A regularly adjourned meeting of the city council of the 5ity of South San Francisco was held in the City hall,Wednesday, September 30,194~. hms meeting was called to order at ~;30 o'clock ?.:~ by 1,~ayor D.f~.Ratto ROLL CALL. Roll call found all members of the council present,as follows;- Councilmen,V.Boido, ~eorge W.holston,Reese Lloyd,~i.l~{inucciani,D.W.Ratto. Rhe reading of ti e minutes of the previous meeting was suspended. board ];~aNor ~'-atto announced that as the personnel'under the civil service ordinance had not been appointed,and as ti e names snbmitted b3 hit~ at ~,?~ mre'~ious meeting for members of the personnel board were not all satisfactory to four=fifths oflthe ~councilmen he advocated an ordinance amending the civil cervice, No. ~16. 2his ordinance was intord~:ced b~ councilman Reese Lloyd,and ~ad its first reading. It would create a department of Personnel which wo~'ld consist of a Beard of Review and a personnel Clerk. The mem.ers of the City Council would ex-officio constitute the members of the ?cord of Neview with three of t~eir numbers constituting a quorum. A new section would be added, to apply to and include onl,~' such offices,positions and emplo~ents as were in existance on ~ecember 15,1941. The amendment was written by attorney Ernest Wilson: City attorney Coleberd stated he had not been consulted in the framing of the proposed ame,~dment. I~e stated the ordanamce,if adopted, would ~estroy the personnel system. Bttorney Wilson stated ordinance o16 made no provisions for the ~rowth an5 expansion og the cit~ but I¢.r. ~oleber~ showed where additions could ce made to the ordinance when the city eRpanded and new departmenzs were required. He declared his opinionswere always fair &: unbiased,to his best judgment &- belief. ~-ayor Ratto explained that the personnel board would act as a reviewing board am~ believed the final mecision should be in the hands of the cit~ council. Councilman Boido stated~that l:.jayor ~'atto had declared politics was used in hiring employees, and asked that the city proceed with tNe naming of the ~:ersonnel ~oard,which would take politics out of the city ~overnzr~ent and protect the workers, and now w~?s the time to do it. Councilman ~olston stated the city council voted for the ordinance, and expected that the personrel board would be satisfactory to all concerned, when he submitted the names.~ayor ~'atto again stated he still believes the proposition should be submitted to a vote of the people. Chief of Police ~el]one said ~be City of Berkeley sub~itted a civil service ordinance to the vote of the po:plo and it was defeated, and the city co~ncil passed an ordiance creating the civil service system subsequently. >-ire Chief Welte advocated the enforcement of the Civil service system, stating he was not speaking for himself personally, but the rank and file of all city employees in all branches of the city's service. Councilman ~iinucciani believed as the names of a oersonnel board had been submitted at the last meeting .the cit~ shoul~ proceed accordingly. Cou. ncilman ~'olston stg~ted he would vote ~or two of the persons name~ in the list su':mit"-~0 ,, b~,~ one he considered inelivible. Councilman ~oido also said he considerea and ~r. t{olston were not consulted in selecting the list.
