REGULAR NLEETING OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO,HELD MONDAY,
nY 1VTH, 1943.
The regular meeting of the city coun~'~il of the City of South San Francisco was held in the
City Hall, Eonday evening, May 1Vth, 1943.
The meeting was called to order at 8 o'clock P.E. by ~ayor D.W.Ratto.
ROLL CALL.
Roll call found all members of the council present,as follows;-
Councilmen,V.Boido,Geor~'e W.Holston,Reese Lloyd, N.Einucciani,D.W.Ratto.
The minutes of the previous meeting were read. There being no errors or omissions they were
approved as read.
A communication was received from the recreation commission requesting the appointment of
four qualified recreation leaders for the Recreation Department at a salary of not to exceed
~l~O a month of 180 hours each per~onth commencing June 14,1943 to September 1,1943, and the
and placing of the present Recreation Director on full time at $~00 a month for the same period
at a minimum of 180 per month.. Councilman Holston moved the recommendations be accepted and the
appointmants made. The motion was seconded by councilman ~inucciani and regularly carried.
A communication was received by Works Engineer Klassen from County Engineer Grant stating ~.e
had done work for the city since the county paid the city ,~10,414.66 toward the Colma Creek mair.-
tenance, and laid claim for ~186 for such additional work. The claim was O'K'ED by Works Engineer
Klassen and. the bill was ordered paid.
Works Engineer Klassen submitted a copy of a statement submitted by him to Mr. Raymond
Anderson,Resident Plant Engineer,U.SoMaritome Commission,Belair Shipyard,relative to the sewage
situation and the diversion canal and Colma Creek as it affects conditions at Belair Shipyard,
to.~ether with a map of the premises. Accepted and filed with the proceedings~ d
The engineer also submitted a copy of a notice sent to City Ettorney Coleberd regarihg the
seasurements given in the description of certain land in Southwood in Ordinance ~09 which came
up before the Board of ~eview recently~disou~in~ attorney ilao~ey's idea of the measurement.
Louie Lengfield,Eanager of the San ~ateo ~ounty ,~ar Housing Center, submitted a list of the
kind of storesand houses the board will convert into living quarters for war workers, and asked
the city's aid in locating such places. Eommunication accepted and filed.
County Health Director Charles C.Gans called the attention of the city councilmen to
the reported spread of rabies ia counties adjacent to San ~ateo County,where.i.t was decided to
establish a Rabies Quanantine,and enclosed a copy of the quarantine order. He urged the cooper-
ation of all city councils, poundmasters and other city officials, and advised that pets be inoocul-
ated by licensed veterinarians. Accepte~ and filed.
A communication was r~:ceived from the Peninsula Branch of the League of California Cities, .
announcing that the next meeting of the branch would be held. in the De Anza Hotel,San Jose,Thursday,
~iay MOth,1943,at 6;30 O'Clock P.M. On count by Mayor Ratto it was decided that approximately
city officials would attend, and the city clerk was instructed to so inform the Clerk of the Division.
An application was received from John A.Allred for a business license for a secondhand~.'store
at Frank Giffra's store at ~06 Grand Ave., Counc!.lman Lloyd moved the desired license be granted;
The motion was seconded by councilman Ninuccian~ and regularly carried.
Chief of Police Belloni submitted the name of Vincent L.Faso for appointment as special police -
man at the Oethleham Steel Cqrp'n and Sven Hu~o Anderson at the Bela~.r Shipyard. Councilman Lloyd
moved the appointments be confirmed,without remuneration from the city.The motion was seconded by
councilman Einucciani and regularly carried.
The monthly reports of the poundmaster,librarian and city ~reasurer for the month ending
April 30,1943 were submitted and accepted.
The Division of Highways submitted seven copies of a proposed cooperative agreement between
the Division of ~-!iighways and the City of South San Francisco providing for the construction and
Maintenance of Industrial Way~aval industrial Access Road to Western Pipe [.: Steel Co~ and asked
that six copies be returned for execution after proper city officials of South San Francisco
signed. So ordere¢i~ by resolution No.89V~ introduced by councilman Holston,and regularly adopted
by the following vote;-

A communication was received from Southern Pacific Company submitting in duplicate counterparts
of a proposed agreement between Southern Pacific Company and the City of South San Francisco,
granting this city the right to construct and maintain a highway over and along Southern Pacific's
tracks at Butler Avenue, and asked that the agreements by signed by the city authorities and
returned to them for execution. Councilman ~fn~cciani introduced a resolution of the city council
of the City of South San Francisco authoriz~.n~ the city to enter'into an agreement with the
Southern Pacific Company for a right of way across their tracks at Butler Avenue. The resolution
was adopted by the votes of all the members of the city council,as follows;-

RESOLUTION OF INTENTION TO ABATE WEEDS,
1943.
Councilman Boido introduced a resolution of the City Council of the City of South San Francisco
of INTENTION TO ABATE WEEDS, 1943. The resolution was adopted by the votes of all the members
of the City Council, as follows;- --

Under the head of unfinished business the application for a license by lLusso Bros to
operate an amusement center at their old stor S.W.Corner on Grand ~venuue and Linden came.u~.
After considerable discussion it was decided to grant the Russo Bros a 3o day trial license
under the supervision of the police department.
Guido Tas~an asked permSssion to cut the curb on Linden Avenue next to his building to all
of parking in the lot.Permission granted.
Jimmy Vallanuva protested ~ainst having his .:;:icg taken up twice by the poundman and sci
the anisal was still in custody.'lhe clerk wg~s instructed to notify the poundman to liberate th
dog.
Bealth Officer ~hlaam stated there are numerous dogs at large that should be taken up as
rabies is prevelant in many counties and a quarantine in tLis county,and cautioned people to
keep track of their dogs.
~ayor Ratto suggested improvements be made at the beach to enable boatmen to bring down th
cars w~th boats to launch,by doing some grading and forming a parking space,at a cost of appro
imately ,~$1~5 to ~150. The work was ordered done.on motion by councilman Holston, seconded by
councilman Lloyd and regularly carried.
Councilman Lloyd moved that the salaries of police clerks ~urphy and Kneese to raised to ~
per month. The motion was seconded by councilman Minucciani and regularly carried.
There being no further business before the board councilman Boido moved to adjourn until
