FRANCISCO i[ELD MONDAY, OCTOBER 18, 1943.
The regular meeting of the ciby council of the city of South San Francisco was held
in the City Hall Monday evening, October 18, 1943.
The meeting was called to order at ~ o'clock p. m. by ~ayor D. W. Ratto
Roll call found the followinE members of the council present: V. B0ido, D. W. Ratto
M. Minucciani and Reese Lloyd. Absent Councilman Geo. W. Holston
The minutes of the previous meeting were read. There being no errors or omissions
they were approved as read.
A communication was received from Mrs. Fred E. Burris, Chairman Improvement Committee,
Southwood Tract, advising the council the residents of Southwood were ready to go a-
head with the ~rection of th~ children's bus shelter that had been disDussed at the
council meeting in February whereby the city would furnish the materials. They advised
that the cost would be $135.00. On motion by Councilman Minucctani, seconded by
Councilman Lloyd./it was agreed to purcl~ase the lumber from the South City Lumber Co.
and duly ca,tied .
A communication was received from tl~e Housing Authority of South San Francisco, en-
closing a letter from A. E. Ryan, South San Francisco Transit Company, in which ~1r.
Ryan asks the assistance of the Housing Authority in obtaining a pennit to operate
a bus route from Lindenville to the Western Pipe and Steel Company, through Peck's
Lots and Paradise Valley. The Clerk was instructed to ask Mr. Ryan and the Trans-
portation Committe of the Chamber of Commerce to appemr before the ~eeting of the City
Council November l, 1943, to.discuss the matter.
County Tax Collector
A communication was received from Ralph MacArthur/advising the city council he had a
bid of $28.00 each on Lots l, ~ and 1V Block C, Peck's Sub, asking the city's approval
to sell same. The clerk was instructed to inform Mr. ~acArthur that tt~e city object-
ed to the sale of these lots at this price.
A communication was received from Paramount Pest Control Service su~mit~ a
$15.00 per month to control the rodents at the city dump in South San ~rancisco. The
clerk was instructed to write the company for more detailed informatio~ as to what the
city would receive in the way of service, etc.
A communication was received from the Navy League of the United States informing the
city of the annual observance of Navy Day to be held throughout the state on October
~Tth, 1943. ~ayor Ratto asked that the matter be given publicJ!ty in the local paper.
The communication was ordered filed.
A communcation was received from the California War Chest, Inc. asking~the city to
proclaim "War Chest Week". ~layor Ratto asked ~he Enterprise" to publicize "~ar
Chest Week".
A communcation was received from fiombo Bros. acknowledging receipt of the city's letter
of October 5, 1943 and a bill of the Pacheco Electric Company for $20.00 which the
city paid~ and advising tha~ .~ claims pertaining to the accident of September 20,
1943, were being handled by their insurance company.
A communcation was received from Piombo Bros. answering the city' s letter of October
5th, 194~, in which the city asked fo~~. a statement concerning the cause of the
accident September 20th, 1943. They advise the city that they have not as yet~-
termined the~ cause of the accident. Mayor Ratto brought up the matter of the Piombo
Bros. trucks not stopping at Bethlehem Lane and Grand Avenue. Chief of Police
Belloni was asked to look into the matter.
A communication was received ~rom Armour and Company asking permission to erect a
couple of'~elp wanted"signs along the Bayshore Hmghway. On motion by.Councilman
Minucciani seconded by Councilman Lloyd and duly carried permission.was granted.
A communcation was received from the Division of Highways advising the city that the
construction work on Industrial way was completed October 7, 1943; that tt~e city was
to maintain said road at its own expense from said date of competion. Co~muncation
ordered filed.
A Report of Inspection was received from the Hartford Steam Boiler Inspection and
Insurance Compan~ covering equipment located in the ?ity Hall and Li%rary and making
certain recommendations. The report was referred to Fire Chief Welte.
The Pacific Gas and Electric comPany submitted new schedules for lighting as adopted
by San Francisco and San Mateo Counties, sh~wing ~n increase in cost to the City of
South San Francisco of $1J.40 per month. On motion by Councilman Lloyd, seconded by
~ouncilman ~inucaia~ and duly c~r~8 the schedules as. submitted were accepted~ show-
ng an--increase in-~He Hours ~f Ii~ing as well as in ~ne cos~.
A report from the Department of Health of San Mateo County was received regarding the
premises operated by HeEnan Gambero on Bayshore Highway and recommending that this
rooming house be condemned. The matter was referred to the city attorney. Council-
man Lloyd brought up the matter of the unsanitary condition of the alleys in the
business district of this city and also the vacant lots. THe clerk w as instructed to
bring the matter to the attention of the Health Inspector.
A credit statement was received from ~etal The~mit Corporation showing a credit of
$16.70 due the city for tins cans. 0rde~ed filed.
R. A. Klassen, Works Engineer, submitted a report on the streets of Lindenville,
pointing out that the present condition of the street areas is such that when the city
is asked to take over the cleaning and maintenance of th~ streets, if any repairs be
required that the cost should not be borne by the city. The contmunication ~as orde~red
filed until such time as the City is asked to accept the streets.

The Cyclone Fence ~ompany su~xnitted a bid of ~243.57 to furnish labor and material to re-
pair the back stop'at Orange Avenue Park, to include stretching three strands of barb wi~
on roll existing posts. Mayor Ratto said~eback stop at the park had been sliced and
destroyed about two or tlmree times before~ swings had been cut and a barbecue pit at the
park destroyed and asked Chief of Police ~elloni what could be done about stopping this
destruction of ~ark proRerty. Chief Belloni said that Floyd Hunter had cha~ge of the
recreational facilities. Councilman Minucciani said that more than 5200.00 damage was
done to park equipme, nt and facilities, ouncmlman Boido was of the ooinion that a back
stop would not be needed and especially since there was so ruch destruction to the eej~ip-
merit. It was suggested that ~r. Hunter be informed of the damage. City Attorney Cole-
bered.suggested contacting .the school suoerintendent in order that he mmoht work with th~
children for a better understandin~ with ~respect to the care of property and equipment.

The claims having been audited h~y the finance committee Councilman Lloyd moved they be
paid;the motion was seconded by Councilman Minucciani and duly carried.
The month.ly report of the Library and~tae City Treasurer for the month of September
were submitted and accepted as read.
Chief of Police Louise Belloni submitted the following nsmes f~appointment as special
police officers at the various factories in this city: Harry Tipton, Florence G. Heneise;
Sandra B. Ogden; Deana 0scamou; George Shamblen; Manuel Rabello. On motion by Council-
ms~u ~'~.loyd seconded by Councilmsn ~inuccimni and duly carried tme appointments were
confirmed; said police officers to serve without expense to the city.
-Chief of Police Belloni asked t~at the city council cancel t~e appointments of the.
following special police officers employed as guards: John B. Blanchfield, Glen C.
Campbell, Thomas S. Donlin, George L. Felch, Ralph T. Fountain, Karl J. Hokans, Milton
H. Howe, Ronald M. MacPherson, James L. Mildon, Ben J. Niklas, Buc~ely Nimy, Walter D.
Schranz, James Stout, Bertram York, Mrs. Catherine A. Weaver; On motion by Councilman
Lloyd~ seconded by Councilman Minucciani and duly carried the request was granted.
Under new business, Councilman Minucciani brought up the matter of the street department
having to Haul tree and sD_rub! cuttings, etc. left by r~sidents of the city on the curb;
that the street department is ~horthanded and the service should be discontinued. On
motion by Councilman ~inucciani, ~seconded by Councilman Lloyd and duly car~ried, se~vi6e
of hauling away-tree cuttings, etc. would be discontinued commencing November l, 1943.
Pete Uccelli appeared before tt~e city council and asked permission to lease the
Eucalyptus Park, 3-1/3 acres for $100.00 per year, commencing the first of the year.
On motion by Councilman Lloyd, seconded by Councilman ~inucciani and duly carried per-
mission was granted. City Attorney Coleber~ was asked to draw up a lease.
R. A. Kl~ssen, Works Engineer, presented plan and profile for improvement of Third
and Fourth Lanes, between Laurel and Chestnut Avenue, in the rear of Hollycraft Co.
homes. Councilman Lloyd suggested that Klassen contact the balance of' the owners on
these ~ la. nes with a view of completing the improvement of the lahes.' In thi~ connection
Councilma~ Lloyd introduced resolution No. 915 of the City of South San ~?rancisco
adopting Plan and Profile for this improvement. The resolution was adopted by the
unanimous~ vote of all members of the council present, as follows: V. Boido, M. Minucciani
D. W. Rat~o~ Reese Lloyd. Absent, Councilman Geo. W. Holston.

R. A. Klassen, Works Engineer brought up the matter of the repair of B Street from
Orange Avenue south. The city council asked him to submit an approximate cost of the
job.
There appearing no further business before the council, Councilman Minucciani moved to
adjourn t~ Monday, November l, 194J, at 8 o'clock p.m. The motion was seconded by
Councilman Lloyd and duly carried.
