OF The regular meeting of the city council of the City of South San Francisco was held in tke Cit~. hall,~'~onday evening, July 6,1943. The meeting was called, to ord~::r at 8;]6 o'clock P.~¥[. by mayor D.',¥.Ratto. ROLL CALL. Roll call found all members of the council present,as follows,- Councilmen,V.Boido,George W.I-~olston,Ree?e Lloyd, Y..~inucciani D.W.i~atto · 1 ~he mmn]tes of the two previous meetings ~ were read. ~here being no errors or omissions they were approved as read. Tax Collector Mrs.E.~iZabeth Ottenfield submitted a statement on behalf of ~ir. Rodgers of the State of California , who wishes to know what price th~:~ City of South San Francisco will take for lot:- 1,Block ~, Lot O,Block C. and lot 1V in 2lock C,Peck's Subdivision, delinquent for many years for taxes ~ both Saouth San Francisco and ~he County of San kateo, the State wanting them to relocate buildings which are situated on land to be bought for the matshore Highway. The city taxes amounts to ~666.8~. City attorney Coleberd advised the council that zhe city is not ~et ready to dis ose of the property. A communication wss received from Lester Immerman,kana~'er of the State qheatre, reporting bond ssles from June 8 to 14,to be ~.~6.SV5,and congratulating the veople of the Cit,) of South San !~'rancisco on the grand showing they made during the various drives made. ~lhe report was accepted with the thanks of the city and the city clerk instructed to acknow- ledge the re~ei~,t of the s~atement. ~'iayor Ratto received a communication from the San ~¥iateo County Civilian Defense 2ouncil advising that a very important meeting will be held at the headquarters,1615 Floribunda ~ve., murlin?'ame, at 4 P.~., V~eo. nesday; July V,and asked~ that the fire chief and others be present. Accepted and fileS. A petition containing 10 names of persons residing in the vicinity of ~,'liller,[:pruce and Tamarack Lane, was submitted to the city council protestin~ a~ainst the constructior and rear rooms on Tamarack Lane, proposed to be ~rected by Pompeo Patters. Councilman Reese-Lloyd moved the .application of ~;[r. Pattetta for th.e building permit be denied. ~he motion was seconded by councilman I~'~inucciani and regularly carried. ~ A reoort was received from Gordon iiowe Co~.~.stating that aUditing is being done upon ~he munic~oal books an~ accounts and reconcilement:has been made between the City ~'reasurer a~d City Clerk,as of the date of July Ond. keport accepted. A copy of a communication, includin? a copy of Section 35 (A) of the bnited States Criminal Code, to the seller snd to the War ProSuction Board, in the matter of the government requiremenzs to allow the Cyclone Fence Division to proceed with the rebuilding of the Chain Link Fence on Industrial Way, was submitted to the city council, and accepted. A communication was received from the Industrial Accident Commission stating Officer ~fhipple is 5~-'/~ totally disabled. Report acce~ ted~ and filed. A con~nunication was received from the Becreation Commission stating that Dennis A.~ieenan, ~ecreation Director, had resigned J~ne ll,1943,and the resignation accepted, that t~e Recreation Commission had approved the appointment of Floyd M.~unter on f~ll time basis from June 15,1943 Au~!'ust 31,1943 at. a salary of .l~qO0 a month for a minimum of 180 hours of servive per month,the employment of ~.,"iss Evelyn ~nter as a recreation worker on full time basis From June 01,1943 to August 31,1943 at a salary of ~1~0 a montk~ for a minimum of 180 hours of service,tk~e employment of Wm.~unroe as a recreation worker assistant on full time basis from June oo,1943 to August 31, 1943 at a salary of ,$110 per month for a minimum of 180 hours of service,and employment of Steven Ferko,as a re~,reation worker on part time basis at a rate of 85cents per Lout for a ~/inimum of 4~ hours ~er~ day, for six d~ws~ a week, for t~e ~'ime ~is services ~ay be neeSed u~ to'-Au~'ust 31, 1943, on a city claim approved by the council. Council,:an ~ :!nucciani moved the report be accepted and the appointments be confirmed. '±he motion was seconded By councilman Lloyd and regularly carried. A com~nnication was re~ ~ - ~" .~e_.veJ from ~,[ark ~,.aher,Assistant Suoerintendent of Streets, requesting a one yea~ leave of absence, effective July 15,1943. Councilman Yinucciani w~s of the opinion the granting of leaves under war conditions might be injurious to the city's help situation, that a good man mi~'ht take a job in good faith and be displaced later ,and that ~any men might quit~ leaving the city short of' help, under the leave of absence system. H~ moved the request be ~eni~d. Councilm_~n Lloyd was of the s~,me opinion and seconded the motion, which was carrieS. The Southern facific Railroad Corn?any returned a counlerpsrt of the agreement between the railroad company and the City of South 5an l~'rancisco to permit the City of South San ~rancisco a right of way to construct and maintain a highway across their tracka at mutier Ave~ue~ the same to be recorded and filed by the city.Accepted. Piombo Bros ~ req~ested permission to blast on property of the Sout'n San Francisco Land and Imorovement Company at the Southeast corner of Parcel ? ,Zone H , adjoining the ~eth!aham Steel Corporation. Councilman ~!olston move~the request be granted. ~he motmon was secondec~ by councilman Boido and re~larly carried. A communication from the ao.S.F.Chamber of Commerce suggested that a sidewalk be constructed to connect the new housing units with t~e business district of the city,on the west siSe of Linden Avenue, possibly with the aid of federal f~nds being used in the construction of the units. Engineer [(lassen was requested to secure some figures on the ~000 foot strip for a temporary sidewalk. The monthly reports of t' e 6ity Yreasurer, Chief of Bolice, City Judge,Building Inspector, Fire Chief,Sanitary Inspector and C~.ty Clerk for the month ending June 30,were received. Councilman Binucciani moved the reports be accepted. The motion was seconded by councilman Boido and regularl~ carried. !~nder the head of unfinished business Cit~ attorney Coleberd stated he co~ld not collect money from Mr. Azzara for alleged possession of city park pro. erty as Mr. Azzara stated he did not owe any rent to anyone.Councilman Minucciani advised ~r. Coleberd to try. The proposition to accept tlc streets of Industrial Village was postponed. In the matter of the prooosed sale of delinquent tax lots City Attorney Coleberd reported progress, t:sv~ng had ordered the dee~s or ~ndedtures to be used in the transaction. In '!~e matter of the ~500 due the city by the So.S.?.Land & Imp.Co. on the a~reement in connection with the storm sewer in South Industrial Area City attorney Coleberd was instructed look into the matter of how the amount was taken from Escrow without the city knowing of it. ~'he city clerk was instructed to take action to collect any back licenses. Councilman~Boido stated Fireman Andrew Schmidt made request for a raise in salary to ~$~5 a month. The councilman stated he was in favor of a general raise for everybody,instead of picking out any one person and other worthy men left out of consideration. Schmidt,being present, stated a person in his position with the respon§ibility that is placed upon him is entitled to the raise,and stated he would have to know before the next meeting of the council,as he is offered a better job and would quit if he did not get the rais. Chief ~elts stated he is very short of men now fireman Cameron being unable to work on account of sickness,and all fireman are working overtime to keep the department,and if any more quit the department would be dangerously crippled and the city would have to close a fire house. Councilman ~oido continued,that now is the time to ~giv~ t~e men araise before they all quit,they are being offered better pay in all industries,that firemen are complaing of working overtime now, without their days off, and they would like to see the departm~ent kemt up. Councilman Lloyd suggested layin? the matter over for consideration, stating it requires some thought, as some are entitled to increases and the matter of taxe~ is to be taken care Councilman ~oido stated tax money is being spent carelessly now, and salar~ comes first. Councilman l~!inucciani reported Chelini's cars are laying on lots ana on t~'e sidewalks, and obstruct pa~destrians. Also Simon's f?arage people are leaving cars on the streets, sidewal~ and in the vacan2 ~asoline station On the corner. Bergeant Terragno stated the Chelini ga~ag~ owners said they would not move the junk cars away, and he co~ld not do anytYing with them. Cf~ attorney Coleberd was instructed to look um tt:~e ownere of lots where the junk is placed and f~ out if t~e lots sre leased to the wreckers. The police depsrtment and attorney will get busy the problem at once. In tie matter of securing the e~timate of the undetermined population of the City of ban Francisco i~']'a~or Ratto was authorized to apply ~for taking of the census for this city and to ex end up to the sum of ~:~qO0 for the murose.
