The reeler meeting of the city-council of the City of South San t;~anc~sco was held in the.City
Hall I¥iond6y evening, September 90th,1943.
The me,ting was called to order at 8 o'clock P.I~. by l~'~ayor D.W.Ra~to.
. ROLL CALL.
Roll ¢~11 found all members of tl~e council present,as
Councilmen,V.Boido,Geo.W.Holston,Reese Lloyd,}f_'.~inucciani D.W.Ratto.
The minutes of the previous meeting were read. There being no errors or om~ssions they were ,,
approve, d as read.
A communication was received from Nr.J.Giannini,rancher,at the west end o½ the city,asking
the city to level and grade a 50' strip of lane on the norti side of his ranch which is reserved b
by the land company for right of way pnrposes for 7~s,light, sewer and telephone utilities. City
attorney Coleberd advisec! tkat as the street has not been dedicated to the city.the city has yen no
authorit.~ to perform any work there. 'lhe City C!~.rk was instructed to so inform tbs Gfannini interests.
A communi~cation was received from the War ~.~en~rt~ent ~nnouncing that new agreemen~,~ between
the city and the government ~o connect the mai~.~ sanf:~sewer o~f?be Tanforan Reception ~en~er at
San bruno would be forwarded to the c~ty attorney at an early date. Communication accepted.
The Recreation Department submitted a recommendation that driving with golf balls in Orange
Avenue ~'ark be prohibited,and signs to that effect be placed, there,and that signs be olaced in
city owned plal~grounds Statin~ that the equipment and apparatus there is used at the risk of
the participant. The matter wa.s left to city attorney Coleberd to attend to. Another recommend-
ation was that Mr. Floyd N.B-unter,Recreation Director , be allowe~ 45.00 worth of gas per month
from the city pump to be used for Recreation Department business and charged against the ~ecre-
ation Department. No objections by the city council.
~Ir. ~.~ Mrs. Albert Lane applied for permission to ma{ntain a dog kennel for show dogs, as a
hobby and sport, in a concrete kennel gstablishment at 198 A Street, the breed being English
Bull Dogs of High degree. Inspector Schlaam stated he instructed the appl1'cants to secure a
license, the ~a~-ter was referred to city attorney Coleberd v~ho wS~~_ ~,~-~ ,~.~ the ordinance.
Notice was received from the Peninsula Branch of the League of CaliFornla'?it~-es ~.~tatin~ the
next meetin~ would, be [~-eld in the St.Claire Ho. tel,~an Jose, on Thursday,the 93 September , at
6;45 O'clock P.~, and wished to know how ~?.any city officials woul~ be in attendance. On inquiry
Ratto announced that but three of the city's officials signified their intention to be at the
meeting, and the City Clerk was instructed to so inform the League.
A credit statement of ~..~9/64 was received from the k~etal ~ Ther~._it Corvoration for tin cans
received from the city. A check in the amount accompanied the statement.
Chief of Police Oellont submitted the naw~:s of Elizabeth Sturmer,Leroy F.~.artlow,Alb.ert
Fedele and Eva ~ae Day for appointment as deputy policemen and women at the ~'iestern Pipe &Stee'
Works. Councilman llolston moved the appointments be confi, rmed. The motion was seconded by
Councilman Lloyd and rezulsrly carried.
For the benefit of the ~,~anufact~:rers Assocition and the 6ity Council in the matter of a pro-
posed business ordinance the city clerk announced that there are 361 license holders in the city
this ye ar.
Representatives of Piombo-Bro$ , blastin?: contractors,appeared before the city council with
reference to rea~ut destructive blasting operatioves in the city where much damage .was done and
a number of persons injured,and admitted the destruction/ They contended they had no idea of the
cause of the excessive explosions. City attorne~ Coleberd cited the great amo~n.t of ~amage done
by fallin~ rock in various parts of the citY,the number of persons injured by broken rock and the
close call from death some had a mile away fror~ the blast. ~,.r.Coleberd stated it was rank careless-
ness on the part of the company in allowing such acc.~.dents to haopen and that they should be punished
for.'the{r carelessness. Chief of Police Oelloni stated the company pays no attention to the
parking laws whatever,their trucks pas~ over arand Avenue night and day without a stop except
when a policeman is in sight,that they do not even slack up when makiny~ the crossing. He was
. . a~,to to bring- them in to the jail when found, but ~r. ~ello~i stated they stop

whenever a policeman is present ,only,and he had'nt enough men to go around and-$agastation thre
men there~ for the three shifts which they work. Engineer Klassen stated he had a close call from
being run down by one of the trucks himself. ~¥'ayor R~tto aAked that all reports of the accidents
be compf]ed and sent in for the next meeting o~f the council,and instructed the police to pull
in every · ' : trt]ck driver who does'e~t stap at the crossing. Piombos representative offered to
station a si. emmograph at every place where a complaint issued from, offer ~ccepted.
E~gineer Klassen re~orted that the Census supervisor will be in the city within the next
three weeks. ~ihe engineer also repo~ted the city liable for only about 80' of piping at Hod0ndi buildings.
~~. Arnott ~ Sons sulomitted plans and specification of proposed new buildings in the western and
southern sections of the city. They appeared unacceptable to the city councilmen and no per-
mission to build was given. The company asserted they were compl]:ing with ~ll federal buildiu~
la~vs and regulations and all city ordinances. City councilman tiolston stated the buildings pro~
posed were only four room affairs,wi6h no garages attached and would not vote for a permit for zhe
constructior.~ of such a class of buildings. Councilman Soido was of th~ same opinion~and would vote No~ ~n
recuest. The annual report of the recreation department was received and accepted.
The jointly-executed duplicate copy of the ~emorandum of agreement providing f6r the
expenditure of tbs ~ ~ ga~s tax fund for the fiscal year 1944 was received and accepte, d.
Claims in the amount of $1635.32 were next presented to the council for payment;-
