HomeMy WebLinkAboutMinutes 1943-05-03374 REGULAR MEETING OF THE CI%~ COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO,HELD [ONDAY, MAY 3rd,1943/ The regular meeting of the city council of the City of South San Francisco was held in the City hall ~onday evening, ~ay ~rd~1945. The meeting was called to order at 8 o 'clock P.~!. by ~ayor D.W.Ratto. ROLL CALL. Roll call found all the members of the council present,as follows;- Councilmen,V.Boido, George W.Holston, Reese Lloyd, N.Ninucciani,D,W.Ratto. ~he minutes of the previoua meeting were read. There being no errors or o~,issions the~ were approved as read. Councilman Boido,Chair~an of the ?ire Commission, receivea a commUnication from Fire Chief '~elte , detailing at length the necessity of increasing the personnel of the fire department. He stated the number of calls responded to by the fire department has increased, while the number of volunteers answering the calls has decreased, owing to the mens' e~agemen~ in other lines of endeavor, that the new construction of 7~1 units by the Federal Government will bring an additional pop~?~o~ ~f 5000 persons to the city. ~d that, owing to lack of sufficient volunteer firemen , the city should increase the present~orce~ by five full time men in order to cope with any possible hazzard. Councilman Boido spoke in favor of a stronger fire department on account of the new government building program,and the additional wa~ threat as well~ and advocated the placing of at least two men at once. Chief Welte stated good men were not immediately available,and should be appointed from the Civil Service list. ~ayor Ratto advised that he might advertise for men in t?is case, and requested the city clerk to get in contact with the civil service personnel board and advise that an elegible list be established from which to a~point employees. It was decided t~ men at the first opportunity~ as temporary firemen. Russo Brothers , 501-~ Grand Avenue, submitted a request for a license to operate an Arcade of Amusement at t~eir u~lce of business,to take the place of t~eir store. The consessfon~ would consist of games of skill electric eye guns shooting at targets of enemy planes,battle- ships, subs and the forts . 'ihey g~aranteed to run no gambling devices of any sort whatever. ~hey stated these machines are now in use by the U.S.GoVernme~t in training soldiers for the armed forces. It was decided to postpone action until a later meeting to investigate and consider the request. Fire Chief Welte asked permission to attend a conference of State Fire Chiefs at ~ierced Saturday and Sunday,i',ay lb and 16th next. Councilman ~olston moved the desired permission be granted, with expenses. The motion was seconded by councilman Boido and regularly carried. Pacific ~as ~: Electric Company requested permission to relocate a pole line on Industria~ Way between Grand Avenue and Butler Avenue~ and to set a vole on the south side of Southwood Drive ~00 feet west of E1 ..... . ~ Cam~no eal. eferred to the Street committee A communication was received from the So.S.F.Chamber of Commerce requesting the co-oper- ation of the city authorities in developing victory gardens by plowing and/or disking vacant lots in various places of t~e tow~. The city not being eq~iped with the agricultural implement~ required for t~is kind of wOrk the city clerk was instructed to so inform the chamber. A communication was received from William Augustus stating the Board of Supervisors of San ~ateo County, in response to the city's letter, had voted the sum of $10,41~.~8 as a contribu- tion to the Colma Creek ~roject, and enclosed a check for the amount. Accepted and filed/ State Senator ~arry L.Parkman acknowledged the city's letter requesting him to help defea~ Assembly Bill No.177~,and stated he would do everything he could to kill the measure. In a communication the Growers Rice Nilling Company of San ~¥ancisco stated there was no personal proDerty on hand in their warehouee in South San Francisco, that the improvements have been reduced materially by the tearing down of one building and the incinerator,and ~hat all the machinery had been removed by Rosenberg Bros., and the Rice Growers Association of California. Accepted and filed. Chief of Police Oelloni submitted ~Le name of John A.Berry for appointment as special police- man at the Bethleham Steel Corp'n, and the names ofSheldon Gro~es Stephens,Ben.J.Niklas, Ralph F.Fountain and Georg~ L.?elch at the Western Pipe & Steel ~'orks. Councilman ~inucciani moved the appointments be coni'irmed without remuneration from the city. The motion was seconded by councilman Boido and regularly carried. // Norks Engineer Mlassen submitted a copy of a statement requested by County Engineer Grant / ~o furnish an 'estimate of the cost to put Colma Creek in a safe condition for t~e coming winter. /The estimate covering all phases was ~l~lO,O00. ~r.Klassen advised the county to budget t~e sum // of $8,000 for the work. Accepted. John h.Ske~!gs,District Engineer , Division of State ~ighways submitted the FIRST Sb~PLE~ENTAL NEEORANDU~I O? A~i)REEEENT,in triplicate, to provide for the expenditure of the $c~as tax fund on Streets of ~ajor Importance for the 19~5 fiscal year, and requested resolutionsjadopted- ~ by the city be returned with certain copies of the agreement. Accordingly councilman Einucciani intro- duced a resolution of the city co~e~]~ Ge +~e City of South San Francisco entering into an agree- ment with the State of California adootinM, the budget of proposed e~penditures of the ~cent gas tax allotted for streets of major importance,other than highways. ~he resolution was adopted by t~e votes of all t~e members of the city council,as follows;- Ayes~Uouncilmen, ~.Boido,George W.Holston,Reese Lloyd, ~.Einucciani,D.W.Ratto. Councilman Ninucciani introduced a resolution of the city council of the City of South San Francisco applying to the Office of Defense Transportation for authorit~ to purchase a new truck for the purpose of maintenance of sewerage disposal and street repair.~The resolution was ~dopted by the votes of all the m~mbers of the city council, as follows;- Ayes, Councilmen,V.Boido, Oeorge W.Holston,neese Lloyd, ~.~inucciani,D.W.Ratto. Noes, Councilmem, None. Absent, Councilmen,None. Attest. Daniel ~cSweeney City Clerk Recorded in Book of Resolutions, Vol.S, at page ~88. The monthly reports of the Sanitary Inspector, Fire Chief, Building Inspector,Chief of Police, City Judge and City Clerk for the month ending April ~0, 19~, were submitted, and on motion by Councilman Holston,seccnded by Councilman Lloyd , regularly carried~and accepted. City attorney Coleberd reported the claims of Riley ~ Riley and Werner against the city of South San Francisco for alleged injuries reoeived in falling into a hole in the city streets, in the sum of $5~,~00, were not wel~ founded and recommended the rejection og the same. Councilman ~olston moved the claims be rejected. The motion was seconded by councilman Lloyd and re~ularl~ carried. Mayor Ratto announced he was advised by the city attorney the city could legally purchase Government War Bonds· and called for a motion to purchase ~lO,O00 worth. Councilman ~olston m~ved the city purchase the sum of $10,000 worth of U.S.War Bonds. 1he motion was seconded by counci Boldo and regularly carried. Under the head of unfinished business councilman ~inucciani inquired from the city attor~ as to the progress on the new billboard ordinance. Mr.Coleberd stated ~e was working on it and would have it for presentation soon. Inspector Fitcheisien of the County Board of health ~spoke of bhe general sanitary conditions, he rated South San Francisco in good shape,stated we must keep it that way,look out for any influx in rats, mad dogs,et~, he stated two mad dogs were received in the county from this area,and advised that whenever there is a suspicion of the dease ring up the county authorities and they will pay all expenses pertaining to procuring the animal. "e stated the board o£~gupervisors are now framing an ordinance whic will controll the hog ranch trouble in Colma Oreek region, and predicted there would be no further hog effluet co~ing into the city. ~Sundmaste~ konetini volunteer to work in con~unction with the county health dep~rtment in t~e/matter of the control roving and mad dogs. T~e engineer stated nothing ~as been ~one in the matter yet. · Cit~ attorney Coleberd reported Mr. ~ason, the father of the Aee,~ue of California Nunici- palities,now the League of California Cities~ was given a grand ~eception on the occasion of his 85th,birthday, recently. ~e said ~r. ~ason is in good health,and spoke feelingly of the early days of the organization In t~e matter of the propos~tion to put on sale all city delinquent tax lots, City attorn Coleberd ~stated he would work in conjunction with the city clerk and submit tLe list to the city council.
