HomeMy WebLinkAboutMinutes 1943-11-16416 REGULAR MEETING OF THE CITY COUNCIL OF T}~ CITY OF SOUTH SAN FRANCISCO,HELD MONDAY, NOVEMBER 15,1943. The regular meeting of the city council of the City of South ~an Francisco was held in the City Hall, Monday evening, November 15th,1943. The meeting was called to order at 8 o'clock P.A. by Mayor D.W.Ratto. ROLL CALL. , Roll call foUnd all members of the board present, as follows;- Councilmen, V.Boido, George W.H~ston,Reese Lloyd, M.Minucciani,D.W.Ratto. The minutes of the previous mee=xng were ~ead. There being no orrors or omissions they were approved as read. A communication was received from the Bethleham Steel Corporation asking that a lig~ t be placed a~ the entrance to their plant,which was narrowed somewhat by the construction of a new fence. Referred to Councilman Minucciani,chairman of the street commission. Not'ce was received from the -Btate Compensation Insurance Fund of the premium due on the city's insurance and granting a e~Verage of twenty days f~om November 19,1943. As no hill accompanied the notice the clerk was instructed to so inform the ~msurance fund. ~Tank MoJica, ~04 Railroad Avenue reported lights out on South Linden Avenue between ~Second ~ane and Railroad Avenue,and that a portion of the ally in the rear of lots 1 and 2, in Block 123 was left unpaved when the the ally paving was done,and machines cannot enter the lots for that reason. Engineer Klassen was instructed to look into the matter and report back at the next meetin~.T~ The Cyclone once Division submitted a statement of costs of additional materials and labor in erecting the Chain Lin~ fence on the easterly side of~Industrial Way,amounting to $10~.$3. Engineer Klassen reported the work was done,the material used and the claim O.K. The Division of Highways petitioned the city council to cancel the taxes on certain lots ,8 and 9 ~in Block 14V,and lotm ~ and 2~ in Block 148, on the ~ayshore Highway for the reason the State of California~ade~aka~ ~hem over, As many other lots were bought by the State, some of them bringing in reven~e from houses thereon , the city council decided to await the · Ai1 list and ascertain the status of the city of South San Francisco in the premises. A communication was received from Mr. John Qualman,owner of lots 8,$,10,11,12 and 15.1 feet of lot ~,in Block 1A~¥ stating his tax bill shows a charge o£ $8.3~ for the cutting of weeds on this property, that he had previously cut his own weeds, that he did not receive any notice of intention to cut his weeds and asked for the refund of the amount char~ed~ As the weed map showed the street men had cleaned the weeds ~rom the property mentioned the Cit~ Clerk was instructed to so inform Mr. Qmalman. A communication from the Department of Public Works,State of California, showed the sum of $1211.99 due the City of ~outh San Francisco for streets of maJc~ importance under the October quarter payment of the ~cent: gas tax allocation under section 194,streets and Highway Code. ~eport accepted and filed/ A $1~ ~.~hristmas Seal Bond was received from San ~ateo County Tub~sulosis and ~ealth Association r~questing the city to subscribe for one. On advice of ~City Attorney Coleberd the city was prohibited l~om making the subscription,,and the ~ity Clerk requested to notify the association of the fact. The War Production Board replied to the city's request for priorities to construct some street work On Hillsdie Boulevard from Linden Ave,to Arden Avenue, denying the request, as new work. Peninsula Division of the League of California Cites announced that the next meetin~ of the division would be held on Wednesday,November 1V,1543 in BanJamin Franklins. Hotel,~an ateo, and wished to know how many South San Francisco city officials would attend. There were none available and the clerk was instructed to so notify the secretary. San Marco - Burlingame Transit filed a copy of their Amended Application to the California Railroad C~mmission to operate a motor bus service between South San Francisco and San BrUno. Accepted and filed. A petition addressed to Engineer Klassen from six residents of Southwood Division No.1, wished to know what action had been taken by the city on their complain~ against a high board solid fence erected in their community by Mr. Mitchell,12~ Knoll Circle,appreciated the action taken by the city officials of South San Francisco,and urged that additional pressure be brough~ to bear upon the owners which would result in the re-working of the fence. Mr. Mitchell's brother and wife appeared before the council and stated Mr. Mitchell was in Alaska and not expected back till some t~me in January and asked that action be postponed until tha~ time. Postponment granted. Chief of Police Oelloni submitted the names of Jessie Melvin Marsh and C.E.Shaw for appoint- ment as special police officers at the ~estern Pipe & S'teel Works. Councilman Holston moved the appointments be confirmed,without remuneration from the city.The motion was seconded by councilman Minucciani and regularly carried. ~ The monthly reports of the City Treasurer,Librarian and Sanitary Inspector for the month ending October 31 1943 were received and accepted.. RESOLUTION N0.918. Councilman Lloyd introduced a resolution of the city council of the City of South San Francisco ordering an automobile stop sign placed at the westerly side of the intersection of Victory Avenue with Linden Avenue, and requiring the chief of police to install the same. The resolution was adopted by the votes of all the members of the city council,as followsI- Ayes, Councilmen, V.Boido,George W.Holston,Reese,Lloyd,M.Minucciani,D.W.Ratto. Noes, Councilmen,None. Di~der the head of unfinished business engineer Klassen reported it would take about $$$0 to put the ra~d and approaches to the beach and piers in shape to mllow1, traffic .Councilman Boido was of th~ .opinion the work should not be done if not done right ,that ~here is danger of some parts wmahingaway in bad weather,especially on the approaches and slopes, where the work should be of a mo~e permanent character~and the ditches drained to take away the ever flow. Engineer Klassen amid the ditches womld have to be extended so the water would not rise to the roa~ ~ouncilman Minuccianl believed the i~vement a good one and stated other recreation ar~as had received mo~e bemefita f_rom the city than this section, and moved the engineer be authorized to go ahead with tl~ work. The~lon was seconded by~euncilman X~O~d and regularly carried. The request of the City of Sanfl~e~soo for an assurance that the sum of $40.23 would be ~ft~nded to them whoa they paid the taxes on new construction work assessed to them in error, was ~e£el'A~ to city attar-may Coleberd. The city attorne2 stated he had spent some time in looking up ~.~_~.t~_m~_~.~?~, had not time to continue at present, but thought it was possible the city's were approved as read. Under the head of unfinished business engineer Klassen reported it would take about $~0 to put the raod and approaches to the beach and piers in shape to allow traffic .Councilman Boido was of the opinion the work should not he done if not done right ,that there is danger of some parts washing ~away in bad weather,especially on the approaches and slopes, where the work should be o~ a more permanent character~and the ditches drained to take away the over flow. Engineer Klassen said the ditches would have to be extended so the water would not rise to the road~ Councilman Minucciani believed the improvement a good one and stated other recreation areas had received more benefits from the city than this section, and moved the engineer be authorized to go -head with the work. The motion was seconded by councilman lloyd and regularly carried. The request of the City of Sanfrancisco for an assurance that th~ sum of $*0.2~ would be refunded to them when they paid the taxes on new construction work assessed to them in error, was referred to city attorney Coleberd. The city attorne~~ stated he had spent some time in looking up the law in the mat~er, had not time to continue at present, but thought it was possible the city's claim could be valid. State Guard Lieutenant George C.Gates appeared before the city council with reference to ea~ establishing a state guard here, for the purpose of helping local police in the protection of proper~2 ~.~ in the event of emergency or disaster. Le stated he wanted the city to endorse the formation of a company here and help p~omot the organization by declaring a week,"STAi'E GUARD WEEKs, and help~in securing the proper publicity for the project, Chief of Police Belloni told of the possible occurrence of danger at many of the larger plants at any time and said a company of the state guard stationed in this vicinity would be most valuable to the city police and the city's control in case of violence o~ any kind of unrest. The council moved the endorsement of the State Guard's offs and Mayor ~atto asked ~r. Franklin of the Enterprise ~ewspaper to give matter the fullest publicity. Mr. Franklin said he would gladly do so. Councilman Lloyd moved city attorney Coleberd be granted leave of Absence to leave the State of California for apProximately two weeks to attend a convention in the east. The motio was seconded by councilman ~inucciani and regularly carried. Sanitary Inspector Schlaam reported he had visited all the houses he had notified to ke clean and clear of garbage,refuse,and found all b~ one had taken the advice to clean up. He s no garbage or papers or refuse should ever be allowed to be burned in the downtown section the city,that it is not allowed in any city in the country and recommended that an ordinance enacted prohibiting such burnings~Ctty attorney was instructed to prepare'such an ordinance -endment which would include rubbish and cuttings. Mr Schlaam was instructed to get notices printed wa the ~ublic of the penalty attached to the violations of these amendments. · pe Councilman Lloyd called the attention of the council that the six months probationary' cer Blandini ~as up &~mo~e~t he be placed on full pay,commencing November 1,1943. The motion seconded by councilman ~inucciani an~ regularly carried. In the matter of the city sewer and sloughs in the Vicinity of San Bruno, which are us D~ San Bruno, Councilman Boldo asked if the government or ~an Bruno are arranging any paymen~ to the Cit~ of So~th San Francisco,as agree~ upon b~Mr,~'A~derson , for the city's share in dredging the slougs. Mr. Boido stated the City of San Bruno is indebted to this city for the use of the city's aewer also,and requested enginer~Klassen to take some action to secure comp tion for the city's work done. The engineer saiA he would make the effort.
