The regular meeting of the City'of South San Francisco was held in the City Hall,
Monday evening, January 18,1943.
The meeting was called to order at 8 o'clock P.M. by Mayor D.W.Ratto.
ROLL CALL°
Roll call found all members of the council present,as follows;-
Councilmen,V.Boido,George W.Holston,Heese Lloyd, M.Minucciani,D.W.Ratto.
The minutes of the two previous meetings were read. Ahere being no errors or omissions
they were approved as read.
~alfatti & Ercoli applied for a business license to operate the Sea Cave restaurant of
Eugenic Nilani, 935 Bayshore Highway. Councilman Minucciani moved the license be granted.
The motion was seconded by councilman Lloyd and regularly carried.
Edna Rozzi applied for a business license to operate Yolondas' Dress Shop,355 Grand Avenue
Councilman Holston moved the license be granted. The motion was seconded by councilman Lloyd
and regularly carried.
League of California Cities announced the next meeting would be held in Ben Franklin
Hotel Thursday, January 21,at 6;30 P.M. and wished to know how many city officials of South San
Francisco would attend. It was estimated by Mayor Ratto that five persons from this~city~wOuLd
attend.
Notice was received from the State Board of Equalization of the application for a
transfer of a distilled spirits license from Sam Parolini to Sam Zarolini and Andrew Colomba~.i,
at Orange Tavern, and the same for an on sale beer and wine license at the same address.No
objections by the city council.
A communication from the Housing Authority of South San Francisco stating that they have
been asked by the postal authorities to have the name "C" Street painted on the cUrb once or
twice in Industrial Village. Referred to councilman Minucciani,Chairman of the street committee.
Bank of America wrote asking if the city wishes to continue stop-payment on checks 23008j
$360,Corrucctani,~OV~,$VS.24, Shell Oil, 28V31,$150.00. Dank of So. San Francisco, and #2669~,
$~O,Tibbetts. Councilmen decided to continue the stop-payment order.
On recommendation of Helen Stebecker Mr. Earl Hargraves was appointed a member of the South
San Francisco Recreation Commission.
A communication was received from Mr.E.R. Stowell,of the U.S.Department of Labor,San Francisco,
in answer to the city's request for permission to raise the salaries of city employees, 10%,
stating political subdivisions must make their request directly to the Joint Committee on
salaries,and wages, room 5406,Department of Labor Building,Washington,D.C. Communication filed.
The monthly reports of the City Treasurer and Acting Librarian for the month ending 'December
31,194~, were received. Councilman Holston moved the reports be accepted as read.The motion was
seconded by councilman Lloyd and regularly carried.
Chief of Poli~e Belloni submitted the followin~ names as appointed special policemen and v
at various plants,- Western Pipe & Steel Company;~ erbert B.Reddington,Alfred Girolo and Battista
J.Rodondi; Belair Shipyard; W.E.Potter and Otto-Fredertckson; and at Bethleham Ste~l Corporation,
Clifforg O'Brien and William A.Ward. Councilman Lloyed moved the appointments be confirmed, without,
remuneration from the city. The motion was seconded by councilman Boido and regularly carried.

Councilman Minucciani introduced a resolution of the"CityCoUncil of the City of South
Francisco c~lling for 9ids for the purchase of an automobile for the..Ctty of South San Francisco's
Police Department, and setting the date for the opening of bids for the same as Monday,February
1,1943,at 8 o'clock P.M. in the council chambers of the City Hall.

RESOLUTION N0.885.
CouncilmanHolston introduced a resolution of the city council of the City of South Sa~
Francisco annotu~cing that the City of South San Francisco will introduce a bill in the Stat~
Legislature of California, which is to be designed to give relief to the flood conditions
in Colma Creek and adjacent territory resulting from erosion of lands draining into Colma
Creek, said bill,it is contemplated, to be of such scope and character as to be applicable
to similar conditions in ot~er parts of the State of California.
The resolution was adopted by the votes of all the members of'the city council,as follow~

Councilman Holstou moved the gasoline bids Be opened. Councilman Lloyd seconded the mot
and it was regularly carried. Bids were received f?om Gilmore 0il Co,Shell 0il Co.General Pet-
roleum Corp'n, ~fdewater Lssociated 0il CO'1, The Texas Company,Standard 0il Co., and Richfield
Oil Company. Tidewate~· Associated was the lowest bidder at 13.§0 cents for Ethel.The Texas Co.
bid 15 cents and'all others bid 14 cents. Tidewater Assolated Co, being the lowest bidder was
give~6 months of~the city trade,Shell co,~hA~ing pleaded they are property owners in the city,
they and~
asked for s~e busin.It was agreed'any of the other bidders could have a share of the city's busines
if they meet the bid of Tidewater Associated $o.,as the Shell company had.
ORDINANCE NO.22V.

The second reading of Ordinance NO"22~ was called for, This ordinance amends Ordinance
216,an ordinance'creating a Cicil Service Ststem, for the employees of the City of South San
Francisco,by adding the city council of the city as ex-officio members of th~ board of review
with three of their members constituting a quorum. Much opposition ar6se to its adoption.
Councilman'Helston stated that at the time the civil service ordinance was pas~ed he made
,~lear that city e~ployees would be taken out of politics,and the ordinance that is now being
voted on pratically nullifies the city civil service law, that the law has not been given a ch
and he would vote against the amendment. Councilman Boido stated it was a shame to destroy scm
~hat should be a~good thing by itself, the council should not sanction it, as i~ is going back
~o the old s~stem and putting politics back again in the city hall.
Mayor Ratto stated he knows this board favors civil service, but the ordinance should hav.
been put to a vote of the people and not include heads of departments.
Councilman Lloyd declared he would vote Aye because he thought it would be alright for th~
~city. He stated ~o man was discharged from city employment in 15 years to his knowledge, a~d
cities of this s~ze should hold councilmen eesponsible. To this councilman Holston replied tha
after his election a councilman remarked that if Mr. Holston were defeated every man in the
hal woul~ have been discharged. Councilman Lloyd ~tated he did not think~so, Councilman

stated he was not present at the meeting.
Councilman Minucciani stated he was not on the council when the civil law was passe~,but
would vote for the amendment.

Councilman Minucctani moved that Ernest Wilson be ~$red to draw up the rules and regular
for the operation of the civil service law, remarking that City attorney Coleberd had disquali
himself. This brought a storm of protests from Councilmen,Holston and Botdo. Mr. Holston stated
City attorney Coleberd is quite an authority on municipal law, the hiring of Wilson would be a
wasteful expenditure of the city's money, a disgrace to the city,a discredit to our city attor~
~om he thinks is one of the best in the state,and that he would vote No. Councilman Boido st
the hiring of Wilson is foolish, going outside the city to hire someone else when the city has
attorney 22 years that he knows of .
On roll call councilmen Reese Lloyd,M.Minucciani and D.W.Ratto voted Aye, and Councilmen
Boido and Holston voted No on the motion. Councilman Boido asked who is going to pay the Wil

The claims having been audited by the finance committee Holston mo~ed the bills be paid.
The motion was seconded by Councilman Lloyd and regularly carried.
Councilman Minucciani moved that a light be placed at Randolph and Edison Avenue,one in
the middle of the block of Edison,Avenue,one on Franklin Avenue,one near 12 mile Souse,one
on Willow Ave and one near Poetsch & Peterson Tannery. The motion was seconded by councilman
Bodo and regularly carried.
There being no further business before the council councilman Holston moved to adjourn until
Monday,February 1,19*~,at 8 o'clock P.M. The motion was seconded by councilman Minucciani
and regularly carried. Time of adjournment, 9;30 o'clock P.M.
