The regular meeting of the city council of the City of South San Francisco was held in the City Hall, Monday evening, April 5th,1945. The meeting was c~lled to order at 8 o'clock P.M. by ~iayor D.W.Ratto. ROLL CALL. Roll call found all members of the council present~ as follows;- Councilmen,V.Boido,Geoege W.Holston,Reese Lloyd, M.Ninucciani, D.W.Ratto. The minutes of the two previous meetings were read. ~here being no errors or omissions,they were approved as read. Communications were received from Langdon W.Post,Directer, Region X, of the National Federal Public Housing Authority 785 Market Street,San Francisco,and John L.Fitzgerald,Regional Counsel, same agency and same address, showing the federal government about to construct 720 building units on 49.9 acres of land west of Linden Avenue and near Tanforan, and wished to know what terms or agree- ments would be necessary for the city to grant the government sewer connections with their units. It ~was the opinion of the councilmen that the city should be recompensed to some extent on ~ account of the possible costs of installment and maintenance. ~!$1000 was suggested as a fair fee for the service, and to have the engineer confer with the federal authorities as to the amount. Councilman Boido stated the proper person to confer with the government men was the regular city engineer, meaning Mr. Marshall,and recognizing any other engineer for this work would be out of order. Councilman Lloyd moved that Works Engineer Klasses be authorized to confer with the federals to make terms of agreement for the comnnection. The motion was seconded by councilman Ninucciani. Councilman holston stated he recognized U.S.Marshall as the city engineer of South San Francisco but would vot~ye on a matter of this kind. Councilmen Hotston,Lloyd,Minucciani and Ratto voted AYE on the motion and Councilman Boido voted N0~ the motion carrying. The clerk was instructed to Write ~r. ~ost granting the city's permission for the sewer connection under some financial agreement. A communication was ~eceived from Health Officer Chas.C~Gans, in answer t° the city's letter of'March 17,last, referring to the recurring flow of unsanitary matter coming down into the city from hog ranches through the Colma Creek. Dr. Gans expressed.'the opinion that the flow of water and matter has been checked by new construction projects in the path of the stream and stated that laws and ordinances now in existance are inadequate to cope with the situation, and requested that a conference cons~tfn~ of the City Council,City attorney and city engineer be held with him and his Chief Sanitary Inspector on sewage disposal. Communi~ation accepted. An application was received from M~lle Enterprises, Inc.,reqUesting permission from the City council to install a SKY FIGHTER in A1.Russo's Three 0wls ~afe. Councilman Holston moved the desired permission be granted. The motion was seconded by councilman ~inucciani and regularly carried. The Enterprise Engine & Foundry Company applied for permission to install several lights on the Westerly side of Division Street between Pine & Armour Avenue,stating the protection is required as thieves have been carryin~ off automobiles and draining gas tanks. Councilman Holston moved the permission be granted,unde~~ the aontr01 of the Light&Control Board of the city. The motion was seconded by councilman ~inucciani and regularly carried. A notice was received from Executive Secretary of the League of California Cities,Dick Graves, stating a proposed bill,A.B.No. 1777, adding a section to the Health & Safety Code of California would prohibit the discharge of raw sewage on any beach,etc., and would require t~e construction of plants for treatment of sewage commencing within one year after the cessation of hostilities, ~ and f~nishing the same within three years. The council decided to oppose the bill and instructed the clerk to write Assemblyman Call and Senator Parkman to that effect. Fire Chief Welte submitted the name of Joseph Dias for appointment to the call forces of the Fire Department, at No.1 Fire Station. Councilman Holston moved the appointment be confirmed.The motion was seconded by 6ouncilman ~inucciani and regularly carried. Wavco Machine Shop applied for a business license to operate a shop making machine parts at 477 Grand Avenue, the partners being Walter Di~lingham,Norr~s Verna and henry Verna. Councilman Minucciani moved that the license be granted. The motion was seconded by councilman Boido and regularly carried. A communication was received from District Attorney John P.Fitzgerald of Santa Clara County eulO~tzinM, t?e police department of South San Francisco ,especially Chief of Police Belloni, Sergeant Terragno and patrolman ~ertuccelli for their efficiency and their assistanee'iin~.~con~ection with the Alcalde case. Accepted and filed. Works Engineer Klassen submitted a statement showing that the p~oposed gutter in ~utler Avenue, would be inadequate on account of the levelness of the grade,and requested permissio~ to substitute the city's Standard Concrete Curb and ~-utter at an additional cost fromm the Special Gas Tax Fund in ~ the amount of appoximately ~$900. Authorization ~ranted on motion by councilman Lloyd, seconded by councilman Minucciani and regularly carried. Referring to the improvement of Industrial Nay the engineer stated the Public Roads Administration would pay only for th~ type of gutter as the plans indicated for Butler Avenue,and recommended that he be empowered to use the city's type of curb and gutter. He was instructed to proceed with the~city's Standard Concrete Curb and ~utter~ u~der the same conditions. ~r.Klassen submitted aopies of correspondenae he had with city a~torney Coleberd and the Bethle- ham Steel Corporation in connection with the acquisition of a portion of the steel company's la~d~ on the easterly side of IndUstrial Way,northerly from East Grand Avenue'~ together with a shetch of the parcel. San Mateo Chapter,American ~ed Cross, submitted an application for a contribution to the f~nd. City attorney 0oleberd ruled it would be illegal to contribute the city's money for the purpose designated. Roberts Company offered a.program to control rats in dumps. Communication filed. The Chief of Police submitted the following names for cancellation from the rolls of special policemen. He stated thab Mr. Azzaro said he was~ot paying rent to anyone for the land. This was agreeable to the council and engineer Klassen was instructed to attend ~he work. Councilman Boido ad zhat police and firemen use their best endeavors to catch the culprits,and turn them over to ge. Councilman Boido stated fire chief Welte~ recommended that Fire Truck No.1 be painted. He stated the cost would be $~50, and moved the work be done. The motion was seconded by council Minucciani and regularly carried. Councilman Boido inquired about the lease to Pete Massante of(approximately one and one acres,and if the rent was paid. City attorney Coleberd stated he had not yet made up the agree on account of'~"'Yhe.-lack of a proper description of the land. Mr. Boido stated he noticed sc zhe city's'employees making ground for a basket ball court in Orange Avenue Park and wanted t know why the city council were not informed or consulted about doing the work. ~ayor Ratto a~ cilman Minucctani stated the project was of small character, no outside help being employed s the cost would be only about ~100. Councilman Boido stated no work should be done without the matter being brought before the Board.of Councilman. Mayor hatto r~ported that~the soldiers in the beach area want an extension of the water from the present limit for about ~00 feet northward. Engineer Klassen was instructed to att zo the extension. Councilman Minucciani advised that the woodwork in fire house No.~, an~ Park dressing room be given a coat of paint. He was instructed to have the work done. Councilman Einucciani asked city attorney Coleberd what progress he is making in collectf ~500 the So.S.F.Land Co. owes the ~ity of South San Francisco. Mr. Coleberd stated he did kK w~at action he would advise taking. Mayor Ratto reported that vandals had wrecked the back stop in the ball grounds in sever~ places and suggested some action should be taken to check the offenders. Councilman Lloyd mo~ ~hat signs be erected ~ffering a reward of ~,$50 for tLe arrest and~conviction of any one defa¢ or wrecking any city property, he motion was seconded by councilman holston and regularly c~ ~ayor ~atto reported he received ~dviceS~ that the poundmaster had received money for rem¢ dead dog from the street,and requested the city clerk to contact the poundman and have him re ~he money. Councilman Minucciani requeste~ the city clerk to prepare a list of city delinquent lot,, for the purpose of holding auction sales to dispose of them so that taxes could be collected ~he new owners. ~ list of delinquent license owner~ wes also requested.
