THE CITY OF SOUi~H SAN FRANCISCO,HELD
MONDAY,FEBRUARY 1,1943.
The regular meeting of the city council of the City of South San Francisco was held in
the City Hall,Monday evening, February 1, 1943.
The meeting was called to order at 8 o'clock P.M. by Mayor D.W.Ratto.
ROLL CALL.
Roll call found all members of the council present,as follows;-
Councilmen,V.Boido,George W.Holston,Reese Lloyd~ M.Minucciani,~.W.Ratto.
The minutes of the previous meeting were read. There being no errors or omissions they
were approved as read.
A communication was received~m the American ~ed Cross,San ~ateo Coumty Chapter, askin~
the city's permission to displa~ Red Cross and the A~erican Flags ~ sldewa~k~during~ their
War Fund Drive,beginning ~arch ~$~9,3, and asked how many flag pole~holes~arein the sidewalk~
Permission granted and the Chief of Police instructed to ascertain the number holes available.
Rev.Willi~m R.McKnight asked the city to zone lots 12,1A,~iand 18 in Block 10,Town of Bade~
so as to permit the building of a church. Referred to City ~ttorney Coleberd.

' communication was received from Kirkbride & Wilson,~eme~osing a bill for $~§1 for servi~
re red~ in the Appellate Court and in prosecuting petition for hearing in the Supreme Court
conce_~ainE~me~i~ syteem ordinance. The communication stated that for the service and the services
rendered in study for and preparation of the ordinance amending the personnel system ordinan¢
and the ordinance providing for the services of ~Mr.Klassen during the absence on leave of
Mr. ~arshall the reasonable fee of $800 would be Justified.~he letter stated that they are
charge in~ the latter two respects, their services with reference to said suit beiz
s in value of the amount which the2 are charging. Referred to city attorney Coleberd,

ngi~el~ Klassen submitted Progress Payment Statement, No,~, on the excavation of the
channel of ~Colma Creek between Linden & Orange Avenue,by LoC.Smith,showing the sum of ~1~0
due Mr. SmiSh. Councilman Lloyd moved the amount be paid. mhe motion was seconded by councilm~
Minucciani ~nd regularly carried.
A communication was received from the HOME FOOD PRODUCTION COMMITTEE~ advising that in
districts where there are no ordinances prohibiting the keeping of chickens,and ot~er poultry~
that none be enacted, and where such ordinances do exist they coul~ be~ relaxed or suspended.
Referred to the Health Officer.
Chief Qf Police Bel!oni submitted the names Benjamin Battiest,Karl Unger,JosepL N.01son,
Walter J.G~lliam, William A .LoeweCarl E.Speicker, ~ames Joseph Wright,Joseph Hughes,Charles
Franklin,Nicholas John ~Durnberger and Osha Austin hedgecoak for appointment as special polic~
at t~Western Pipe & Steel Company. Councilman Lloyd moved the appointments be confirmed,
without remuneration from the Qity. The motion was seconded b2 councilman Holston and regalarl~
carried.
The m~nthly reports of theBuilding Inspector, Fire Chief,Poundke~per, Sanitary Ins~ector~
Municipal ~udge, Chief of Police and City Clerk for the month ending an~ar2 ~l,19*~,were
submitted. Councilman Minucciani moved the reports be accepted as read. ~he motion was second~
by councilman Lloyd and regularly carried.
The E.~.Edwards Company submitted a deed to the City of South San Francisco toO.YlVi of a~
acre on th~ south side of Butler Avenue for the purpose of widening said Avenue. Councilman
Holston introduced a resolution of the city council of the City of South San Francisco accept
tng the deed from the E.H.Edwards Company. The resolutiom was adopted .by the votes of all th~
members of the city council,as follows;- Ayes,Councilmen,V.Boido,George W.Holston,Reese Llo~

RESOLUTION.
Counci~nan~Minucciant introduced a resolution of the city council of the City of South
San Franci~c~ providing for the collection of the VICTOH~ TAX. The resolution was adopte~
by the votes of all the members of the city council,as follows;-

cisco authorizing an agreement between the City of South San Francisco and the State of
California ~ith respect to the constrhction and maintenance of improvements on Butler ~venue.

police~dep~rtment~ Councilman Minucciani moved the bids be opened.The motion was seconded by
councilman Lloyd and regularly carried. But two bids were received, those of Howard ~uick Co1
Burlingame,~alifornia, for the sum of $19VY.40,allowing $83V.40 for the old ~uick,~alance $11~
and the Belli Motor Compan~,Colma,California,for the sum of $20M3.89,wtth an allowance of $601

Councilman Minucciani introduced a resolution of the city council of the City of South San Fr~
cisco awarding the contract for the purchase of the new car to Howard Buick for the sum~enti~
in their bid, $1135.00 . The resolution was adopted by the votes of all the members of the c~

The city clerk was instructed to write a letter to the motoe vehile department requesting them
to place an officer in this city a few days a month to take care of applicants for licenses in
this district, of office

E.Dale Thompson to January 1944,succeeding Mrs. Wagstaff. Mrs. Seibecker stated that publte
liability~ compensation insurance should be extende8 to the personnel of the recreation comm-
ission, the children in playgrounds and others connected with the department. ~ayor Ratto will
take the matter up with the insurance company.,
The city clerk was instructed to write Congressman Anderson, Washington,D.C.calling his attention
to the vast quantities of silt erosion i lowing into South San Francisco during rainy seasons, and
Co~~ing him to use his efforts to incorporate the situation into the 0~IBUS FLOOD CONTROL Bill in
Nr.~A.H.Albright applied for permission to rent the gasoline station property of Vtc.Lonati,the
south east corner of Armour and Linden Avenue extension for a family trailer court of three machines.
Referred to city attorney Coleberd and the hmlth department.
Councilman Boido,speaking for Fireman Pete Mairani,asked whether regular employees by the nonth
should be paid for ertra time at the ~6 day a month or the ~0 day a monhh basis. It was revealed
that a fireman paid by t~e 30 dsy a month basis for extra time received $6.42 a day whereas loborers
were paid ~6.60 per day. ~!ayo~Rabto did uot believe the chief of police should be paid for overtime.
Chief Belloni said if he did not receive~' overtime for his labor he would not work overtime. I~ was
decided to hol~ a m~eting on the subJect,T~esday evening, February 9,1943 at 7;30 p.m.,informaLly.
Councilman ~inucciani moved the salary of gardener kemo ~affaelli be raised to $175 a month ,
u~til the return of head gardener Dino Pallestrini.
May°r Ratto stated Dino eallestrini should be granted a leave of absence until i.e retirns from
the war. Councilman Lloyd moved the leave be granted. Seconded by councilman ~inucciani and carried,

Councilman Boido reported street conditions in Paradise Valley in bad shape, from dirt fillin~:~' : ,~
into catch basins and underneath the new sidewalk washing away.Mayor natto stated it was a bad J6b ~,

The motion was seconded by councilman Holston and regularly carried.

at the start and ~hose things can happen.
Mr. Julio $i Basilio,665 First Lane, appeared before the council with reference to chances
of a prospective homebuilder securing a priority to build a new home. He was informed there
are no priorities issued for these kinds of buildings, that hundreds of applications are
being received by the government and none issued.
Mayor Ratto requested city attorney Coleberd to prepare an ordinance go~erning rules and
regulations for the fire and police departments. ·
i'he question of issuing permits to repair buildings was given some attention by the
council. Some were of the opinion no permits to ~epair should be given unless necessary,
and tt;e matter will be further study before further permits are is~ued.
There being no further business before the board councilman Holston moved to adjourn
until Monday, February 15,1943. The motion was seconded by councilman Lloyd and regular]
carried.
