trustees~,¥of the South San Francisco Unifi
School District stating that the board has again unanimously passed a resolution protesting
the abandonment of park areas by the city council of South San ~¥ancisco as described in the
published notices in ~he Enterprise, advised that the city council refer the park program
to the City Planning Commission and asked for careful consideration of park areas at ~artin
School,in conjunction with school facilities there,in order to avoid duplication of public
recreational facilities. Communication ordered filed.
The Women's Club of South San ~'rancisco also made protests against the selling or abando~
ing of city park area~,and enclosed a copy of a resolution agopted by their organization, cit
iSeal lacation~selected by the city in anticipation of the time when they can be developed fo
enjoyment of all our citizens. Communication ordered filed.

City judge,Chief of Police,City Treasurer,Fire Chief, Building Inspector,Poundkeeper,Sanitary
inspector and ~ity Clerk. Councilman Holston moved the reports be accepted. ~e motio~ was se
by councilman Lloyd and regularly carried.
C~uncilman ~inucciani introduced a resolution fixing the tax rate for the fiscal year
this being the date set by law for t) is purpose. The rate for the old town is fixed at ~1.~8
the new town ~l.~, and increase of ~0 cents over last year. ~uch opposition arose over th.
proposed increase. Councilman Boido stated there would be plenty of money in the treasury
the old rate of ~$1.~8 on the ~lO0 assessed valuations~ that the city spent ~ZO,O00 out of the
general fund last year on an addition to the library and ~8000 to ~lO,O00 on East ~rand Avenu
for street work,with .~$~,000 in the treasury now. Councilman Holston also expressed disappr
of the contemplated raise in the rate,stating the city is in a good financial condition,with
good general fund with less expenditures in sight, and in condition to spend a share on civil
defense ~f necessary. ~r. Holston warned that cities are notified and cautioned against needless spa
for~he duration of the war and said he would not vote for a raise in the rate. ~e cited also th
~000 had been spent on east Grand Avenue and $10,000 on civilian defense last year which wou
aave to be spent this year. Councilman kinucciani stated there was a surplus of ~§~, 000

ORDINANCE NO.~5.
An ordinance Entitled "AN ORDINANCE C~EATING ThE Of'~.~iCE OF WORKS ENGINEER
OF TI~E CITY OF SOUT}[ ~AN FRANCISCO,DEFIN!N~ HIS
DUTIES AND f'IXiN._; HIS COMPENSATION", had its sec6nd rea.
Councilman Boido opposed the passage of the ordinance,stating that under the salary sy
:he city paid $M50 a month salary to engineer ~arshall for full time work, with no additiona
~xpenses,'while under the fee systam engineer Klassen was charging from SVO0 to ~800 per montl
and urged the council to refuse passage of the.m~easure and return to the full time engineer s
Douncilman Holston also opposed the msasure,s~a~?flg the advanced cost and ttat the engineer w
never on hand when wanted by the city authorities. Logan Franklin criticized the ordinance a~
zoo costly to the city as compared with a full time e~gineer,stated he had not published the .
charged by the engineer system but intended to. ~ayor Ratto said there was no objections to tl
being done. After much other discussion the ordinance~was adopted by the following vote;-

This being the date set for the city council to take final action under resolutions~
or,intention 864 and 865 ~to abandon parkland 3.335 acres and Parkland 4.694 acres.
~¥~any protestants appeared before the council and protested. *,be sale of the city par~ lands.
B.J.Rodondi insisted no parkland should be sold or sbandoned ~tn favor of beach proper-
ty,that beact property was alright for anywho liked it,but keep the parks,
Mrs.E.Kauffmann was for the retention of the parks, said the beach property had many
outside visitors,not from South San Francisco, many were not so desirable, and believed no
Dark land should be traded, and they could be improved gradually as the city could afford.
Cy Netherlands stated he was for the beach by all means, excep~ the selling of the parks,
which,he said, should be kept for people who like parks.
Charles Ledwith spoke in favor of the city holding onto the park lands , and proteste(~. ·
strongly against any sale or trading of them for beach property,Le asked if any written age~ment
had been entered into with the ~and Co., in view of the "Park forever clause" in the deed. i~ayor
Ratto said there was none,but he trustod l¥~r. Shaw implicitly, ~and had no doubts tL~t he would
waive the "park forever"clause. ~his was not satisfactory to ;'~.r. Ledwith, who stated it would
seem poor business policy to be interested in a beach if there was nothing to sell.},'~ayor Ratto
said"If you infer that I am getting a commission you are a dirty liar".~r. Ledwith remarked
it was nad taste for a i~ayor to use such language in a public place to a citizen of the city, and
that ~¥~r. ~atto would'nt say it outside. The mayor replied he would and was not afraid.
~r. Oack },;ickey was strong in opposition to selling the city parks/he stated }~e doobted the
statement of the .:~30,000 cost to improve the 1;Larti~~, School 4.6~ acre park,that the city does not
have to improve any parks now,nor beaches either, t~ere was no cost in holding the parks,no taxes
to pay and no bonds. ~,~ayor Ratto stated they did not intend to spend any money on the beach e-'_ther~
at the present time,possibly some toilets and running water~ and the city would be out no'~money.
Councilman ~inucciani called for the roll call. iue was informed there was no motion , rosol
ution or orainance be.fore the house. Asked if he intended to go through wit!. t~ e parI~'sale deal
~layor ~.:atto stated l~e.'~'mind was ~ ~ade up that way.
Logan Franklin suggested v_.at the matter be su~mitted to the ~an ~'~ateo County Planning and
Recreation Co~mission for their opinions. There was no encouragement to try the su?igestion.
Jack Yickey asked for the onions of ~ouncilme,~ Lloyd and Boido. Councilman Lloyd stated
tt'e 4.~94 acre ~,artin gchool tract!was a poor piece of land, that better park land can be secured
close by, and was for the beach property in the trade. Councilman Boido was of the sa~e opinion
as }e was from the begi~nin,~.',_' of the agatation to sell the park lands, stron~ly against letting
any parkland go to secure a beach, wP, ich he claimed would cost more to -'.,~orove ti an the parkland.

henr~- Scampini, i~.~r. Lundberg and others.
Councilman Holst¢,-". called i~r. Ratto's attention to a recent communication from the federal
government asking that cities withhold any project not of vital importance. ?!r. holston contended
that the beach project and its development could be laid over until after the war and then taken
up as a project to take up employunent slack.
City attorney advised that as the Soutt: San Francisco Land and Improvement Company had not
submitted a written agreement to waive tt~e"park forever"glause in the park deeds, the parklanas ~
could not be traded in. Accordin~ly councilman Lloyd moved to lay the matter over till the next
meetin', of the b,~ard, ;'~ionday, September 14th,l~4~, at 8 o'clock 1-'.I~L. Tl?e motion was seconded by
councilman Doido and regularly carried.
Engineer Klassen submiteed lists of various items of construction work recommended to be

tn the matter of the,'~construction of a reinforced concrete bridge over Baden Creek the
engineer ~:tated he had made a~plication to .;eneral De ~itt's engineers for priority
on ~iission Road from E1 Camino '~eal to Grand Avenue as~a defense highway in order to secure
rev:nforced steel for the bridge. ~'he en~ineers stated ~l.ey ~id not consider t.t~e constr~ction
of vital importance. Engineer Klassen than submitted an estimate of the cost to build
a woode;'~ bridge, as ~1810/00. fhe whole smounting to ~¢4091 city attorney Coleberd advised to
call I'or bids on all the work, and the board took the matter under consideration'.
