' ' ' The regular meeting of the city council of the City of South San Francisco was held in the 6ity Hall,Monday evening, March 15th,1943. The meeting was called to order at 8 o'clock P.M. by Mayor D.W.Ratto. ROLL CALL. Roll call Found all members of the council present , as follows;- Councilmen V.Boido,George W.Holston, M.~linucciani,D.W.Batto Reese Lloyd The minutes of the previous meeting were read. City attorney ~oleberd, in Seference to the bill of Ernest Wilson,attorney for Councilmen ~.Ratto,Min~c~iani and Lloyd in the matter of legal work in connection with city laws, in the sum of ~35].~-$0, stated he did not say the individual members of the city council were responsible for the claim. The minutes were order, corrected to so read,and adopted. A communication from the Peninsule Branch of the League of California Cities notified the city the meeting of ~arch 18,1943, would be held in the Benjamin Franklin Hotel at 6;30P.~ on that date and asked how many city officials would attend. It was estimated that nine personl would be in attendance,and the clerk was instructed to so inform the secretary. Personnel Board Clerk E.Ottenfield of the Board of Review notified the council that a meet: of the board was held Thursday,~arch 11,1943 , and that st the meeting the Board of were class: as follows;- E.N.Fo~rcans term expired Februar~ 15,194~, Joesph L.Smith's term expires February 15,1944,and Jesse A.Holbrook's term expires February 15,1946. Mr. Fourcans was elected Chairman of the board. As his term expired ~ :~ already it would he necessary to re-appoint him or appoint a new member. Councilman Holston moved tha' E.N.?ourcans be re-appointed a member of the City's Board of Review. The motion was seconded bl councilman Boido and regularly carried. Works Engineer Klassen submitted a copy of a statement written to John H.Skeeggs request him to change the design of the proposed combined concrete gutter and curb in Butler Avenue to ~onform with the South San Francisco standard design,as the 2ity of South San Francisco is paying for the curb and gutter. Accepted/ Referring to the construction of storm water and sanitary sewers in South Industrial area engineer Klassen submitted a copy of a letter written city attorney Coleberd on the subje The engineer stated the work commenced about January 10,1938, a bill from Dolan Building Supp Company of that date being found,for material used in the construction of the office ~ tool s a notation by the WPA dated i~,arch lO,1939,stating the project was completed on the ~3 De~embe 1938~ and that owin.g to the staggered hours worked by the WPA~it was impossible to determie th number of worki~".g days spent on the project. Chief of Police 5elloni appointed the following persons as special police men and women to the various plants;- Ers Opal Carpenter Cluff,Western Pipe & Steel Co., Harry oarron an~ Rorace E.Lea,Western Pipe ~ Steel Co., Ers Tony ~arson Howell~estern Pipe & Steel CoSyl~ester Belair Shipyar6,Henry J.Lancendorfer Oethleham Steel Corp'n, and H.E.Trapwell, Hammond Aircraf Councilman Lloyd mo,~ed the appointments be confirmed,without remuneration from the city. The mo was seconded by' councilman Minucciani and regularly carried. The monthly reports of the City Treasurer and acting librarian for the month ending February ~8,1943, were submitted and accepted. ~RDINANCE NO.~8. Ordinance Nc.ecS.. ,entitled 'AN ORDINANCE REPEALING ORDINANCE NO.901, e~titled "AN ORDINAN AMENDING SECTION 3 OF ORDINANCE N0.166 of the CITY OF SOUTH SAN FRANCISCO,~ENTITLED'AN ORDINA REGULATING AND RELATING TO TEE ERECTION,CO)[STRUCTION AND MAIh!TENANCE OF ADVERTISING S'iRUCTURE ETC., had its second reading and was passed and adopted as an ordinance of tt~e City of Sout_~ S Francisco, by/the following vote;- Ayes, Councilmen,V.Boido, George W.Holstom, Reese Lloyd, M.~inucciani and D.W.Ratto. Councilman Holston introduced "A RESOLUTYON OF TH~:~ CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO A~iENDING THE ESTABLISHED PERSONNEL RULES AND RE~ULATIONS OF THE CITY OF SOUTH SAN FRANCISCOM The resolution was adopted by the votes of all the members of the city council,as follows Ayes, Councilmen,V.Boido,~or~e W. Holston, ~eese Lloyd, M.Minucciani,D.W.Ratto. Noes, Councilmen,None. Absent,(~ouncilmen None. Attest Daniel McSweeney. City Clerk. Recorded in Book of Resolutions, Vol.3,at page 383. Councilman ~inuccianl repoted the Pacific Gas & Electric Company may proceed with excava- tion work in Paradise Valley at Grove and Highland Avenues on Hillside Boulevard to lay gas mains to supply new homes to be built there. In the matter of the request of the Growers Rice Milling Company,for the repair of the ro at,their plant,which is to be reopened,councilman Boido recommended making repairs of a tempo nature, with city equipment. Mr. Petroff represented the Rice Milling company in the matter,a~ expressed the be]!.ef that ~he present roadwaF is now an open road,aha asked that something be done on accountof an expected heavy traffic of business in September.city attorney Coleberd stated that if the roadway has been opened for a certain number of years it can be considered a public highway. It appeared satisfactory to the council that some work should be done on th. driveway and it was referred to Works Engineer Klassem. Councilman Minucciani reported that hog smell is coming down from the hills and Colma Cre into the city limits again. After discussion it was decided to l. ave the clerk write Dr. Cans a strong letter protesting against the county authorities'lack of action in permitting the polut and diseased waters from Colma Creek and the hills to enter the City of South San Francisco. Pete Mazzanti appeared before the council and requested permission to plant a few acres o vegetables in Orange Avenue Park,and offered to pay a fair rental for the privilege. All counc men agreed to rent a couple of acres to him. The price was fixe~ at ~5 per acre. ~r. Mazzant reported that Second Lane f~n the VO0 block was in an almost impassable condition and asked that a blade be passed over it to level it somewhat. ~'ayor Ratto said the equipment would be sent over to grade so~e at the first opportunity. City attorney C~le was instructed to assertain who was receiving the rent froM. Mr.Azzaro. Mr. Julio De Bassilio 665 First Lane brought up the subject of stimulating the planting of victory gardens by offering a prize to the person showing the best results of the planting. The matter will be taken up by the chamber of commerce, Judge HaZy,Logan Franklin snd the press.
